No Research Points

I tried to play as Saxe-Meiningen, and under Research Points it says, "Your scientists, schools, & entrepreneurs provide 0.00 research points each month."

To try and increase my research points I:
1) converted some of my population to Clerks
2) converted some of my population to Clergymen
3) increased my spending on education

But none of this helped! I still earned 0 research points each month.

Any ideas how to increase the research points a country earns? Are some countries doomed to have no research points?

You have to fund education on your budget slider.

The higher you pay, the more education you get, and your litteracy increases.

The money is what generates the research points.

What you did should have helped. The only thing I can think of is that maybe something is wrong with Saxe-Meinigen's state culture. Only POPs of accepted cultures provide RPs.
