I was playing as Austria and revolts were starting to pop up at annoying levels. I count my self as an amateur Victoria player and I'm wondering why this was happening. The militancy of the citizens there were around 1-3 at most. I lowered the taxes and educated some clergy. While it said the militancy was going down by .43 it still wasn't enough to make the provinces green in the revolt screen and revolts kept happening. Someone teach me!
 
Were you at war at the time?
 
I've never played Austria, but I believe they have some very bad events. Revolt risk can be added without there being militancy.
 
Oh i see, if it's event driven would the revolts ever die down?
 
Due to the nature of the Austrian Empire (multiple POP cultures), revolt risk is inherent. Most of the times they are event triggered to model the 1847-1849 period in which the Hungarians, Croats, Romanian, maybe Poles tried to split. In all the games I played, Hungary is formed, then conquered by Austria, Russia and sometimes Prusia. Later revolts may appear due to Croats and Poles/Czechs. Not to mention the Italians, which will declare war against you in order to create Italy.
 
I just played an Austria game, thr revolts come from either lands you take over normally, or unhappy minorities not accepted by Austria.

A simple solution is to allow universal sufferage, Austria quite often votes in a party with full citizenship (I had that all game) which made the game a breeze as factories popped up all over and Austria ended up #1 with over 12,000 Industrial score.

It didn't hurt that I prepared for the war with prussia the entire game and beat them badly, with French and Russian allied help either.
 
you will have the liberal revolution in VIP and Ricky.

If you are playing VIP and you enact full sufferage you will get the a counterrevolution event which is a pain, more MIL, and CON for your pops
 
You could just be suffering from those freaking Anarcho-Liberals.

They never stop revolting, at least, for me(as Sardinia-Piedmont) they never do. Twice a month is BEYOND lucky for me.
Leave a division in the province, even at its lowest strength the revolters lose if its dug in.

At most as AH there are 10 really problem places for revolts, just leave troops in them (your army should not be strained by it) and it solves the issue, especially as time passes.
