EU4 - Development Diary - 26th of June 2018

Hello! We’ll be talking about two smaller features in this dev diary that is coming with the Dharma Expansion. The first one you have probably noticed if you have followed the dev clash streams, however the second is probably my own small favorite.

First one up is the Settlement Growth which is the one you have probably spotted in the province view. Ever gotten to the point where you don’t have much else to colonize, you have a bunch of colonist agents but nothing to do with them? Now we’re giving you another use for them by having them improve the development of your provinces slowly.

It works a bit like a colony construction, it is affected by the colonial maintenance slider and costs the same as a colony. But it doesn’t have the steady increase in settlers that colonies have but only it’s own variant of the settler chance. The yearly chance is based on the local development modifiers and the current development of the province, capped at a minimum of 5% yearly chance.

So growing the development of one of your provinces might be really cheap for you or end up costing you way more than you bargained for.


Second feature is an addition to an old one that has been long missing. We’ve always found that…. Insults lacked a bit of a punch to them so we went ahead and fixed that.

We’ve added what we call scornful insults. They cost 5 prestige to make, it will make the enemies of the nation like you more, the nation themselves hate you more and give you double the amount of power projection if they were your rival. As you can see scornful insults also come with a bit of a letter attached to it now describing the insult sent… I mean the incredibly well crafted and cultured letter you sent.

We’ve added more than 60 insults and as you can see in the screenshot they are not all generic. There are some clever ones hidden away depending on what nation under what kind of state does the insult against who.

Would be nice if the colonist would also allow culture conversion to your main culture as an added bonus to the dev!

We thought about it but it is already really strong.
 
Groogy this new use of the colonist is really nice but can we see what influance the increase chance in more detail? like how much increased development lowers the % chance for the extra development, are there events with this mechanic etc.

How modable will this feature be? Are we going to be able to set the effect or the chances?
 
Any chance you could make the buff for embracing colonialism +1 colonist instead of +10% global trade power now every single nation has a use for colonists? It would be great to use this feature however inefficiently as a non-colonial nation later in the game without having to shoehorn yourself into otherwise irrelevant idea groups. Especially for a nation like Russia that expands without colonists, being forced to take exploration or expansion to re-enact the gulags would suck!
 
This is so cool that you did something about the insult, though not too substantial but at least still something. Insult is a huge part in world diplomacy but I feel like in EU4 up until now it has been too simple and not much of a big whoop. Would be cool to tailor your insults in various ways, e.g. after the Ottomans wins over Austria in a territorial war you could send a special insult addressing their aggressiveness, giving Ottomans a casus beli with reduced cost or reduced AE or more prestige against you, but you gain significant positive opinions with Austria and her allies, paving the way to alliance with any of them which you've been trying to do.
 
so if I got this correctly we have a maximum of 5% yearly of developing a province via colonist, right? That means one development every 20 years, for the price of a colony, sounds too underwhelming. I guess it's good if you're swimming in money and have nothing better to do, but you could colonize a few provinces in the same time...
Tell me I got something wrong please, this feature can't be that irrelevant.

Minimum 5% chance, not maximum.
 
Minimum of 5% chance. I believe it goes as high as 90% for low development grasslands.


Will Russia have a special mechanic due to their ability to colonize with diplomatic power? it would be nice to have some functionality after finishing colonizing Siberia. They did sent people over to the former steppe land to grow cities afterall.

I can think of one scenario where using settlement growth is pretty powerful.

Image you have lot of 3 provinces and you finish conquesting or colonizing and grow them up to a certain level then move again and again between those provinces. You got a recipe for a huge snowball...

Heck I am going to pre-order now just for this.

I can see it gives the effect of spending quite a lot of monarch points on development, but then, you don't usually spend mana on development unless you've hit the cap. Though it does look like colo-developing a 3 dev province will be way more efficient than colonizing a new 3 dev province.
 
How about banning ridiculous AI countries from taking exploration idea group in the first place?

Then you don't need to give that bonus to exp ideas.

Ottomans and Mamluks should be banned from taking exploration idea groups if they are controlled by AI.
