I can only guess it is random, some provinces are coded in events that COT will go e.g. Danzig, Andalucia. Rest is random imho.
It's determined by several factors. Obviously they're more likely to trade through CoTs owned by the same country, and then there is the distance factor. I believe it's also affected by trade embargoes.
