EU4 - Development Diary - 20th of February 2018

Good day all and welcome back to another Development Diary for Europa Universalis IV. We've already announced that the Rule Britannia Immersion Pack will be coming soon for $9.99 or your local equivalent, as well as that the 1.25 England Update will accompany it for free. To that end, let's talk about a couple of the upcoming Rule Britannia features, as well as the new National Ideas for low Countries from the Update.

Firstly, a couple small features from Rule Britannia. We have added in a new Peace Deal and Diplomatic offer to Steer Trade. This will cost 60% War Score and will be tricky to get diplomatically, but will force the target nation to have their merchants automatically placed so that they steer trade towards the victor's trade capital. This arrangement will be enforced for the duration of the truce and is an effective way to hijack an enemy nation's finances without taking territory or otherwise accruing Aggressive Expansion.

In this example, Venice have forced Mamluks to steer trade, so manually control over Mamluk merchants has been revoked and they are automatically placed to maximum profit for Venice: steering from Aleppo into Alexandria, and Alexandria+Ragusa into Venice. This arrangement allows merchants to even steer trade away from home nodes into the beneficiary's nodes.

As this is often (but not always) more beneficial than Transfer Trade Power, Steer Trade costs 60% Warscore while Transfer Trade Power is set to 30%.

Next up, we have the addition of Naval Doctrines. For all nations with a naval force limit surpassing 20 ships, they can set their naval doctrine from the following:

  • Fleet in being: -15% ship maintenance
  • Free Oarsmen: + 15% Galley Combat Ability
  • Merchant Navy: +33% ship tradepower
  • Ship Boarding: + 33% capture ship chance
Naval Doctrines are not, however, free to set. The cost of setting your doctrine is dependant on the sailor capacity of your current navy, currently 0.1 ducats per sailor that is needed for your fleet. Your Doctrine can be set at any point at this cost and will be visible in the Military UI Tab

However, specially for nations in the British culture group, there is a fifth Doctrine option: Wooden Wall, which will grant a +1 to all naval combat rolls in sea provinces adjacent to any of their owned provinces. This should allow a British nation both to better defend their home island as well as project power abroad where they seize land.

Steer Trade and Naval Doctrines are both features of the upcoming Rule Britannia Immersion pack. Let's also take a look at the Low Countries National Ideas added freely in the accompanying England Update.

We have been hard at work adding National Ideas for the Dutch and surrounding nations who for a long time have been abusively coupled under the wide-reaching "German Ideas". As such, the following nations have received their own unique National Ideas:

  • Brabant
  • East Frisia
  • Liege

Devs mentioned about million times that you will have the reward for such missions ahead of mission tree will be given to you just in time when you end the previous one.
And if I can't do the 1, I have no reward. Hence what I said.
If I can 2 before 1, the tree is not needed. (and it's not what I have understood from the post)

I don't really care if the rewards come for 2 when I finish 1 or not. My issue is "I can't do 1" for whatever reason.

It happens a lot of time in my games when I play a country I do not really well know. or a mission too big for my country. Like for instance I had once a mission "take all south italy" with France I think... I did part of it, but by the time I could start a second (winnable imo war), the claims were gone and I had to pay max DIP to finish that mission. In next games, I never did that mission again because I knew I couldn't take it in reasonable time at the start of the game. So rather than having 1 mission stuck for 40 years, I do multiple little missions.

The tree itself is not my real issue - I will do what I can with it - but the erasing of the random/repeatable missions. I don't understand why they had to go.

Except you know the game ends before steam boats are really a thing.
I didn't know :). But whatever, trade items linked to units for ship, I'm all in. If not coal, anything else!
 
Trade Steering sounds as utterly useless as Transfer Trade, if you can accrue 60% warscore against a nation that controls a trade node, you can probably take a coalition or 2 at that point anyways.
 
You're right of course. But actually you missed the point. DDRJake was just making a joke about Belgium. Rather a poor joke of course. But that's because treating Belgium as a fantasy nation is a common joke in Britain. Which, especially as we move ever-closer to a Brexit Europe and a Sexit Britain (not to mention a Cexit Spain), some may think elegantly ironic!;)

That's what they should've focused on so we could truly call it an immersion pack. But hey! There is our dear friend paywall! Wont touch it because it a paid feature from an old DLC. Good one once again PDX.
 
Wouldn't it be better if forcing steer trade becomes a status that lasts forever -like vassals- instead of depending on truce time? And it gives loser country a cb like independence war.
 
For people who can't see the use for Trade Steering: imagine you attack someone for land and they have some allies. What do you peace the allies out for? Maybe they don't have much cash reserves but big trade income and power in nodes where you can't reasonably put merchants yet. Things like this are often a great way to peace out secondary participants in wars. Also treaty-type peace options give you prestige. Just demanding cash does not (and you have to split cash with your allies by war participation).

I can think of plenty of uses for this peace deal.
 
Trade steering isn't useless, its effectively going to break certain nations in MP. Can you imagine hitting Portugal with it as france? you will effectively bankrupt them with only 60% war score as well as getting all their new world trade on the side since you stole thier only reliable means of being competitive against a more expansive empire.

Late game when certain nations like Venice, Portugal etc, make over 70% of their income on trade hitting them with this effectively means they need to downsize their armies, or start taking loans which just makes them more vulnerable for a second round. Remember their merchants are forced to work for you which means all their trade bonuses apply.

Its also open for Diplomacy, like Transfer TP, So Expect people to be keeping tons of small OPM trade minors just for the soft +2 merchants minimum having them now provides.

Its not weak, it frankly looks broken.

To put this in perspective, Imagine if there was a Cb to steal all France's Manpower from states until the truce Ran out. You get the Manpower, France doesnt get his, and then when round 2 comes around France is still recovering and your good to go.
