HOI4 Dev Diary - The Intelligence Agency

Hi everyone! Today we will start going through the Espionage features announced at PdxCon in greater detail. First off is the hub of everything - Your Intelligence Agency.


The Agency
The Agency is something you need to construct on game start if you plan to involve yourself in the shadow war that will be running now. We recommend at least an investment in defence eventually to help protect yourself even if you do not plan to dedicate resources to offensive operations. Notice that I said ‘construct’? The Agency will take up several of your factories for a while to be created. Civilian factories is the closest we have to a money budget so we felt this was the most appropriate cost to use. When you decide to make the agency you are free to name it (a historical name will be suggested) and you can also pick from a mix of historical logos as well as generic made up ones (surprise - a lot of agencies did not advertise themselves to heavily).

In the Agency you can recruit Operatives (more about them and what they can do in a future diary), work on cryptology (also a topic of a future diary) and upgrade the different branches of the agency as well as update training or develop new gadgets to help your Operatives.


Branch Upgrades
Just like the creation of an agency it will cost you some industry time to develop its capabilities. The time is always the same, but the cost itself can vary with how powerful the option is.

Lets have some examples of the many options:
  • Naval Department - This is one of the basic branches that improves your intelligence gathering in that field. It will ensure that you get the most out of any naval intel you get.
  • Passive Defense - This boosts your agencies counterintelligence rating which together with Operatives help you defend against enemy Operatives.
  • Invisible Ink - Improved ways of sneaking intel back through letters or other ways through writing. It means your Operatives will be generating more intel when active somewhere.
  • Suicide Pills - Captured Operatives will now have a final way out limiting leaks of intel to the enemy
  • Diplomatic Training - Operatives learn to operate among high society and politics and would no longer dream of ordering their Martinis stirred. This one helps with missions such as diplomatic pressure and control of foreign trade (yup.. future diary)
  • Cryptology Department - this sets up a department of math wizards and crossword puzzlers. Why shall be covered in a future diary ;)

The Spy Master
If you have enough upgrades and are in a faction you can become the faction’s Spy Master.

This is the logical path for people who want to lean heavily into espionage to get the most of it. There can only be one spy master per faction and the main advantage of being a spy master is that it will let you run a lot more Operatives (how many depending on the size of your faction). We felt it was mostly historical that only the really big nations truly invested in this, but the most important reason was balance. A lot of spy systems in games fall down on the fact that people can spam you with agents so you either end up super annoyed or the system needs to be toned down to where it’s no longer impactful and fun. In a historical HOI game given this rule, we have then set us up with 3 potentially powerful agencies: Allies, Axis and Comintern.

Ian Fleming was NOT a spy. Yes he worked for British Naval Intelligence, but as an administrator and planner.
My mistake. I knew he worked for British intelligence in some fairly major way, but wasn't exactly sure of details.

Maybe he could be added as an advisor that gives bonuses to intelligence operations?
This is actually a good general idea. Now that intelligence agencies and spies will be a thing, maybe there could be an additional minister slot, "Spymaster". Whoever you appoint to this slot would give bonuses to different aspects of your intelligence service. For examples, the Germans could have Skorzeny, who gives a boost to covert operations like assassinations and coups, or Canaris, who gives a bonus to naval intelligence.

My sentiments exactly. Here's a few examples I came up with off the top of my head:
  • Commando- Bonuses to covert operations, such as coups and assassinations (Otto Skorzeny, Ian Flemming, "Wild Bill" Donovan).
  • Naval Intelligence Expert-Bonuses to naval intelligence (Wilhelm Canaris).
  • Cryptographic Genius- Bonuses to encryption and decryption (Alan Turing).
  • Domestic Intelligence Expert-Bonuses to domestic counterespionage and passive defense (J. Edgar Hoover).
 
Cannot wait for this. Man, HOI 4 is the greatest game ever.

PS - to be historically accurate the female Asian Operatives should have a bonus due to the power they have over males.
 
They've said that Coups and Boosting have been moved from the diplomatic menu to the espionage menu so I'd say there is a decent chance minors won't be able to launch coups on random nations anymore - for better or for worse

I'm afraid I don't follow. How does moving it to a different menu mean there is a decent chance they won't be able to launch coups on random nations anymore?
 
So if I use my 5-15 CIC (for it looks like about 2 years) to totally upgrade your Agency then spam Resistance Support operations you start losing Tanks/Guns/Men. The question is at what point does your lack of a (Counter) Intelligence Agency allow me to destroy more equipment than you created by not spending those CIC?
What makes you think that will remain the same. I can't think of any DLC or patch that hasn't changed the mechanics of the Naval War, even when it isn't the focus of the DLC.

Yeah in terms of the Agency I suppose it'll depend how the numbers shake out when it is released. Hopefully the devs are mindful of how using CIC as the resource will guide the player's choice.

In some ways it feels more of a "tall" feature in lieu of expansion, but I don't know.

I just hope it is not like Man the Guns, where most of its features can be safely ignored.

You have to pay a decent investment to get anything done with the intelligence agency expansion - meaning that few nations can actually afford the cost to launch a coup. Podcat explained that all missions will require you to plan out in advance what you want and to pay a cost of resources and time to get it. Presumably for something as large as coup you'll need a large amount of factories.
 
Yes, the lack of any intelligence game was one of this game's shortcomings for me. Looks like Paradox is rectifying the shortcomings one update at a time (and charging us for it).
I'd have rather that they did the same sort of ship research and customising in the "man the guns" update for aircraft and armour. But I'll take this intelligence and insurgency.

I'd also like an ability to set trade conditions (like set embargoes or proper supply deals).
 
To be perfectly honest neither the resistance rework not the espionage rework excite me in the slightest.

Resistance: I will now need to actually pay attention and spend manpower. Bah.
Espionage: Simply don't care for mechanics / gameplay options. Be it this game or any other. Rather had Wunderwaffen or an airforce rework.
 
Seams to be C-byrån of Sweden, (C-Bureau) the C is supposed to derive from the organisations boss Carl. Then changed into T-kontoret (T-Office) after the man in charge Thede Palm. Then there where the B-Kontoret (B-Office) after Birger Elmér which later was merged with T-kontoret to be callled IB, which i supposed to stand for Information Bureau or Information Birger. Offically what the letters stands for is a state secret.

IB has also been speculated to stand for "Inhämtning Birger", which could be loosely translated to Gathering Birger, Acquirement Birger or Obtaining Birger.

PS. Give Sweden and the other nordic countries custom focus trees or I riot, Paradox.

Ah, that makes sense. I thought you meant that it was going to be literally disallowed. I mean, makes sense. A coup should be a big investment, but as British Raj I can pretty safely get a lot of civs going.

Doubt such mechanic would make much impact to the game, but it is a nice little feature to play around.

Anything that affects coup attempts can make a huge impact, especially late game. I have found coups to be effective stalemate enders, and stalemates are annoyingly common due to differences in army VS fleet strength. For example, last big stalemate I faced I was playing as Japan, but Britain was holding up the game because their navy was too powerful. Coup the US, US joins the war on the side of the Axis, destroys British fleet, Britain gets invaded, game ends. Just that as it stands it is monotonous and uninteresting.
 
For anyone who is interested in those logos and their nationalities, this is what I could figure out from top left to bottom right. As much of the words are too small and are blurred when zoomed in, I've had to rely on national markings and historical symbols of some of them, and I couldn't work out all of them.
