Can anybody help me out?

Well I'm a total newbie at Victoria. But for increasing your pool you need the required goods - small arms and canned goods. (40 each I think - put your mouse on the button)

If you put your mouse over the decision, you will also see the date the decision will become available to you!

If its not either of these two, it could be jingoism that prevents you from increasing the pool. From what I understand your people need to be pro-military if you want to increase your reserves/army.

Regarding the small arms and canned goods. Either you need to produce it at factories - seems like a no-go as Krakow :) Or you will need to import it. Under the trade-screen. Find the good and set it to buy at least 40 of each good :)

Actually jingoism is the best policy when it comes to mob pool size, followed in decreasing order by pro military, anti military and (surprise) pacifism.
Your total population size also puts a limit on the possible size for the mob pool.

You buy it from the world market. Go to the world market and place orders to buy 40 canned food and 40 small arms.
 
okay i made an army... but how do i keep expanding my economy... i dont have much of anything at all except coal... well i have a glass factory but its producing nothing... nothing going "In" how do i change that

You need POPs working in the factory.
Research railroad techs and build railroad to increase the output of your coal mine. Some industrial techs also increase the efficiency for coal production.
 
how do I research the railroad tech... it never pops up to be able to research it

It will pop up eventually. You can also trade for the techs from another nation, but you need to have pretty good relations to succeed.
 
I got it to pop up but still how do i free up workers to assign them to the glass factory

You'll have to promote a labourer from the coal mines to a craftsman and then add him to the factory. The question is if it will be worth it. I'm not sure.
 
I'd also like to try a Krakow game, problem is, I can't figure out how to both survive past the first few years, and get enough cash to buy San Diego off Mexico to get the piles of immigrants.

use technologies to trade for the land, Mexico tends to focus on land tech. If you have good enough relations 4 techs should get you 1 land. DIs could be gained by DOWing a bankrupted unciv.


if you need the cash to improve relations, well, sell your stockpile, all of them.
