EU4 - Development Diary - 7th of November 2017

Good day everyone. With Cradle of Civilization releasing on Thursday next week I want to round off on a last goodie bag of features, covering the few additions we haven't covered yet and the Achievements for 1.23.

20 in total, we'll be excited to see how people go about getting some of these. It was already good fun seeing people speculating over what these could be when they were teased in the Feature Breakdown video. I just know I can't look at Moravia the same way ever again.


Next up I feel like I've been working my Advisors to the bone lately. As of Cradle of Civilization, you are able to give your Advisors a hard earned raise with Promote Advisor, a new interaction in the court tab allowing you to increase an Advisor's skill level by 1 in exchange for 5 years' of their salary. This is also a way to bring their level above the long-standing limit of 3 all the way up to 5, so if you have more money than you can possibly know what to do with, you can enjoy vastly increased benefits from a full court. The caveat is that only Advisors of your culture group or your promoted cultures are eligible for promotion. Nobody within or outwith the Court will approve of an unaccepted one rising through the ranks.

A small addition that was teased last week is the addition of 2 new buildings, the Farm Estate and the Mill. These are both manufactories to coincide with the addition of new trade goods and come free with the 1.23 Persia Patch

Farm Estate unlocks at tech 6 and is an early-game Manufactory which works for the less glorious goods of Grain, Livestock and Wine.

Mill is a mid-game Manufactory available for the more lucrative goods of Paper, Gems, Tropical Wood, Glass and Chinaware.

Incense, as the 5th new trade good, is exploited with the Trade Station Manufactory which, as is indicated above, has shed some of its previous goods.

Finally we have added the ability to Exploit Development in your provinces in Cradle of Civilization. When times are tight, you have to ask yourself if your denizens really need their homes, farmlands or their young. when exploiting the development in a province, you will permanently reduce its development by 1, and gain a lump-sum benefit from doing so.

Exploit Base Tax to gain 60 months' worth of that province's tax income
Exploit Production to gain 60 months' worth of that province's sailors
Exploit Base Manpower to gain 60 months' worth of that province's manpower

Of course, development must be at least 2 in a category for it to be exploitable, and this action requires at least a Territorial Core in that province. A province cannot be exploited in the 20 years following its last exploitation.

Should not be needed.

Karaman can't be formed iirc so the only way to start as ottomans is to release and play which should be prohibited as well (most achievements have a isn't a released vassal clause)
 
I can't possibly think of any good reason to decrease development for a temporary bonus. It might be profitable on really high development provinces as this seems to scale. I don't really like that option at all.
It allows for so many abuses. Country wants provinces in a peace deal but you still occupy them? Raze them to the ground.
This feels like moving the industry in HOI with the sovjet union...
 
I agree on the first and third comment. I forgot in-game they are called "Ottomans and "Mamluks" not "The Ottomans".

My issue with "Hard Bargaining - As Defender of a Muslim Faith, propagate your religion in The Moluccas through trade to convert 5 provinces.": it reads as if there is a "Defender of a Muslim Faith", which doesn't exist in the game.

There is, any Muslim country with 500 ducats to spare can claim Defender of the Faith. This won't be removed with the patch/expansion, as far as I know.

EDIT: EDIT: The particle in a name is never capitalised, unless it is required by general rules, eg. at the start of a sentence. Compare "The Ottomans are overpowered" vs. "I think the Ottomans are overpowered".

I don't know why but it seems to me that half of the comments on exploitation of dev don't take into account the 20-year cooldown between being able to do this... Yeah, I can surely raze to the ground by removing 1 point during the war...
 
Wouldnt that be better To start with Provence as a vassal of France (which Provence was), and claim on Naples (the Anjou succession event), Sicily and Aragon, and that the Achievement would ask you to free yourself from France, and fully conquer all or those kingdom (and the one of Jerusalem)?

That would be way harder To do, but also more gratifying. That also would be a slight buff To France except if Provence is a rebellious vassal (and would give a new sense To "French in all courts", cause at the time people in Provence spoke Occitan/Italian/Spanish while René the good spoke french).


By the way i am from Provence myself and that was more than a surprise to see René was known outside our district.
I hope the new dlc Will be a rework of western Europe minors/ideas cause after all those changes in Africa, China Russia and MiddleEast they seem more than forgotten. (And britanny should have access To the Britanny wedding just like Aragon, Aragon in itself need a rework etcetc).

I have to admit this DLC is the first one in a lot that i wont buy because i am a fanboi but because im overhyped.

Yes, for sure. That's the right way to dealing with them. But is nice to have this new option around when you really messed up (influence way to high and revoking lands will make them very disloyal and start revolts). The question is if exploiting dev in a province owned by a state will also reduce their loyalty (opposite to incresing the dev).

Florry disagrees with that assumption at minute 15. But yes, I doubt that many people will do that. If that works that's still the easiest way of getting the achievement so I hope that's prevented.

I don't see why being only able to do it every 20 year, and it having less and less impact, would make it less good as an action the first time you press the button. That's still a buff to an agressive player that grows thin and over the state cap in the first years.

Ok I missed that. Still not sure whether I like this feature. Especially the manpower option seems rather strong when I think about it. Can't really do the math at the moment but how much manpower would doing this option give from a normal province like 4 manpower development?
IIRC its 250 Manpower / Development. So 4 would be 1000 in a year, which means 5k manpower from razing one 4 development province. If you decrease development cost by stacking bonuses you could buy 5 k manpower for ~ 30 mil power.
 
Yes you can remove generals.

@flogi It takes in account modifiers like local autonomy, which is somewhat abusable because that's not an average so you can state exploit unstate on the same day, but less abusable than exploiting 100% autonomy provinces as if they had 0% autonomy.
 
@DDRJake I should have asked this when the muslim sects were revealed a month or so ago: How will the CK2 converter handle hurufi, kharijite and the like, which are heresies in CK2, but will now be features of the Muslim religion in EU4? The reason I'm asking is that a week or two ago, I decided to make a mod to add CK2 religions to the Nation Designer.

If some of CK2 religions are now Islamic schools, they will no doubt convert into the religion whose school it is.
Otherwise, they convert into its own religion like they currently do.
 
When you raise an Advisors level does his upkeep increase accordingly?

The cossacks DLC picture is the very picture of the "Cossacks" (awesome) game. I dont think they are afraid. And btw,"Its all greek to me" look a lot like some Spartan King from some Spartan Movie :D.
