What do you mean, "IIRC, he does that all the time." First of all, I'm a she. I want to get scanned - and I'm actually just a plain Hogwarts Student. Now, saying this might be silly because the Death Eaters will come and kill me - but I'm a good student and I'm honest. I have no extra-ordinary talents except my intelligence, and I'm the only person who's promising that.

Thus, everybody should vote for me - it's simply more fair that way. And Death Eaters, (they're an important constituency too ) wouldn't you rather a villager with no other traits get the bonus than somebody already powerful. Rally with Hermione!
