I started up a new game as Rome with 2.32. As per usual, some characters had "gain title" ambitions: Plebeian Aedile, Tribune of the Soldiers, etc. For some characters, even after this was accomplished, it was not cleared in the character list. This remained even after they decided new objectives and several months passed.

I found a similar problem when characters come of age; for some reason, it takes several months for their portraits to update in the character list even though they appear as they should on the character page. Because of this, it is impossible to assign them titles such as Augur.

On an unrelated note, the conditions for forming Gaul don't appear right. In the game, the provinces appear as one long list instead of as they should (according to the database), as 2 separate lists.

As far as I know, the provinces needed to form Gaul have always appeared in one long line for me, usually doubling up certain provinces in the one list.

This is not a fix, but try looking through the character list after you click on a governor portrait to select a new man to appoint to the position (any position - not just governors). I've noticed the game seems to refresh these ambitions when it sorts out a new list of potential candidates.
 
Everything I said about characters is fine in the character pages (like the pedigree/stats for, say, L. C. Scipio) or for, as UW said, appointing positions. It's the character list that has problems.
