Stellaris Dev Diary #296 - Announcing Galactic Paragons

Over the past year we’ve been working on several things in parallel. While PDS Green in Stockholm was building the First Contact Story Pack, our colleagues at PDS Arctic in Umeå were working on a major project as well.


I’m extremely pleased to announce that Galactic Paragons, an expansion focusing on leaders and their impact on your empire, will be released alongside Stellaris’ seventh anniversary on May 9th.

I’m turning the diary over to Petter Nallo, who directed the development of Galactic Paragons, to explain their vision and provide a list of features.

The Vision of Galactic Paragons​

Amidst the great empires of the galaxy, there are luminaries who rise above the masses. They take on many forms: cunning rulers, ruthless warlords, devout prophets, bold explorers, and visionary scientists. These leaders leave indelible imprints on their empires, etching their names into the annals of history and the collective consciousness of the people they ruled.

The Galactic Paragons expansion focuses on these extraordinary individuals, seeking to capture the essence of their epochal reigns.

Tell us their stories​

The new level up system will allow you to shape your leaders in a whole new way. Pick traits, select between Veteran Classes and find them positions where they may excel. They are also tied to the galaxy in a new way with a home planet, a previous profession and their own ethics. Follow their journeys and witness their unique destinies unfold.

The Council​

A new ruling council is introduced, where characters in the highest positions of your empire may take their place. Powerful traits have immense influence over all that lies within your empire's borders. And from here, you can unleash political agendas.

Legendary leaders​

Out there in the void you may discover powerful paragons. These may seek to join your empire depending on your ethics. Here, may be approached by greedy governors who grovel in the dust, cunning spymasters, prophets who disseminate knowledge of the Shroud and so on. But as you explore the galaxy you may also encounter truly legendary beings that may change the core of your empire.


And then the rest…​

There will be a new origin, several new civics, tradition trees, agendas, council positions and much more.

More will be revealed in the near future.

What’s Next​

You may notice that May 9th isn’t very far away, so we’ll be continuing a twice-a-week dev diary schedule until the anniversary and Galactic Paragon’s release. There are a lot of features to get through, so be prepared for some longer than usual diaries.

...eh, do I really need to start another degree this summer?

This is nice. With leaders having more importance, it would be great if there would espionage missions to assassinate (temporarily disable on failed attempts) said leaders/council members.

Also, would this DLC expand upon heirs? It would be great if they could be assigned to the council for them to not be totally just for display.

Imagine assassinating an heir at about the right time and triggering the succession crisis, triggering a civil war and then it imploding. That would be fun.

With the message settings coming in 3.8, you'll also be able to customize a lot of these so you won't be bothered by petty things like research if you're playing the "Fleet Admiral" role in a coop game.

A message setting question I haven't seen raised elsewhere / not sure where to file:

Is there a message setting option to know when you can invite an empire to war? Or a setting that would alert you if there is a candidate who would join a war against a rival?



Currently, inviting co-belligerants to war can be tricky as they need a corresponding casus belli, but if they have it by making claims they'll generally press it without you, at which point you can't join. A message setting that goes 'hey, you would have support if you declare war now' would be very useful for knowing when to time wars.

I'm hoping this update will add new ways to rule benevolently as an authoritarian government. Maybe a new living standard that has a similar cost to utopian abundance, increases happiness or unity, but keeps political power centralized to the elite. An overhaul to Imperial Cult and such would be fun too!

What if my xenophobe empire does not want an galactic paragon? I hope we can execute them and get some bonus by doing that :D

One important question: are your leaders always loyal to you no metter what your actions are? Could you dismiss them without consequences for your stability? Because for now I don't ecxpect them making coup de etate or enforcing whole population to forciful robotisation or whatever.

Awesome. I always felt that leaders are a half-baked concept in Stellaris. Very much looking forward to this.
 
Would be interesting to see, what an Overtuned-Empire will look like, where your leaders can die every month, if you tune it to the max. ;)
But I am afraid if gestalts will be left out again.

Is this going to include some rework of Democracies?
 
Any chance of sacked leaders roaming the galaxy, searching for new employers?
Any chance that surviving leaders of a destroyed empire become available for other empires?
(i.e. could unemployed leaders behave more like displaced pops?)

I'd also like to see some options for leaders of conquered empires. If you have a reputation for benevolence, they might willingly surrender to you, but if you're evil, they'll try to flee to other empires. And if they surrender or are captured, you can choose to execute, release, or recruit them.

What if we could recruit the khan, awakened empire leaders, refugees from destroyed enclaves etc.
