What's the problem with it? It dissuades foreign countries from attempting to take provinces.
Does the AI really look at the core costs when conquering things?

So my suggestion is: rampart gives -1 attacker penalty (replaces +1 fort level). So you want to build this where you already have a fort.
Curious that 'barbaric despoilers' are locked to hordes. I would like it if it were available to all tribes, especially If I decide to set up a tribal Norse pagan custom nation that can raid by sea.
The point is I want to both raid by sea AND land troops to loot and pillage.
Can't you form a horde that has raiding in their ideas?
