Most of the advances and reforms I've seen so far are smaller things. 10% towards that, +5 progress towards this. They unlock a unit, a building. Are there anything on the level of EU4's Diwan, Siberian Frontiers, Egyptian Modernization, DOOOOM, that radically change how a nation plays?

Yes, there are, but here we are focusing more on smaller and localized flavor, rather than more extensive mechanics, which will have to wait for their appropriate time to be revealed. It wouldn't be a "super secret project" otherwise

Not an advance, but they have something related to it already.

He is predefined to have very poor fertility, but he's not infertile. You might get a miracle!

Edward is a bit older than David, so it's a bit late for him to get some education.

There is something related to the Auld Alliance. Concerning the PU, it will have to depend on the mechanics for that.

Yes. A country can swap it's Primary Culture with any Accepted Culture for a cost.

No. There are simply too many cultures in Project Caesar for that to be feasible
