I'm looking for some oppinions. I'm allied to Germany (Since August 36') and have just finished researching lvl 4 carriers in early 38'. My base IC is currently 50 with another 10 finishing by Nov 1 of this year. Should i finish my current IC build beofre i start my military build up or start the buildup and settler for 55 or so base IC by wartime?
 
well, that depends.

How big is your current army? What are your plans for war? Are you after a strong navy or a strong army? If you want the big navy for the outbreak of hostilities, the earlier you start the better, as CVs take 2 years to build.

My personal recommendation based on what I would do is - finish the IC build, this will also help your TC slightly as well as set you up for a longer term fight.
 
Since you are already allied to Germany, for you the war starts on Sept. 1 1939. I would start the build-up now: The UK has a stronger navy than you and most likely better doctrines. Furthermore, you will also need to garrison the French border, since you will be at war with them.
 
My goals are:

#1 - secure enough resources to become completely independent of foreign aid

#2 - support the Axis AI in their endeavours.

To fulfill these goals, I will most deinately need a strong navy. I can complete a force of 6 lvl 4 CVs, 2 Lvl 2 CVLs with 10 lvl 4 DDs by mid february 40' if I start building the CVs right away. I will lose out on the extra IC and 4th research slot until atleast mid 40' by doing so.

Regardless of which path I take, I should have 27-28 infantry divisions at the outbreak of war as well as three interceptors, 1 light tank and a decent spread of AA. Most will be upgraded to modern levels.

Now, if I research the ship assembly line, will the full build time discount be applied to a ship already in production or would it be reduced based on how far along the production is? If I could wait until mid July 38' to start my carrier builds, I could achieve 60 base IC by the end of the year. I could have ship assembly line researched by the first of 40'. If I got the full build reduction, I would have still have my carriers completed in February.
