Edit: huh, it wouldn't let me pre-order. After googling it says I have to wait 24 hours before the rejection lockdown is reset. Does it count from the first attempt of purchase or it resets every attempt?

How will the AI know when it is best to have a Golden Age? Should they use it to keep ahead or as a reserve to catch up? Or have the achievements been set up in a way where certain countries can accomplish them at a certain time thus spreading out the timing for golden ages?
