Hi.
I am rulling Portugal, and i have a lot of colonies, like Angola, Mozambique, Guinea, and so on.

When i see the diplomatic actions of my country, the "Create Satellite" button is disabled.

i want to satellite this countrys.

I do i do it?

That action is darked out, because you don't control any territory that is considered "cores" of a non-existing country. Say, if as Portugal, you invaded Germany after it unified, and you took over some land. Since that land isn't too much use to you, as the culture is not your own, you can create a satellite nation via the Diplomacy menu, so you can have a permanent ally in the area that you control almost all foreign affairs for. It also gains you prestige. You can also satellite nations via peace treaties.

Those places can't be countires in the time frame of the game.

Most of Africa was controlled by the great powers in the 19th and early 20th century.
