After the Dominion War the US seemed to accept its lot. The country was very peaceful and orderly, almost exactly what the British wanted. The American voting public turned Blaine out on his ear as soon as the 1884 elections rolled around, but otherwise things were almost as they had been
ante bellum.
Over the course of the 1890s the US police was expanded massively. The United States were not allowed to possess a navy or an Army by the terms of the Treaty of Ottawa, but they were allowed to man their own national police, state-sponsored militia and national-run Coast Guards. The UK didn't worry about an attack from the US. What could a bunch of policemen, militiamen and obsolete ironclads do to their modern, disciplined armies and navies? Not much.
As the 20th century rolled in, the mood in the USA was slowly changing, however. People were beginning to believe that the British had overstayed their welcome. The British informed the Dominion of Canada that it "...may have reason to be concerned about American action to sponsor uprisings in occupied New York and perhaps US State militia to cross the border...."
However, when President Woodrow Wilson, a former Confederate who emigrated in 1900, assumed the White House, no one outside of the USA thought much of it.
However, on August the 25th, 1914, the United States of America declared "a State of War in existence between the all these United States and the Empire of Great Britain, as well as the dominions of Canada, Australia and New Zealand, and the British regimes in Hyderabad, Jaipur...."
The Freedom War had begun.

El Presidente stared out the window. He slowly turned back towards Juanito and Penultimo.
"We have no more talented individuals on this island?" He asked them.
Juanito nodded. "No El Presidente - but the cloning technology is providing us with massive amounts of manpower."
"I assume they are all enrolled in the Army?" El Presidente asked.
"Of course, Presidente!" Juanito exclaimed. "What else do you do with clone armies?"
Penultimo looked up. "I think the slaughterhouse on 4th street will be going out of business since you said that."
El Presidente laughed. "No worry - let it fall. We have no more need to trade cheap meat products with the Yanquis and Aztecs and Brits. Impress all freighters in the harbor."
"Of course my Presidente!" Penultimo exclaimed. "But, eh . . . all by myself?"
El Presidente sighed. Minions. "No - get three or four of the Army men to help you. Hell - take the whole Army. but just impress the freighters. They shall prove useful in the conquests ahead."
"What do we do first, El Presidente?" asked Juanito.
"We should find men of quality to serve in my cabinet from among the Tropican population. However, since we will never find any -"
He hefted a large stack of books, comics, movies and video games at the former radio announcer.
"Build a ray gun or something and get some capable, evil people from in these!"
