Following the relevations of continued German success - although the invasion of the UK has stalled over the last month - Soviet diplomatic and military planning has undergone a major change. Despite fears about German intentions and capability, it has been firmly decided to reject taking any hostile action directly against Germany. However, the situation in the Balkans has become a major source of concern, especially with both Hungary and now Rumania edging towards the axis.
Blaming Molotov for the USSR's strategic passivity over the last 4 years, Stalin has ordered military planning for invasions of both Rumania and Hungary - Kirponos' fears of being outflanked to the south are to be answered in style.
Stage 1, Operation Vlad, is aimed to knock Rumania out of the war before it has even had a chance to join. 6 Soviet armies including 3rd Shock from STAVKA reserve and 4 Mech from the Kiev front, have reinforced the old Moldavian Front in the Odessa MD. These armies are expected to over-run the Rumanian border troops (Rumania started to mobilise on 23 March), and secure a defense line in the Carpathians.

Operation Vlad is scheduled for 10.00 on 1 May 1941.
If Operation Vlad provokes no German response, an even more ambitious Operation Bela Kun will be launched. This will seize Eastern Hungary as a defensive line using 3 of the armies from the Rumanian attack and 4 armies from South Poland (incl 3 Mech Army and Malinovski's 2nd Shock from STAVKA reserve). Operation Bela Kun is scheduled to be launched on 15 May.

The new Soviet front will then run from the existing border with Germany to Bulgaria.
Given the shock this will generate, consideration is being given at the highest levels to launch SIBTS on the same day as 'Bela Kun' - but with the goals limited to an occupation of Finland.
Given that 'Bela Kun' will completely strip the Kiev district of reserves and all mechanised formations, this is a period of real risk if the Germans respond aggressively. To give Kirponos some support, 2+3 Tank Armies are being moved to the Kiev sector.
VVS formations are in place to provide air support in both stages of the offensive.
