Does this mean you now need to build a sector after only 4 colonised planets instead of 6?

Yes, but as I understand it there are early or mid game techs now that boost this. Don't really understand the thinking behind it myself either, but if the techs aren't too hard to get it shouldn't be too much of a problem.

Did an option to remove psi & jump drives from "one drive type only" games get implemented?
 
Liked everything but this: * Ship that are being repaired no longer have a mineral repair cost

The reason for it is that repair costs were poorly explained and worked differently from all other costs in the game, and ultimately didn't add up to much, especially considering it's not that hard to get some free self-repair on your fleets. Added confusion to not much benefit.

We typically start working on the next update 1-2 weeks after we go into code freeze. 1.6 will be a smaller scope bug fixing and quality of life update though.
 
Am I reading it right that Pacifist and Fanatic Pacifist now have the exact same effect? Surely not.

Also, I don't see a mention of the Enviromental Adaptation bug which creates invisible no-name species, detailed here. Has this been looked at?

Yes, I updated the notes. The invisible species bug was fixed, not every bugfix might've gotten into the patch notes due to the fact that we've been working on this parallell to earlier updates.

@Wiz Just out of interest, if folks report relatively minor UI bugs, but bugs nonetheless, what is the timescale for them being fixed i.e. would something reported in the last 2-3 weeks have missed the boat (due to QA testing etc) and perhaps be in 1.6?
