EU4 - Development Diary - 19th of September 2017

Good day and welcome all to the Tuesday Dev Diary for Europa Universalis IV. Last Week we took a good look at changes to the Islamic Faith mechanics and today we're going to shine the spotlight on two prominent Muslim nations who shaped the Middle East in the 15th Century. That is to say the White sheep and Black Sheep Turkmen of Aq Qoyunlu and Qara Qoyunlu.

For a long time we have modeled these two nations rather haphazardly as Steppe Nomads but now is the time to give them their own special Government type of Tribal Federation complete with their own mechanics centred around Tribal Allegiance.

On its own, the Tribal Federation Government grants:

-5 years of separatism
-10% warscore cost for provinces
+25% cavalry to infantry ratio

The rise and fall of these Federations will ride on how well they are able to win over the tribal warriors of the region who are fickle to the successes and failures of the Federation. By winning battles and humiliating rivals, a Tribal Federation is able to increase their Tribal Allegiance which will in turn grant stronger bonuses for the country. Conversely, losing battles and being humiliated is a fast track to losing their support and bonuses.

Tribal Allegiance itself will grant no bonuses with at zero, but up to +33% manpower recovery and -3 national unrest as it grows. It will degrade over time relative to your development. Additionally, it can be spent to gain immediate assistance With each action costing 30 Allegiance. :
  • Enlist General: Gain General with 40 Tradition
  • Train Horsemanship: Get +15% Cavalry Combat Ability for 10 years.
  • Conscript from Tribes: Start production of 6 Cavalry units in the capital at 25% build time.
The Inland tribes of Arabia also share these mechanics, while across the world, other Tribal Countries are either Tribal Despotisms or Tribal Monarchies, working as before.

National Ideas

The Black Sheep and White Sheep Turkmen have also been given their own unique national ideas

Aq Qoyunlu (starting development: 55)

"The Aq Qoyunlu, or the White Sheep, trace their lineage to Bayandor Khan, the leader of one of the twenty four Oghuz tribes and the grandson of Oghuz Khagan himself. The blood in our veins is that of true warriors and makes us the predestined leaders of all other peoples."

This newfound honor gives us a platform to build a lasting hold over the Caucasus, Azerbaijan and perhaps one day even Persia."

National Ideas and the Tribal Federation Government are all free changes with the 1.23 Update, while Tribal Allegiance and the interactions relating to it are paid parts of the upcoming expansion which will be released alongside 1.23.

Another thing which will be of interest to the Sheep Federations and frankly any nation in the neighborhood of the Ottomans is a change we've done for the Turkish behemoth. In 1444, we have removed all foreign Anatolian cores for the Ottomans. Candar, Karaman, Ramazan, Dulkadir and Aq Qoyunlu may breath a collective sign of relief that Osmanoglu's rise to dominance will be more contested than before.

It wouldnt make sense to form the great seljuk empire, without the seljuk dynasty, the empire was named after the dynasty. Lets say as an example i play the Karamans or Aq Qoyunlu or Qara Qoyunlu and i conquer the entire middle east, why the heck would i name the empire than great seljuk empire? It would be named after the dynasty i play, for example great karaman empire.

So can you tell me why the heck Karaman, aqq and other Turkish states can form Rum (Seljuk Sultanate of Rum) with this new dlc?

You cannot form Seljuk Sultanate of Rum, you can form Rum. Which referres to the Sultanate of Rum, which is another name for Sultanate of Rome. This title itself has nothing to do with a certain dynasty. The Seljuks came, they conquered most areas of the eastern roman lands, which where at that time considered to be roman lands. After it, they considered themselfes as rightfully successors of the (eastern) romans. Thats why the country Rum as formidable nation makes very much sense, not like "great seljuk sultanate".
 
You can form Yuan without having the proper dynasty
Yuan is representative of Mongol-ruled China though, so any new dynasty would wish to keep continuity with that very recent period. On the other hand, the Seljuk dynasty are no longer relevant to this region of the Middle East; a new state would either start something new (like the Safavids) or appeal to Turko-Mongol authority (which is represented by the Timurids).
 
You can form Yuan without having the proper dynasty

Chinese Dynasties are the worst example you could ever took for this topic, in chinese tradition you never take the same family name as you had before, the founders are always renaming their family name in a symbolic manner. In the Yuan case their original family/clan name was =>Borjigin now guess what, if you look to the mongol country, which family name do they have? =>Borjigin<= thats why it makes perfektly sense to give the ability to recreate the Yuan Dynasty.
Also the Ming Empire still referred to the remnants of the Yuan as the "Yuan of the North", the Ming considered them still as a threat, before the Oirat Hordes submit the remnant Yuans.
Or another example founder of the famous Han-Dynasty, Emperor Gaozu, original name Liu Bang, familyname => Bang.

Actually, Rûm was what the Arabs called the Romans back then. They also used to call Seljuks "The sultanate of Rum. The term Rum was the name of a region and a people known by muslim Arab geographers. The lands where those people used to live was named "Bilâd er-Rûm ( Roman land) and these Arab geographers used this term first to refer to the Roman Empire, and then to the Seljukian Anatolia. The western historians then, on the other hand, started to call what Arabs knew as Rûm Turkhia or Turquia (especially after Second Crusade.) So, naming Seljuk Lands as Rûm was a choice of term for geographic naming, just as naming Anatolia as Turcia. Besides that, it would make no sense that the Seljuks declared themselves as rightful successors to the eastern Roman Empire while she was still around back then :)
Truth is the Seljuks of Rum did not pursue such a goal, but they were so under the influence of Persian Culture that Seljuks Sultans used epithets such as Kayqubat, Kaykaus and so on. Consequently, restoration of Great Seljuk Empire is kinda the eastern counterpart of restoration of Roman Empire. It will give great flavour to the game.

I hope devs will also fix that broken Ottoman missions to conquer balkans, I don't know if it's only me but conquer serbia and conquer bosnia missions never appear in my playthroughs.

There are some conditions which can prevent these missions from being available, make sure that you fulfill them (you can't already have Inspiring Victory, and they have to be your neighbors, not your subjects, and not your allies). If you have military missions with higher weight, they might also not be available
 
I fulfill all the conditions, yet the missions don't appear. My monarch's military skill is 6 though. That's why I draw attention to this matter on occassion. I don't even choose conquer southern greece mission to avoid inspiring victory modifier.

edit: As you said Conquer Levant and Safeguard Eastern Anatolia missions somehow have high precedence in that sense which makes conquer balkans missions almost never appear.

It was still Seljuks. The full name is Seljuk Sultanate of Rum or Seljuk Sultanate of Anatolia. Rum is just short type. There is a good explanation above so I won't repeat. Rum had rulers from the House of Seljuk (Seljuk Dynasty) as well. Their flag were almost same as Great Seljuk Empire. Both used Seljuk Eagle.

they are mostly AI missions i think, i almost see conquer serbia, bosnia and subjugate wallachia missions everytime i am observing game as ottomans. i am pretty sure of this because observed more than 50 games. but like you said player almost never get them. you need to claim them....

for example, chance of getting conquer levant mission is like 100% but conquer serbia is like 10% for players.

In English calling this state wrongly just Rum doesn't make name of this state Rum.

Edit: Formable Rum state will have Seljuk flag and their ideas and heritage but it won't be a Seljuk state but only Rum, yes?:)

No, they did not except when they wanted to claim legitimacy when they had none. Liu Bang was born with this name and his descendants were all of Liu clan. Zhu Yuanzhang was born to the Zhu clan and all his descendants were of Zhu clan.

Sometimes the descendants changed their family names after the fall of a dynasty, to avoid death, but changing family names for reigning dynasties was quite exceptional like when Wu Zetian took over the power, proclaimed a new dynasty, and forced sons to take her family name.
 
I guess it's my job in this thread to correct incorrect maps, so I do have to point out that Rhodes wasn't Byzantine in 1328, as the Knights of St John had conquered in 1310.

Point taken and thanks for correcting it; however, it still falls within the 150 year window before culture-group cores dissipate, so in gameplay terms my original point still stands.
