EU4 - Development Diary - 22nd of January 2019

Good day and welcome to another EUIV Dev Diary. As mentioned last week, we are working towards our 1.28.3 bugfix patch as well as planning out our big European expansion for the year, and as such, won't be having meaty, feature-rich dev diaries for a while. Instead today, I'll dig a bit more into the 1.28.3 Patch, and some thoughts on suggestions towards our upcoming expansion.

While there are some very important issues that we're fixing in 1.28.3, including the Trade Company Stuttering and Save File issues, we are taking the opportunity to pack a lot more fixes into this release than we traditionally would in a hotfix. Since it'll likely be quite some time until the next big release for the game, we wanted to get cracking on outstanding issues while we could, which is why this bugfix patch is taking longer than normal too. At last check, it is over 100 bug-crushing entries long, so hopefully it proves worth the wait. We expect it'll see the light of day in the coming weeks, once we finish up the fixes, test it and have it ready to ship out.

To clarify, 1.28.3 is a purely bugfix patch. It won't have new content, map changes or any of the like. It is the result of the past weeks' efforts, with particular attention to script and content fixes. Some specifics pulled from the changelog include:

- Updated British missions for India map changes
- Texas' leader names and ship names have been made more Texan.
- Streltsy events will no longer attempt to change Streltsy Progress if you have Streltsy units but no longer use the Russian government reforms.
- Fixed AI refusing Royal Marriage because of too many diplomatic relations, despite already having Alliance.
- Spain's Golden Century mission "Claim Hispaniola" now shows the correct number of provinces needed to complete the mission.
- Spain's "Found Havana" mission can also be completed by building a counting house
- Ryukyu's tributary status with Ming ends in 1609.

With a pinch of luck we'll have the full patchnotes next week, and the release of the patch the week after. This is, of course, subject to testing going well and the patch being ready for release.

As I did last week, I'd also like to give a nod and some thoughts on suggestions which have been coming in. Again, these do not come with a promise of things to come, just thoughts on matters.

Balkan Suggestions

Too many Balkan suggestion threads to single one out, so cheers to @Sanguine Caesar who put together this compilation. I saw some conjecture about the target regions of the large European expansion and, in particular, if it would include the Balkans. If I remember my initial words well, I had originally said we'll be focusing on the map from Brest to Istanbul. To put that conjecture to rest (maybe) , I'll clarify that our ambition is to target France, Low Countries, Germany, Italy and the Balkans. This ambition may grow or shrink as the year goes on and we get to work, but this is what we're setting out to do. And by this, we don't exclusively mean map content, there's content planned for these target areas even if the map isn't in need of much work. The Low Countries provinces for example saw a good deal of love in the England update but who doesn't dream of a Dutch Revolt that doesn't just mechanically result in 250,000 angry Dutch rebels standing in Antwerp forevermore?


1440p/2160p support

@zersetzung brings this suggestion, and is far from the first to do so. A personal pet peeve of mine is when I want to fire up an old game, and it is void of graphical options to make it somewhat playable on a modern machine. I can hardly blame the 90's for not seeing over twenty years into the future, but the frustration is still there.

In the far flung future there will certainly be those who maintain that Europa Universalis IV is the best EU experience, superior to EU8 because the haptic battle feedback and conquistador hat supply chain system aren't the true map painting experience. For the enlightened supercitizens of the future, it would at least be nice to leave EUIV in a state where it can handle the ever growing resolutions of monitors with some level of UI scaling. I can't promise this is something we'll manage for this year, as it's far from a trivial undertaking, but consider it an ambition to someday have this in EU4.


Christmas Trees

I had to bring this one up because as I was going through the suggestion pages over the festives, it brought a smile to my face. A cute idea, and shows that not all suggestions have to be enormous and complex. I know some people see the scale of large suggestion threads and get intimidated away from making their own, but often wee suggestions have just as much merit, such as..

plz also change the swiss idea of -15% merc upkeep to increased condottieri. as switzerland was not hiring mercs for themselves but hired swiss soldiers to others

A simple, concise and sensible suggestion, one that is likely to happen too, but given that Switzerland is right in the middle (quite possibly literally in the middle) of the focus region, and that we want to address the mercenary system, I wouldn't be surprised if we give the Swiss some more special treatment in this regard.


As I said, next week we'll be hoping to finalize and share the patchnotes for 1.28.3. Once we have that done and released to the world, it'll be time to set our sights on our end of year expansion. Dev Diaries will likely remain sparse for a while, as the locomotive heats up and sets out on the long journey that is our 2019 Expansion.
 
What's the point of UI scaling? Most video games can be run at smaller resolutions and provide the settings for that within the graphical options. Heck, Windows still comes with a "RUN PROGRAM IN 640X480" mode for the sake of compatibility.All you have to do is provide a slider that allows you to adjust the resolution. Almost every video game, going back about twenty years, gives you this choice to some degree.

I myself have a 1280X720 resolution, despite my monitor being capable of a 1366X768 resolution. Why? It is because I cannot see half of the buttons and windows at the maximum resolution! Everyone here is getting older; I doubt any of us will be able to really see a resolution exceeding 1366X768 when we're in our forties or fifties without Accessibility enabled.
 
You do realise that Anne is also male name right? Maybe it wasn´t bug, you just haven´t noticed he was a man? Here I quote Wikipedia:

"Anne is sometimes used as a male name in the Netherlands, particulary in the Frisian speaking part (for example, author Anne de Vries)."

Ofcourse maybe I´m wrong, I´m just making sure if it was bug.

the title was "Queen Anne" and the title for the consort was "Queen Consort ". So no, it wasn't a "he". And it was in Brandenburg, not in Spain (Maria can be a man, e.g. Maria Aznar) or Netherlands.
 
I would like to remind you that a long time ago (after the premiere of AoW) it was said that it would be possible to rework mechanism of stability.

Up to this point, nothing has been done about it. And many mechanics and events lose their meaning, because stabilization is extremely easy.

Similar mechanismus like a reduction of inflation or WE also are in this bag.

  • give every element on the page a class named "rescale" (or other name if that one is already in use)
  • go to your CSS folder and define the "rescale" class as following:
    • transformation: scale(1.2);

In my vast experience, that should fix the problem. If needed, you can tinker a bit around with margins and such.

On a modern monitor it get´s blurry if You don´t run it in native resolution. The CRT ones could handle that. But nowadays really few people have such a thing - and it don´t fit on my desk. And anyway - resolution just matter in comparison to the screen size...

  • go to your CSS folder and define the "rescale" class as following:
    • transformation: scale(1.2);

In my vast experience, that should fix the problem. If needed, you can tinker a bit around with margins and such.

You can do it via settings.txt in the documents folder - but it also gets blurry. With 1.2 it´s almost unreadable and the graphics look worse than ever. Even on 1.05 it´s the same. You´ll need other graphics in another format - or just graphics for that fixed resolution. Don´t know if Your solution would help with the text - if EU IV would be written in HTML...

that's what the game needs, more AI only bonuses
In fact i´m a big fan of different rulesets for the player and the AI - to balance the thing between decisions made on the actual situation in this nanosecond - compared to having a plan, which You usually have as player. For example just have the AI corruption just tick down by time - for free. As a player You have that slider - and usually You will have no problem paying it. In two games I got bigger with this patch - I set that slider to maximum just for fun. In that Ottoman game I needed it because of that territory thing - and I had still 100 ducats per month to spend. I haven´t upgraded or build anything (except for a small powerbase in the beginning) and I was paying 6 missionaries as well for around 0,79 - 10 each. In my India (Bharat) run recently I just wanted to see how much money would be left by 1700 to 1750 - with a full developed India, all Estates - so 25% autonomy, all buildings available built, and 3 level 5 advisors with economy and trade ideas. I had still 800 ducats per month - with the corruption slider at maximum after a conquest. Many Lvl 8 Forts. I guess 0,79 Tradition - while having around 3700 development. I have so much money I have nothing left to spend. My army is at force limit - with Quantity Ideas. 850k men - half of which is Artillery. I just built a few stacks just because i could. Around 400 ships. I have 125k in the treasury and I built every building which I could - even for my Vassals. Oh - and my two missionaries are still converting for 5-30 ducats per month (no religious ideas). And I don´t use the maintenance slider nor do I mothball my forts or fleets. But yes - early game money is a problem - when You are a small nation. But in that case You don´t have to convert anything/much or have to pay corruption for Your territories. I can´t say i´m unhappy with the corruption payment for territories or the payment of the missionaries. Seems ok for me. But I guess the AI can´t handle it. Both. Give them corruption for free - and a flat sum for the missionaries - or even also for free. Both wouldn´t be such a bonus that a player couldn´t handle the AI - but the AI would have more money to spend on developing - and perhaps they would even consider to convert some provinces again. And yes - as AI Ottomans I don´t need to send 300k soldiers to Arabia to conquer some Country which just has 20k men - and siege that lvl 2 fort with 100k men - with a supply limit of 15.
If I look at my AI neighbors - Russia, GB, Ottomans are almost always in debt with loans in the thousands and just lvl 2 forts. Those are the ones which conquer rather much - which are big. My other neighbor - Sindh - which has the territory of Baluchestan (or whatever) - so more or less not the richest land, perhaps 10 provinces - but no territorial gains the last 200 years - has a lvl 8 fort as well.

Edit - almost forgot: The AI seems to prefer those buildings which give + forcelimit (naval or army). Those buildings are always last on my list. I would build an economy building which gives me money instead of a bigger force limit which I couldn´t afford. In my conquered provinces I had to delete those buildings first - to have the ability to build something like a manufactory or a workshop, temple, marketplace. At least early - mid game with no or little money.

As a Texan I would like to know more about this change. What names were changed to what? What does PDX deem as "Texan"?
So I've been a freelancer working on EU4 since December, and redid names early on because I went mad with power. Pretty nearly all the names in the revised set are names of defenders of Alamo, plus the names of the Republic of Texas' presidents. There's a few Tejano names in there mixed in with Anglo Texan names, but imo it still gels well enough.
 
Please could you add an option for observers to host games ? I'm running some normies campaigns (for begginers) with tutors (including me) and have some troubles with gathering really good hosts, it's just impossible to do it by myself(and even savegames aren't working well). It seems like just one code line, can you do that ?

To Finish up Updates on Europe, we should need 2 immersion packs, one for upper Germany / baltic region, and one for Italy / Mediterranean sea region. and finaly an big expansion on the lower Germany / balkan / Greece Region and the HRE game
