EU4 - Development Diary - 20th of February 2018

Good day all and welcome back to another Development Diary for Europa Universalis IV. We've already announced that the Rule Britannia Immersion Pack will be coming soon for $9.99 or your local equivalent, as well as that the 1.25 England Update will accompany it for free. To that end, let's talk about a couple of the upcoming Rule Britannia features, as well as the new National Ideas for low Countries from the Update.

Firstly, a couple small features from Rule Britannia. We have added in a new Peace Deal and Diplomatic offer to Steer Trade. This will cost 60% War Score and will be tricky to get diplomatically, but will force the target nation to have their merchants automatically placed so that they steer trade towards the victor's trade capital. This arrangement will be enforced for the duration of the truce and is an effective way to hijack an enemy nation's finances without taking territory or otherwise accruing Aggressive Expansion.

In this example, Venice have forced Mamluks to steer trade, so manually control over Mamluk merchants has been revoked and they are automatically placed to maximum profit for Venice: steering from Aleppo into Alexandria, and Alexandria+Ragusa into Venice. This arrangement allows merchants to even steer trade away from home nodes into the beneficiary's nodes.

As this is often (but not always) more beneficial than Transfer Trade Power, Steer Trade costs 60% Warscore while Transfer Trade Power is set to 30%.

Next up, we have the addition of Naval Doctrines. For all nations with a naval force limit surpassing 20 ships, they can set their naval doctrine from the following:

  • Fleet in being: -15% ship maintenance
  • Free Oarsmen: + 15% Galley Combat Ability
  • Merchant Navy: +33% ship tradepower
  • Ship Boarding: + 33% capture ship chance
Naval Doctrines are not, however, free to set. The cost of setting your doctrine is dependant on the sailor capacity of your current navy, currently 0.1 ducats per sailor that is needed for your fleet. Your Doctrine can be set at any point at this cost and will be visible in the Military UI Tab

However, specially for nations in the British culture group, there is a fifth Doctrine option: Wooden Wall, which will grant a +1 to all naval combat rolls in sea provinces adjacent to any of their owned provinces. This should allow a British nation both to better defend their home island as well as project power abroad where they seize land.

Steer Trade and Naval Doctrines are both features of the upcoming Rule Britannia Immersion pack. Let's also take a look at the Low Countries National Ideas added freely in the accompanying England Update.

We have been hard at work adding National Ideas for the Dutch and surrounding nations who for a long time have been abusively coupled under the wide-reaching "German Ideas". As such, the following nations have received their own unique National Ideas:

This was the worst answer a Community Manager could give. Not only shows an argument like a 10 years old kid, but also shows the team isnt ready for a real feedback, just cheers.

I won't buy and I WILL SAY IT, load and clear, with all the reasons I wish to include. I think its the best interest of a company to know why its former happy and loyal customers, at Apple fan levels, aren't liking and therefore not buying its products.

How can you say they don't take our feedback into account? This whole new approach to the Immersion packs is based on the feedback they got on Third Rome.

I don't envy Paradox atm, they get criticized a lot for Third Rome for being too focused and not offering much for when you are playing not in Russia. Now they give a new approach which includes many things for the whole world, and they get criticized for it again.
 
Maybe the value of the DLC would have been better in people's eyes if changes were done to Trade Companies and colonization (after all Britain began colonizing and controlled 1/4 of the world during most of the game's timeframe).

There needs to be more steering of CN behavior. It's immersion breaking for them to get out of their regional lines (Caribbean CN eating natives in Northeastern America region).

Trade companies should be like vassals and be able to raise their own army and navy. The more you invest in them, the better they can become. Too much autonomy could however lead to unnecessary wars, corruption, and collapse. A late game diplomacy tech should let you absorb them so they become home province lands.
 
This is a smaller immersion pack. Next proper expansion should see more game mechanical impact.

Please remember that the main focus of an immersion pack is to offer some extra flavor for certain areas in particular. If you're not interested in said areas, maybe the immersion pack is not for you?

Yess please make a big expansion with deeper mechanics, and I mean truly deep mechanics(not ones that we can insta chıose between 4 buttons). I am willing to wait 5 months and willing to pay much more on bigger dlcs.

We do care what you say, and we are reading this thread. All I'm saying is that I understand that this immersion pack is not what some of you were hoping for at this point, and it's fair enough. But immersion packs are small and quite limited in scope. Being unhappy about what constitutes the "British flavor" is one thing, but I get the feeling that a lot of the disappointment here is that it's not something else, and that is what I'm trying to address.
I was hoping for something else, that's true. Castile needs much more love than England at this point (the fact that Ireland now has more sea provinces than Castile (a nation that currently underperforms) clearly shows). But that's another matter. What "British flavour" did you add?

-Anglicanism? (You haven't mentioned the Act of Restraint of Appeals in the DD and how would they interact together, considering that passing the Act is basically the same as creating Anglicanism, can other nations get their own "Church of France"?)

-More fleshed out War of the Roses?

-More fleshed out Hundred Years War?

-Return of protectorates, african colonies flavour?

-Trade companies?

-Thirteen Colonies flavour?

-Commonwealth and Oliver Cromwell-like dictatorships?

-Irish religious wars? (And what new flavour does Scotland have in a British DLC?)

Those are some things that come to mind when I think of Britain flavour. This whole DLC seems lackluster even at that.

@DDRJake I just realise, you promised the next 2 most requested would be later revealed, but never said when that 'later' would be. I just assumed you were going to update DD with them, but you're just saving them just for another DD, don't you? Or even until release... You're such a tease!

I am only one person but I would be perfectly fine if the team took more time between DLC's, even if they ended up costing more, to flesh out some more difficult coding/mechanics. Most people here would probably agree that the teams heart is in the right place however dlc shouldn't be formulaic every three months. The HOI4 team for instance has made huge headway into their next content and the fans love it. One dev diary had no disagrees at all (!) and they are taking their time with it.

Innovativeness is the reason I will not be buying this pack. I want the rest of it even if it doesn't "feel" like $10 worth to me as I want to support the game. I want you all to keep it updated. I might even be interested in purchasing the sprites in a separate pack if they were offered.

As I said though, I am only one person.
 
So Wales is being completely ignored... in a "British" DLC. I didn't expect Cornwall to have more importance than Wales but it seems like there wasn't even a consideration on changing some ideas for Wales, let alone giving them missions. Pretty disappointing.
Even as a Cornishman, and therefore subject to the Paradox Forums Provincial National Self-interest (PoFPiNs)(TM), I have to second this.

Yes, we know. The problem is - even what you offer seems like "milking" and not making any effort. I think if it had better quality a lot of people would support it, but, currently, it seems like you just throwing good idea into the window.

The real problem about "Immersiona Packs" is that you need to do A LOT of research to represent country. Even creating new mechanic takes less work, cause it is more of understanding how to implement what you want using what you have.

Are developers going to completely remake the mechanics of operations at sea and significantly increase the role of fleets in the game?
In their current state, fleets are almost useless in the game, especially in MP games.

P.S. Is it possible to hope for remake of the mechanics of battles that allow the use of the combat orders like columns,
as well as control over the combat orders?
A line-of-battle tactic was not used before 1500 year, and was obsolete from 1759 year.

There is nothing like that happening in this upcoming update.
 
There is two kind of people didn't like Third Rome:
1 - People who don't play Russia/slav/Orthodox nations AND wanted general mechanics, but they were never the focus except with a "the region became more interesting, please take a look"
2 - People who knows Russian/slav/Orthodox history

The first group didn't like because it didn't change their game enough to feel worth the money, the second group didn't like the "immersion" being 3 more buttons to press. The NI change was welcome, but it was a fix in reality, because anti-soviet propaganda NIs was asked to be changed for over 2 years. The only group pleased was "I play in Russia and have no idea about their history because I think I learn it in Paradox Games".

There is now two kind of people don't like Rule Britannia:
1 - People who knows the history of the region, which is a very large group.
2 - People who expected general mechanics, apparently the focus of the DLC and is always the largest group.

While Russian history is mainly written in, guess what, Russian, the English history can be easily found in, guess again, English. The "British only" mechanics aren't interesting enough, neither was improved other mechanics like a very British thing called Parliament. Just to summarize, a few things which could please one of this two groups.

1 - Parliament rework in something less than "choose the smaller cost for the bonus you want". Would please the first and some of the second.
2 - English Civil Wars rework, the Republicans vs Monarchists in special is very lackluster. A very focused change that fits the "Immersion Criteria".
3 - Some focus on Scotland and Ireland, not only map/tag changes. I don't know their history enough to suggest more specific things
3 - Naval rework. A real one, not the travesty called Mare Nostrum. Would please the entire community and is a very British thing. Naval Doctrines? No. Just no.
4 - Colonial rework. The colonial system is pretty much based on Spanish system of Viceroyalties. Different ways to rule colonies would be a good thing.
5 - Trade Companies rework. Would please most of the first group and most of the second while is pretty easy to do. Make trade companies as colonial nations are and boom! New mechanic boys! Give me your wallets!

Isn't the naval doctrine just a major buff to bigger nations? At the arbitrary number of naval force limit = 20, you get MAJOR bonuses.
