Built a court of justice, that may then fire an event that removes it.
Is that necessary or it just shortens MTTH? I think I got it without building court of justice.
It isn't needed but it helps alot and it also helps in preventing another one popping up.
It reduces MTTH to get rid of them by .9 and increased MTTH of getting one by 1.1. I don't remember which file it's in. Be warned, though; sometimes, if you have Smugglers or Highwaymen, they will destroy the CoJ.
