...when is it supposed to pop up? In my game as spain it's 1902 and there is still no rubber on the world market, or in any province. All the infrastructe is there to use it, and I can already vulcanise it, yet nobody seems to know what it is or at least where to find it. Am I going to have to mod it in myself?

In the vanilla game it should be there from the start of the game. Are you perhaps playing VIP?
 
Can't really help you much then, since I don't use VIP. Did you recently install it? Maybe the install was corrupted somehow.
 
Perhaps you played the vanilla Grand Campaign rather than the VIP game you installed. Makes rubber disappear.

No. Just select the VIP game. VIP replaces the Grand Campaign. Even though the Grand Campaign remains on the menu, and is still selectable, you can't play it unless you have kept a copy of the vanilla game separate. But if you have installed the VIP module over your only copy of the vanilla game, then you can only play VIP.

Ah yes, I see now. So I've been playing the vanilla game this whole time thinking it was VIP... Anyway, does rubber appear later in the game, because there still is no rubber being produced at 1836 in the game.

You should get events as the game progresses that change RGO's from their original goods to rubber, if I remember how things progress correctly. It's been a few months since I've played a game of VIP. I can't remember if any provinces start out with rubber or not. One of the drawbacks of being over 50.;)
