EU4 - Development Diary - 24th of March 2020

Hi and Welcome to yet another Europa Universalis Development Diary!

We talked a little bit about what is happening to the Catholic Faith in a development diary back in August 2019. Let's delve into that at first, before we talk about completely new features, and remember. All of this is part of the Emperor Expansion.

Curia Coffers
First of all, the Curia has its own pool of money, the Curia Coffers, which is accumulated each month from contributions from each catholic country. The contribution depends on the development controlled by the Clergy estate in each country. Catholic Nations can also Buy Indulgence to increase the Curia Coffers and

The Curia Coffers can then be spent on the following.
  • Call the Ecumenical Council
  • Assign Cardinals
  • Investigate Heresy
  • Papal Bulls
  • Council of Trent Actions.
Ecumenical Council
The Ecumenical Council is a way for the Papal Controller to siphon their own money into the Curia Coffers to increase their influence to become the next Papal Controller.

Cardinals
Assigning Cardinals is a new Diplomatic Action that Curia Controller can do. By spending an amount of the Curia Coffers the target nation will gain a Cardinal. The Curia Controller gains influence towards becoming the controller at the next papal election, and the target nation increases their opinion of the Curia Controller.

The Pope can also spend their own money to Appoint a Cardinal from one of their own provinces, if any of them lack a Cardinal. This increases Corruption by 5%, but sometimes it is needed.

Of course there will be Cardinals appointed automatically each year as before.

Investigate Heresy
Investigate Heresy is an action where the Papal Controller can spend money from the Curia Coffers to reduce the Reform Desire by 5%, while making Reform Desire grow 10% faster in the future. This is a way to delay the Reformation if you so desire.

Golden Bulls
For each Pope, the Curia Controller can pick one new Golden Bull, which will define that Pope’s life. This of course cost money from the Curia Coffers, and there are six different Golden Bulls to pick from. What is interesting with these Golden Bulls, is the fact that they affect ALL catholic nations.

Cardinals will spread institution if the institution has been embraced in a province of another Cardinal or the capital of the Curia(Rome).

+20% Imperial Authority Growth
+15 Imperial Reform Approval by Catholic Princes
Available if Emperor & Catholic is Official Religion of the Empire


Council of Trent
A few decades after the Reformation has started to ravage Europe, there will be something called The Council of Trent that will last about 50 years at maximum, or until the Papal Controller has picked four different changes to the Church.

When the Council is active, rulers of Catholic Nations can set their position as either Harsh or Conciliatory. At default all nations are neutral, and at every new ruler in your nation you get the opportunity to change your position.

Neutral Position
-33% Resistance to Reformation Centers.

Harsh Position
-20 Opinion of Heretics
+25% Resistance to Reformation Centers
+2% Missionary Strength
-25% Institution Spread

Conciliatory Position
+10 Opinion of Heretics
+25% Resistance to Reformation Centers
+25% Improve Relations
-5% Heretic Missionary Strength

The Curia Controller is the one that picks the concessions, and they are quite costly, costing 2000 gold from the Curia Coffers, which is reduced by up to 1500 depending how many Cardinals that are from Countries supporting the stance taken in the concession. And you can only take one concession in each pair, and the effect is applied to all Catholic nations. The Harsh ones all add -20 opinion of heretics to all Catholic countries, and Conciliatory adds +10 opinion, so the Papal Controller can really control how fractured Christianity will be during the Council.

Fourth Concession
Catholic Mysticism (Harsh) -10% Warscore Cost vs Other Religions
Sola Fide (Conciliatory) -20% Curia Power Cost

3) Are non european nations like Kongo, Ming and Japan now also able to get cardinals and become Curia controller?

Also in this vein, can nations outside of Europe gain Cardinals naturally through the stadard process, and if not then could they, but with a lower chance(for being RoTW)

10% inf ability is little illogical. I would put 5% fire and shock damage

Big question: Will we be seeing cardinals outside of Europe?
 
Plus im pretty sure it was a treaty to settle the dispute between Portugal and Spain. Not France or any other country.
I meant about the areas of influence. It was just not the new world. For example africa and asia was part of Portugal "area" of exploration and conquest, that's why there was some conflicts over the moluccas islands.
 
@Johan the changes are excellent for SP, I really like them. However you haven't solved the main problem of any MP game: everyone switches to Protestant or Reformed simply because they add significant military boosts, and Poland simply converts to Orthodoxy for the same reason. This is a huge railroad, a no-brainer choice for vast majority of MP community, which can't be classified as a good game design feature.
In MP everything is decided on the field of battle. Any religion that has no substantial military bonuses is a gimped gimmick: Confucian, Catholic, Anglican are simply avoided.
  • I've seen players on Ming switching from Confucian to Vajrayana
  • None ever takes Anglican
  • Everyone except Papacy quits Catholicism as soon as Reformation hits.
There are two possible fixes:
  • simple: add some military modifiers to Catholicism, Anglican and Confucian
  • complex: make military modifiers less relevant in the grand scheme of things. For example buff diplomatic or trade metagame.

Indeed, but on top of that, it seems to not work very historically.

It should most likely be a decision between Spain and Portugal where they can get it sanctioned by the Pope, while perhaps the Pope can sanction other colonial areas to powers by decree, aka, just a button on colonial regions.
 
Outside of achievenments I still see 0 reasons to stay as Catholic and hope I get Curia atleast 40% of the time when I can go protestant or orthodox and get superior bonuses consistently.

Hello, Italy gets missions with Etiopia, can you make small upgrade for Etiopia's ideas? India gets (in dharma) powerhouses 10% fire dmg, morale and now Coptic is trash compare to Ortodox, Protestant, Muslim and reworked Catholic.
Small upgrade like 10% morale (Etiopia's ideas) or more army buffs for them will help to be playable this region in multiplayer ;) At least Butua has best ideas in Africa
 
The big question will be if the AI will know what to do with these new mechanics? The Reformation in EUIV as it is right now is an unstoppable force for the AI where you end up with Protestant Naples and the only place that stays Catholic is Spain since the Reformation is hardcoded to end at the Pyrenees. The AI just has no way of dealing with the Reformation, especially with the religious zeal province modifier. Weakening centres of reformation might be a good start though.

I'd like to make a small suggestion. I don't know what 'Catholic Mysticism' is supposed to mean, but if it in opposition to 'Sola Fide' then I would suggest that 'Catholic Magisterium' is a better name.
 
Heres something:
Dum Diversas (English: Until different) is a papal bull issued on 18 June 1452 by Pope Nicholas V. It authorized Afonso V of Portugal to conquer Saracens and pagans and consign them to "perpetual servitude".

Just add some sort of military buff vs heathens and heretics and a production bonus due slaves.

Historical background.

In mid-fifteenth-century Portugal, the ideals of chivalric honor and crusading were seen as the path for ambition and success. During the reign of Afonso V, the Portuguese nobility enjoyed great influence and prestige, and for several decades the house of Bragança was the wealthiest and most influential force in the kingdom. In 1415 the wisdom and justice of an attack on Morocco had to be seriously weighed, but during the reign of Afonso V and for the century following, "such enterprises were accepted as self-justifying crusades for religion, chivalry, and honor".

The raids and attacks of the Reconquista created captives on both sides, who were either ransomed or sold as slaves. The Portuguese crown extended this to North Africa. After the attack on Ceuta, the king sought papal recognition of it as a crusade. Similarly, after the 1441 attack on Mauretania, the crown again sought after the fact, papal acknowledgement that this was part of a just conflict. Such a determination would then indicate that those captured could legitimately be sold as slaves.
