Stellaris Dev Diary #296 - Announcing Galactic Paragons

Over the past year we’ve been working on several things in parallel. While PDS Green in Stockholm was building the First Contact Story Pack, our colleagues at PDS Arctic in Umeå were working on a major project as well.


I’m extremely pleased to announce that Galactic Paragons, an expansion focusing on leaders and their impact on your empire, will be released alongside Stellaris’ seventh anniversary on May 9th.

I’m turning the diary over to Petter Nallo, who directed the development of Galactic Paragons, to explain their vision and provide a list of features.

The Vision of Galactic Paragons​

Amidst the great empires of the galaxy, there are luminaries who rise above the masses. They take on many forms: cunning rulers, ruthless warlords, devout prophets, bold explorers, and visionary scientists. These leaders leave indelible imprints on their empires, etching their names into the annals of history and the collective consciousness of the people they ruled.

The Galactic Paragons expansion focuses on these extraordinary individuals, seeking to capture the essence of their epochal reigns.

Tell us their stories​

The new level up system will allow you to shape your leaders in a whole new way. Pick traits, select between Veteran Classes and find them positions where they may excel. They are also tied to the galaxy in a new way with a home planet, a previous profession and their own ethics. Follow their journeys and witness their unique destinies unfold.

The Council​

A new ruling council is introduced, where characters in the highest positions of your empire may take their place. Powerful traits have immense influence over all that lies within your empire's borders. And from here, you can unleash political agendas.

Legendary leaders​

Out there in the void you may discover powerful paragons. These may seek to join your empire depending on your ethics. Here, may be approached by greedy governors who grovel in the dust, cunning spymasters, prophets who disseminate knowledge of the Shroud and so on. But as you explore the galaxy you may also encounter truly legendary beings that may change the core of your empire.


And then the rest…​

There will be a new origin, several new civics, tradition trees, agendas, council positions and much more.

More will be revealed in the near future.

What’s Next​

You may notice that May 9th isn’t very far away, so we’ll be continuing a twice-a-week dev diary schedule until the anniversary and Galactic Paragon’s release. There are a lot of features to get through, so be prepared for some longer than usual diaries.

This Thursday we’ll explore the Council, Leaders, and Agendas.

Envoys not being included and generals being included is the worst part about this. This was the perfect chance to finally make them real leaders instead of nothing, you can even argue they provide more value than generals do.

Can it please be confirmed that there will be new music in this DLC? I think Montu’s YT video said so but I don’t see it mentioned here.

Oh baby this might be the one i've been waiting for!

Slowly i've been uninstalling all my mods. I uninstalled my diplo mods when Federations came out; my espionage mods when Nemesis came out; my Vassal reworks when Overlord came out. Last mod standing is Dynamic Political Events. Will the be the DLC that makes internal politics interesting? Will the game be complete?

Something really interesting (IMO) on the Steam page (emphasis mine):
Recruit, improve, and follow the leaders of your empire through the ages! You may shape them by picking their traits, selecting their veteran class, and guide them towards their destiny, up until they retire - or perish!
So leaders are finally going to retire instead of working until they drop dead! This is something I've kind of always wanted. It would be cool if there were also events where particularly lauded leaders could come out of retirement if your empire is facing a crisis, like an admiral returning for one last battle to keep the Unbidden from coming through the L-Gates.

Another thing I would like to see is the possibility of random early deaths that aren't work-related. So a governor gets in a hovercar accident, a scientist dies from a health issue, that kind of stuff. Kind of like how synthetics have a (small) chance of malfunctioning.

At long last, Stellaris is getting the Crusader Kings treatment. I am surprised it took this long - low hanging fruit, and all that. Still, I am glad we are finally getting this much needed internal politics update.

Also, the Shadow Council civic absolutely must do something interesting in the council, that is non-negotiable.

Maybe something like having leaders be "uninitiated" or "initiated", which gives them better bonuses but increases the risk of events revealing your machinations and thus lowering stability.

PLEASE tell me we'll have vice presidents now! I'm tired of emergency elections every few months when the old farts start dropping dead.

It would also make sense if the civic was changed to give +1 Encryption, since Shadow Council is primarily about hiding secrets... and it would make sense if it was more difficult for foreign powers to discover that an empire is run by a Shadow Council, than it is for them to discover that it is Feudal. +1 Encryption would accomplish that; +1 Codebreaking does not. And regular empires should have access to a +1 Encryption civic that does not turn them into Inward Perfectionists (which are really not regular empires).

Plz tell me that leader now has loyalty and can rebel.

Especially admiral and governor when rebelled with flipped their respective fleet/sector too.

Basically give me I;R character system plz.

I was going to suggest Police State get it instead, but I see the suggestion already mentioned it. Shadow Council could use a small buff so I like the idea of adding both.
