EU4 - Development Diary - 6th of December 2016

Hi everyone and welcome to another development diary for Europa Universalis IV. We’ve been working on the 1.20 patch and its accompanying unannounced expansion for a while now.

We’ve reworked some internal mechanics so looted and scorched earth are no longer just binary-statuses, but instead they affect something we call devastation.

A provinces’ devastation ranges from 0 to 100%, and it affects local autonomy, supply limits and how much goods are produced in the province. It also reduces the spread of institutions into that province, and increases the development cost of the province.

Each time a province is looted, its devastation is increased by 5%, and a scorched earth increased it by 25%.

Each year devastation is reduced by 1%, and within the zone of control of a fortification, it is reduced by 2% for each fort level each year.

Unrest is also increasing the devastation of a province by the amount of unrest each year.

What does this give you? Well, loot is is no longer just a strong penalty for a short period of time, but continuous conflict zones will grow far worse.


A cool feature for the expansion though is the concept of Prosperity, which is a state-level bonus. Any state that has 0 devastation in all its provinces and the country is at positive stability will have a small counter tick up each month, depending on the abilities of its government. It is a random chance, but when the counter reached 100%, then the state has reached Prosperity.

A state with prosperity gives -10% to development cost, and +25% to goods produced.

Stay tuned, next week we’ll talk about something that will probably be the biggest feature added to the game since we started EU4.

To be honest I wish that you could do the same thing that you did with HOI. Im talking about re-sync possibility. You've implemented it in just one patch so maybe you could make it appear in EU4? This game misses it. In my case it usually ocurres 1-2 times each mp run. It is not a demand ;l I do not even know if the game infrastructure allows it but this feature should be considered.
 
Not sure if i'm all that excited for yet another arbitrary negative effect to keep my eye on. The game's becoming VERY micro intensive if you want to have a stable country, and is actively promoting pacifism, which is not how i like to play the game.

Unfortunately I'm losing faith that they look back. They implemented sailors, but didn't bother to make them relevant. The only time I or anybody else has needed to wait for them to generate has been when going from landlocked to not landlocked and you have to start from 0 with provinces with high autonomy after you core them.

What percentage of people here build docks to increase their number of sailors?

Johan just had a poll on Twitter if sailors should be removed. I think it's at 76% of 680 votes yes

On the MP drain, I just learned something helpful yesterday. I am not a new player by any means but not an expert either. I do humiliate to gain PP but I never used the "show strength" peace deal. I guess because it costs 100 war score and I could get the same PP for only 40 score with humiliate. My point is, with all the MP drains that have been introduced, the "show strength" is now very useful because it also adds 100 MP's of each category. I always discounted this before because the war score was too high and the need for additional MP's was not like it is now. Anyway, I thought this may be helpful to others out there. Find a weak neighbor that you can beat up for the sole purpose of getting PP and MP's from them.

Considering twitter I would say that is even less significant than the forum where it is always brought up one can't make decisions on such a small minority(except off course when Paradox does for reasons). Even in absolute numbers it is hardly relevant as it is about 4% of the daily players, that is on the level of rounding error.

Sorry I disagree. It is easier than ever to chain wars and do world conquests. If that's not the definition of an anti-pacifistic game meta, I don't know what is.

Probably already be mentioned by someone but...
I hope they'll also have a checkbox or something that you don't want to loot the province. Sometimes 'you' just want to capture the province, and don't loot at all. Keep the province prosperous the way it was before. It seems like it would tick once per year, but when sieging a province it'll can take several years sometimes, if unlucky.

Also, not sure if 'devastation' would be the logical result of a looted province.
I mean, just by taking the goodies from the people and all surely would upset them (increased unrest per year/month?), but would it devastate a province? Not so sure about that.

Scorched Earth certainly would cause devastation though. :)

So far my first thoughts anyway. Great nonetheless they (Paradox) have new ideas though. :)

Yes.

The looting soldiers don't actually care whether the province owner's populace is going to have enough food left to survive the winter.

Sadly I don't think this is going to happen, but if the game was somewhat more realistic with armies early on, where rulers would levy armies as in CK2, perhaps with these levied, unprofessional armies you lacked the ability, but once professional armies exist you could force them to not pillage and what not.

It was interesting however, just to read how one of the biggest/best reforms of Frederick Wilhelm was simply to have a standing army, constantly.
 
Just a small contribution. Branicevo (Krusevac) is mistakenly the capital province of Serbia. In reality, it's Smederevo, which also has the largest flatland fortress in Europe. I think that passes as a 3k-garrisoned fort. I addressed this in a post earlier.

1/ Finally could PDX recognise that fully >51% of province 'Cornwall' is culturally neither Welsh nor Gaelic (For the love of sanity it really isn't) ? See Edward the Confessor and Co. The province needs/deserves hacking in half. Name the other half "South West" or summat.

2/ Otherwise, I shall pass on this daft arbitrary. (btw Nooo........... more mitteleuropa imagery, more von derpsburg things... please stop this rabid obsession ... )

Current capital of the 'Cornwall' province is Exeter, the actual capital of Devonshire. PdX logic. (shamefully there is no Plymouth, arguably the most important city in that region during the time period)

Eh. Paradox think that the counties of Sussex and Kent are both (a) flat and (b) well-drained, so go figure :)

As long as it's not some BS fantasy crap where the Aztecs have bombers and invade Normandy, I'm probably fine with it. Recently they have been adding bigger xpacs, i hope that trend continues.
Have they said when they are going to announce what this new feature is?
