  1. Is it in danger of being a bit too easy to get a casus belli just by asking the parliament - what are the restrictions/mechanics around this? (Though it is 100x better than 'fabricate claim')

a) every 5 years
b) empowering your estates for it?

Can agendas in parliament be also opened for other estates, like cossacks?

if you allow them to participate in parliament yes.

So the issues/agendas are short term benefits/gains you can try to pass with a bit of horse trading for a longer bonus, but it's alright to fail them as long as you time them right and take advantage of the benefits the debate gives? The cost is mainly stability, but that's something you can invest into, plus it's probably way worse in the long run if you don't call a Parliament.

kinda yes.. parliaments are definitely "horse trading".

If I'm correct (and the national archive is down so I can't double check) the Staten Generaal of the Dutch Seven Provinces was only Nobility and Burghers, no Clergy. Which I don't think is an option for the different parliaments.
We thought of broad categories that would work for several different countries. This could be possible if we'd add something like 'unique types of parliaments', which in theory is potentially doable.

What happens when the location the parliament is held in gets occupied? Estate leaders die? Influence down? Parliament gets dissolved?

Is "constitutional" supposed to be literal in terms of representing the England-UK? Because they never had a literal constitution.
England-UK certainly had a constitution, but compiling it into a single document is the sort of uncouth thing that revolutionaries get up to.

Can you give some examples of country specific parliamentary issues?
The English crown can use the parliament to curtail the Palatinate of Durham's power in the north for example. Big angry Clergy in the short term but probably a long term benefit.

Beside names does something else change from country to country with the same parliament type? Like do the Castilian Cortes and the Swedish Riksdag have something else unique beside the name?

Can you build a permanent Parliament building, which forces the Parliament to always take place in the place where the building is built, but has some positive effect in exchange?

I think when Johan says it's more of a Vicky thing, it's "for the majority of the game it didn't happen or wasn't common at all."
The House of Commons has existed since the 14th century, but I wonder if that means just representing the Peasants with a privilege that allows them to interact in the Parliament.
I mean, political parties were a thing, at the very least if you consider the Federalists, Democratic-Republicans, Whigs, Tories, and the Dutch Orangists and Statists political parties or rather cohesive factions. Still, I'm not sure we all expect political parties to be in the game unless it uses EU4's factions or something.

But in the most important country in the world for GSG design, it was introduced in the later half of the 19th century.

How do parliaments work with personal unions? Does the player have access to each individual parliament, or only the parliament of the senior partner in the union?

only for the country you play.

most unions have no senior partner.

How moddable is this system?

I assume we can add issues, but can we also add requests and agendas?
Can we create new types of parliaments beyond the base 5?
And do all issues need to be tied to an estate?
Most of what has been shown above is moddable: flavor names, types of parliament, issues, agendas, and requests.

All the types of parliaments need at least one estate to function, which in the base game is set by default to be Nobility (although that's hardcoded).

Do unique laws exist like Liberum Veto on Poland and if it is how will it work. Because also I don't want my country disappearing because of the nobility.
1. Liberum Veto exists in-game, as an estate privilege.
2. The Szlachta is not so powerful and entrenched in 1337, but they will potentially be very dangerous.
3. We'll talk more in detail in the Tinto Flavor devoted to Poland.

@Pavía Was the Tinto team able to slip some content about the Union revolts (in Aragon mainly, but there was also another one in Valencia) and the Justicia institution? Or can we suggest some flavor events for the Crown of Aragon regarding these topics?

Also, Johan, the Crown of Aragon had an interesting feature regarding Parliaments. A union, there were individual parliaments (per Kingdom/entity) and general parliaments (for topics affecting the whole Crown). Is there a way to mod that?
1. There will be content for the Union and the Justicia of Aragón, yes. There will be a Tinto Flavor for Aragon as well, in which we'll talk about this content.
2. We're well aware of the Parliament system of the Crown of Aragon, with the 3 regional Corts, and then the Crown-wide one. ;) I think that there could potentially be a way to mod it, if we are able to finish a feature we're currently working on (and that we would show later on, in a different Tinto Talks).
