Minelayers and minesweepers

I did some searching with google advanced searched and looked at VickyWiki but I cannot find anything specifically that explains how these brigades should best be used. Any suggestions?

Its 1881 I'm Prussia and have yet to fully unify Germany (didn't get lucky, so now I'm having to do it forcibly). I'm #1 in Prestige and Industry and #2 in Military.

UK has about 470 ships including 50 or 60 MO and an equal number of IC, as well as about 120+ Raiders. I meanwhile have 9 MW, 3 CT, and something like 55 Raiders. I just got the ability to build minesweeper and minelayer "brigades" and I have no idea if it would be worthwhile to build some of these with commerce raiders or not, or if so, how I should use them.

I realize my main objective needs to be continental power, but I want to (eventually) be able to challenge UK navally if possible.

As far as I'm aware, the proper way to use them is not to build any (unless you have money/resources to burn just for the improved HP.)

That is annoying. Something that is not worth building? Why is it in the game?

Not liking the navy in this game. Guess I've played a little too much War Plan Orange and War in the Pacific

The attachments enhance the ships, if you look at the ship stats, MS add a little to certain ship catigories, though I don't recall which off hand.

If you convert the save to HoI2, attached Destroyers become regular DDs in that game, although usually early type 1 or 2s.
