HoI 4 Dev Diary - Formable Nations and Achievements

Hello, and welcome back to another dev diary! We are on the home stretch, with only two more issues to go before release! The team is working very hard to squash the last bugs and tweak the almost-possibly-partially-final values.


Today, we will talk about Achievements and Formable Nations.


Formable Nations have already been teased by some ill-advised clicking on stream. We won’t tell you just how you can get the infamous form_hre decision, but rest assured: it is quite a journey. And no, the trigger that was accidentally shown on stream is no longer quite so accurate...


The historical purists can also rest assured that they won’t see the decision pop up if they follow the historical path, and the AI is set to never go down this path.

The goal of the Formable Nations system is to give players a goal to work towards and enhance the sandbox gameplay. The formable nations have proven quite popular in other titles such as EUIV and the economics-simulator-that-shall-not-be-named. The implementation was fairly simple on the mechanics side: if you are one of the countries that can form a nation and control the required territories, you can activate a decision to form that nation. This gives you a cosmetic tag and cores on the relevant territories.

We have a few fairly plausible formable nations like the Baltic Federation, Scandinavia, or the United Netherlands, which are pretty easy to do. We also have a number of somewhat less historically accurate formable nations like, say a reborn Roman Empire (which Mussolini may or may not have been aiming for), and finally the really far out ones like the Byzantine Empire.

We envision these latter ones to be a late-game thing, after you have already achieved dominance over your region, when you want a little extra flavor for that world conquest. We’ve also attempted to ensure that all world regions have at least some possible formables.

Again, the AI is set to never take these decisions in historical mode, and the territory requirements are such that only the more plausible and easy ones would likely ever be taken by the AI.


Currently, you need to control the territory directly, but future iterations might also allow you to form nations diplomatically.


Your reward is a new name and country color and a new flag. We had a lot of fun coming up with alternative history flags for a lot of these countries. For some, there are some additional goodies like custom namelists.

We’re not going to spoil the full list of countries that you can form - you can find them out yourself in just a few weeks.

I like Byzantium as much as the next person on these forums, but this actively repels me away from buying any HOI4 DLC. I want a WWII grand strategy game to be about strategy. This is supposed to be the end of a development cycle that fleshes out China. So will we get any mechanics to simulate the way Japanese logistics bogged down in China? No... instead we get Byzantium.

I dont hate the idea of ahistorical stuff in addition to the realistic stuff and mechanics that emphasize playability over "realism". I bought Sunset invasion and enjoyed it. But guys, you gotta throw the grognards a bone every once in a while. The point of the DLC is supposed to be so that development of the game can continue. What's the point of continuing to develop the game if the mechanics aren't going to gain any depth?

Personally I think that if the player conquers the world with Columbia and the name is 'wrong', it's a good thing. Turning Columbia into a superpower should require fiendish ingenuity and essentially breaking the system. Getting to the point where the game no longer can track you is the badge of honor, it show's you've made it.

Do you really thing adding Byzantium is as much work as a 'mechanics to simulate the way Japanese logistics bogged down in China'? Or do you really thing it's done by the same people? So to make it clear for you:
Mechanics are hardcoded by scripters who can change the exe and can add new features and so.
Byzantium and formable nations are made by event/decision-scripters.
This are generally two different set of people by Paradox.
 
@Thure he probably meant to say that simulate an accurate and historical logistic issue, that Japan had actually experienced in WW2, is way more interesting and important than forming the Byzantinum empire.
And probably the resources would have been used to recreate something missing in a WW2 game.

The general concern is that the game had strayed too much from the WW2 topic and we don’t like it.

SRSLY this expansion while it seems to be light on content has TONS of improvements for the quality of life . I do hope it lays the work for major problem fixing.

The teleporting bombers , recon company that makes you disorganized and artillery that takes more space than a whole infantry division seriously need fixing.

Anyway . BYZANTIUM !!!!!

SPQR now please ? It's fine with mods but when it is official it's 1000% better since it's bug proof and the modding community can focus on other matters.

They do not. The decisions are named in a flavorful manner. All descriptions point out the fact that these nations are being formed for propaganda purposes, and that for certain regimes the ability to point to a great empire in the past and to claim to be the (spiritual) continuation of that empire may well be of incredible importance for popular support for the government. The Kalmar Union decision is named such to illustrate what the government portrays itself as the continuation of. The names for the actual state are different.

Scripters script and coders code, also many of these countries would totally do this if they got the chance. And if they got that far without doing it it would be more grating than them doing it.
 
You do realize that there are a lot of Chinese players throughout the world and not just in mainland China right?

If Paradox ever gets to releasing an official Chinese localization I hope they don't forget to include a traditional Chinese version for the playerbase in Hong Kong, Taiwan etc.

Yes, but is it really enough to motivate that 2 translations must be done with priority?

For example in Taiwan (which is where most Chinese living outside mainland China are) you have 23 million inhabitants, less then half of South Korea or nothing compared to the 126 million Japanese, so it would make much more sense to translate HoI4 to Korean and Japanese well before Chinese.

I think that is enough of-topic now though, so let's get back to talking bout the DD?

The Scandinavists were an utterly marginal group with no effect on policy even at their height.

If anybody was in a position to affect Scandinavian union, especially during WW2, they would not have been interested in some poetry written a hundred years ago.
 
Really stoked for this expansion, but this dev diary falls completely flat for me. I wish the content designers would have spent this time creating more decisions and plausible formable nations that improve the historical mode gameplay, instead of this. If I want meme-y content like this I can download a mod.

Well, this is the time and place to voice these opinions. If all the comments are positive to this alt-history stuff there's a definite chance that we'll see more of that type of content.

I'm not a HoI 3-grognard, I think Paradox deserves huge credit for this game and the design philosophy of dynamic systems over scripted events. This game is already miles above HoI 3 imo, despite its issues. What I want to see from the devs is the lovingly crafted content and systems that create a rich, historically plausible WWII experience.

We all want that. We are ok with alt-history, as long I don’t see it happening in my games.
We only would like to see the same amount of contents for a big slice of the community, which is currently neglected.

It’s just seems fair to me asking for more realism and close to history experience in a game like this. I’m even happy to pay for it.

Scandinavianism was about a diplomatic union if I am not incorrect a system that the game does not currently support. The game as is requires one of them to conquer the two others and then it wouldn't be a union of equals.

Also did you read that article, political Scandinavianism is a vic2 phenomenon (19th century) while in the post ww1 era it had been replaced with political nordism. Probably due in part to the independence of Finnland.
Oh and the fact that Sweden and Norway had a major fallign out during ww1 when norway more or less told Sweden that if Sweden joined the central powers they'd go to war with them, they ended up 'guaranteeing each others neutrality'. The climate is totally wrong for a union of equals in 1936 and if Sweden retook norway and denmarl they would not call it the Scandinavian empire they'd call it the Swedish Empire. And with good reason the Swedish empire at it peak was a lot more powerful than the Kalmar Union was at it's peak.

Essentially it might be said ti have ended with norway becomming independent from Sweden, before that the only thing really needed was for denmark to enter into the union for a united scandinavia. In fact the specifics of the nroway independence referedum makes it impossible for any monarch of house Bernadotte to rule Norway.
