Stellaris Dev Diary #159 - Galactic Community

Hello everyone!

Today we will be talking about a new feature coming with Stellaris: Federations – the Galactic Community!

The Galactic Community is very similar to a United Nations in space. Members can propose and vote on Resolutions, which are laws that affect all the member empires.

Resolutions
The Resolutions are intended to be divisive, so that even empires that are allies can have very different agendas when it comes to which Resolutions should be passed.

Resolutions exist in categories and have a couple of steps in each category.

Passing a Resolution
The first step to passing a Resolution is proposing it! Any member of the Galactic Community can propose a Resolution, but they can only have one ongoing. When a Resolution is proposed, it moves into the proposal queue.

The Galactic Community dealing with matters of critical importance to the continued well-being of the galaxy and all of its inhabitants.

Only one Resolution can be voted on at a time on the senate floor, and the proposal that moves into session next will be the proposed Resolution with the highest amount of Diplomatic Weight supporting it.

When a Resolution is in session and is being voted on, empires can support, oppose or abstain. Voting for or against will add an empire’s Diplomatic Weight to either side, and when the current session ends the votes will be counted. A Resolution will pass if the Diplomatic Weight in favor of the Resolution is higher than the amount opposing it.


Diplomatic Weight
Diplomatic influence will be calculated using a new scoring system called Diplomatic Weight, and it will be composed of things like economy, technology, fleet power to name a couple of examples.

Cooperative Diplomatic Stance increases Diplomatic Weight by +25%.
There will also be a number of different ways to influence how much Diplomatic Weight you are getting from different sources. There are Resolutions that can modify how much Diplomatic Weight you gain from your economy, and there are Diplomatic Stances that increase how much Diplomatic Weight you gain from fleet power or other areas (more on Diplomatic Stances later!).

So as you can see, there are many different ways to make yourself more influential on a diplomatic, galactic stage!

Favors
For Resolutions, empires have the possibility to call in favors to strengthen their votes. An empire can owe another empire up to 10 favors, and each favor is worth 10% diplomatic weight. For example, if an empire calls in 10 favors, they can add 100% of the other empire’s diplomatic weight to theirs. Calling in favors this way will only affect votes on Resolutions. This also means that favors will work the same between player empires as it will between player and AI empires.

Favors can also be used to increase the likelihood of AI empires accepting diplomatic deals.

Favors can be traded through the trade diplomatic action.

Galactic Council
It is possible to reform the Galactic Community to include a Galactic Council. The council will be composed of a number of empires with the highest Diplomatic Weight. By default, the council will have 3 members, but the number can be changed through Resolutions.

The Galactic Council also gets access to special powers such as veto rights or emergency measures.

Veto rights allows a council member to veto a Resolution that is currently in the proposal queue.

While the galactic senate is in recess it is possible for Galactic Council members to declare a proposed Resolution an emergency. This will immediately put the senate into session and will initiate a vote on the emergency Resolution.

Galactic Focus
It is possible for the Galactic Community to set a Galactic Focus. This will mean the Galactic Community together have decided to achieve something or to deal with a crisis.

There will be Resolutions to declare the galactic invaders a threat to the galaxy, which means it will be against galactic law to have closed borders to any other Galactic Community member while the crisis is ongoing.

The Galactic Market is now founded through a Galactic Focus to “Found the Galactic Market”. When the Resolution to form the Galactic Market has been passed, the bidding process to be the market founder will continue as it previously did.

Creating/Joining/Leaving the Galactic Community

When an empire has established communications with half of the empires in the galaxy, an event will trigger to suggest the formation of a Galactic Community. This means that forming the Galactic Community will be similar to how it used to work to form the Galactic Market.

It is possible to join the Galactic Community (and to see it!) as soon as you have established communications with any member of it.

Leaving the galaxy community is something an empire might choose to do if they become the target of too many sanctions or if there are too many Resolutions that negatively impact them.

Looks neat, but how will this even work considering the current state of the AI? Considering what counts towards Diplomatic Weight, I fear by the time the first couple decisions have been made the human player will be so far ahead in everything - especially pop count - that they likely can make decisions on their own.
 
So i have 2 things.
1. I have noticed a lot of this new Expansion will be eating our Influence. Will it also be adding a new way to gain more influence?
2. If you are violating Galatic Law what is the Punishment? Does it give all law abiding Members a CB to make you follow the law?
 
Two questions:

1. Will the galactic community intervene in wars in any way shape or form a la UN peace keeping efforts and forces.

2. Will federations act in unison where galactic resolutions are concerned.
 
It would be nice if there were the possibility of two rival galactic communities.
 
I can already see a problem.

If Resolutions are put into the queue depending on the Diplomatic Weight of those proposing it, then wouldn't it be possible for a highly influential player to 'Stonewall' less influential ones by proposing stuff that keeps getting put in the front? And if so, what's the AI gonna do? Just sit there and take it?

Also, are we going to get, you know, actual new empire dialogue? Rather than trying to shoehorn the existing dialogue into the new features like a square peg into a round hole?

And lastly... ugh, bureaucrats. Looks like that's gonna be a thing. At the very least I hope you've given up on the nonsense of "All machines should be encouraged to be tall".
 
How will the player keep track of the senate's proceedings?
I'd expect at least one UI element (perhaps in the bottom-right corner, next to any federations and wars) showing senate status and the votes (for and against) the current resolution.
What measures will prevent nations from adding votes (on either side) at the very last second and swinging the outcome around?

Galactic Focus

Looks like really great and ambitious DLC. And that worries me. Overambitious mechanics seem to be harming the game more than improving it. I'm not saying i don't want this stuff. But I would like it to work as advertised in a reasonable time after the release. Because I don't think anyone still thinks it might work on release.

For example : 1 of the 3 crises barely works at all, the other 2 work but could get some improvement. So the crisis will deal with itself by not expanding. You don't need a galactic focus for that...
This federation system also seems to be more fun if there are many empires involved. You need them both for your own internal federation politics and for dealing with other federations. This all sounds great, but it requires a big galaxy. And the game right now can't support a big galaxy. It will become unplayable due to performance issues before the players can fully enjoy those new features.
The AI probably won't be able to handle most of this either.
So it all seems like those are all great features on paper, but how will it play in the actual game? Considering the history of previous DLCs so far, I have my doubts.
It looks like it might be the best DLC I might never play. Because it does look great feature wise. I'm really impressed.
 
Galactic community looks cool for those who MP but I doubt it will be as good for those of us who do SP mostly as it's unlikely the AI will be able to cope with these new mechanics bearing in mind they struggle with current systems.

Also, any news on a new beta patch coming out soon? we've only had one for lithoids and I think everyone would appreciate at least an update on where patches/fixes are and whether we'll see one before the new DLC.

I'm not a fan of these big patches with DLC as it means 1 patch then nothing until the next DLC/patch combo.
 
When will you be detailing the contents of the free patch?

Large parts of the Galactic Community will be in the free patch, with some things like Galactic Council being in the expansion.

It would be nice if there were the possibility of two rival galactic communities.

It wouold be cool, but it is not currently possible and there is no plans for it.

Can Empires with limited to no diplomacy (Exterminators, Inward Perfection) join the Galatic Senate (of the Republic)?

Killer empires should not be able to join, but Inward Perfection empires can (although they have severe penalties to Diplomatic Weight).

How will Awakened Empires deal with the Galactic Community? Normal ones, I imagine wouldn't much care about the 'little teatable community of the children' but what happens in the event of the War in Heaven? Or a Guardian of the Galaxy?
 
"the bidding process to be the market founder will continue as it previously did." - the bidding process makes next to no sense currently. I've seen Primitives that have just become FTL empires within the last year become the galactic market host. I've even seen gestalts become hosts. Please change the bidding weights to favour net trade value more. or something like that. And will the slave market be founded at the same time as the regular market, or separately?

If the GC can be formed once someone's met half of all empires, and you'll immediately meet them all if you then join the GC... doesnt this neuter the sense of exploration and make the galaxy feel crowded, very quickly?

Will diplomatic weight /favours be used at all in bilateral trades? (e.g. empire to empire guarantee) maybe replacing influence? (making influence an internal-politics-only thing)

Also ... what are the effects of breaching galactic law (whilst being in the GC)? Edit: and will the AI/some AI personalities be coded to sometimes intentionally flout/ignore GC laws?

Seems like resolutions will be a way to force the AI to think more "Long term" by forcing it to build up fleets etc as part of GC law.

the stellaris playerbase has been asking for a diplomacy overhaul practically from version 1.0 onwards. and now that the devs finally get around to doing it, they are somehow ignoring their community.
