Changes sound good for the most part, although I think the Psionic Archive should keep its passive -50% shroud cooldown effect.

It does, just fat-fingered the notes. Don't worry they only got buffs.

What if possessing the Khan's Throne unlocked the ability to offer/demand subjugation as a Satrapy?

Interesting idea, not sure how well the satrapy subject type is set up for a player overlord though.
