While you're at it, do you feel that Army Chief with 'Old Guard' trait is good enough?

Given how he competes with many other candidates with useful military traits, isn't his bonus a little bit too weak? I, for one, would render him more of a political lobbyist within the army rather than army commander, so make the bonus equal to that of 'Silent Powerhorse' and get rid of the penalty altogether. Historical example of a person like that would be Goring.

Opportunity costs are already enough of a penalty. It's not quite the same cost you accept while assigning a political adviser.

I agree it's a weak/situational trait
