Keep in mind that only Consuls' proposals can actually be enacted by Aedile and Pontifex. Senators like us can suggest various province improvements, but as long as a Consul hasn't specified both province and improvement, nothing can be done.

I'd really suggest that that particular dependency be dropped. In modern states the senate needs to approve the funds, but that's about it. The pontifex and Aedile should be able to deal with the specifics on their own, otherwise a single inactive consul can hamper the progress of the entire game.
That's also why Gnaeus is sending a letter to the Aedile in an attempt to badger him into doing something - it's his responsibility, after all ..

BTW, now that I know that road actually is a mitigating factor in dice rolls for battles - instead of merely CV and Military stat of generals -, I'd even go as far as suggesting building roads in every single province which lacks one, in the very next turn. If we had enough money, I'd even go as far as building port/mine everywhere next turn, but that can wait - Roads, Happiness in provinces, and CV3 are what must be dealt with as soon as possible.

Well, not having roads hampers *invading* forces, doesn't it? So perhaps we should delay building roads in our southernmost provinces for a little while :p
Otherwise I agree though.

AAAAAH I hate university :(
Sorry I've not been active, and haven't rped anywhere near as much as I should. 2 essays and another 2 reports to hand in for tomorrow, and none of them done. So you can see why I'm so god-damn inactive :p

Don't worry about it, we can manage somewhat. Just please send in some orders before the deadline :)

I agree on this. Patch incoming this evening.

I, Senator Aquila agree with the idea to first build roads and ports before any further advances.

I'm working on a new senator for the position of Quaestor, i've send word but haven't gotten any back yet.

SPQR - Patch 1.05

When the Office of Aedile / Pontifex is held by a human player, he has a certain part of the Treasury at his disposal, unless the Consuls override his decisions. The exact amounts are:

Aedile - up to 30% of the Treasury
Pontifex - up to 10% of the Treasury

Note: I have spend a lot of thought on this. The initial concept was, to have the Consuls be in total command of the state`s affairs. But there is the question: What, if the Consuls are absent? So I think this is a good compromise. Unfortunately we have no human Aedile this term, so the Consuls have to do the "building" part. But the Pontifex can immediately address the "happiness"-issue.

I wasn`t sure, if this might cripple the Consul`s authorities too much, but I guess, the possibility to "override" orders should do it. And in the end the Consuls are still responsible for foreign relations / general strategy plus they might allocate funds exceeding the above mentioned 10% / 30% to the appropriate department.

hmn, so my current proposal still needs approval from the Consul doesn't it? ;-)

If I might make a suggestion - just give the consuls the power to fire the pontifex / aedile. That should solve the authority issue quite easily.

No. You may issue orders for up to 10% (that`s 230 Denarii this turn) and I`ll execute these orders, unless the Consuls veto them.

EDIT:

I`ve established the "Annales Maximi" in Post 6

hmn, 200 denarii for the happyness increases, 75 for the sacrifice. Sounds like more than that to me.
But it's pretty irrelevant, I'm sure the Consula approve anyway :)

How about adjusting your orders? ;)

I would surely run for Quaestor next time, but I'm not sure it's wise to nominate me right now, because I still have to deal with these pesky Dalmatian fishermen, and I'm not sure any replacement would make a better job. Besides, I'm not even sure it would be legal.
Still, any Senator is free to point to the Roman people that the Macedonian are doing a worse job when dealing with the Illyrian shepherds - he's been stuck there for far longer than me.
By the way, this makes me think our benevolent soon-to-be-neighbour Gonatas was a bit overconfident in his reply to the Senate; we know he can beat a few Barbarians in Thracia, but other than that, he isn't very impressive. The only thing that would give him the upper hand against the Greeks is that the Seleucids will gladly take their Asia Minor possessions as soon as they're at war with Macedonia...

Valete!

Sextus Atilius

Esteemed Senators of the Republic, I have come here today to issue orders for the Republic as my Co-Consul is currently indisposed. I hearby propose several improvments to the Republic. I have decided that roads should be built in Bruttium, Venetia and Apuila. A mine should be built in Campaigna. 1 more Legion could be built in Eturia but this could be debatable. I will approve the funds that will need to be used by the Pontifex. Massila must see the error in their ways and we shall send another envoy to pesuade them to accept. I also have decided to reinforce the Legion in Liguria and this will be completed shortly.

Consul Tiberius Belisarius

I think that was all that need to be done, for this turn at least.

This brings up a question: can we try to make Massilia drop one of its trade agreement and make a new one with us, or do we have to wait until one of the deals stops on its own?

(other than that, I basically agree with our honorable Consul)

Yes. If successful, one of Massilia`s trade slots will become free. Then I`ll roll another dice, if they give it to Rome. If not, all factions (including Rome) will have a try the following turn.

EDIT:

Turn is over. Begin updating.

I'm interested in joining, but can I get a run-down of what's available to a new player?

You just sign up, get yourselves a nice Roman sounding name, and the GM assigns you stats. From there just start roleplaying. Depending on your abilities (stats) and the soundness of your proposals you may be able to convince the other senators that you are a good candidate for one of the various offices. The first page has details there.

Early 261 B.C.

Senate report:
The Senate is informed about the answer of King Antigonos II. Gonatas and his request of being recognized the title of Hegemon of Greece. The Senators are, to say the least, not convinced and reject.

Consul Tiberius Belisarius holds a small public feast, but the population is not impressed, since he seemed to have been miserly with the catering.

A small slave uprising occurs in Latium, but the present Legion under the command of Spurius Quinctilius restores order immediately without suffering casualties among his men.

Consul report:
Consul Tiberius Belisarius writes an outstanding worded letter to the Senate of Massilia. Convinced by his arguments, they cancel their Trade Agreement with the Kingdom of Macedonia, but refuse to subsequently sign an agreement with Rome without consulting the other countries` merchants before.

Finally he informs the Senate about the recruitment of another Legion in Etruria, that will be ready in late 261.

Pontifex report:
Gnaeus Scipio Lentulus orders feasts to be held for Saturn throughout the Republic, which are a success. The Happiness in Bruttium, Etruria and Latium increases by 5 each, in Umbria by 10. Nevertheless there is below-average happiness in Latium and Umbria (40 each), Bruttium (35) as well as in Apulia, Dalmatia, Liguria and Venetia (30 each).

As conclusion of the feast, he celebrates a sacrificial ritual. Although the people are delighted of it, it has no further effects.

Aedile report:
Vibius Sicinius reports, that roads have been build in Bruttium, Venetia and Apulia as well as a Port in Campania. There were no nameable events during the construction and the costs correspond with the expectations.

Quaestor report:
Gaius Tarquitius negotiates with the merchant guilds about the usage of the new port in Campania. His efforts have the effect of another 30 Denarii income in this province.

On the other hand he once again completely fails to bring order to the tax administration. Thus, the tax revenue for the last six months sum up to only 436 Denarii. The Treasury now holds 1.815 Denarii.

[= 2.304 (last turn`s treasury) -25 (envoy to Massilia) - 25 (reinforcing Ligurian Legion) - 75 (sacrificial ritual) - 100 (recruiting Legion) - 200 (port in Campania) - 200 (increasing happiness) - 300 (roads) + 436 (taxes)]

Censor report:
Somehow parts of Consul Tiberius` letter appear in public and are recognized as classic example for sophisticated reasoning. His popularity increases to +1.

Excited by the personal appearance of the Pontifex himself and his wise and empathic nature, the population of Ariminum (Umbria) erects a statue in his honor. His popularity increases to +1.

Due to his incompetence, the popularity of Quaestor Gaius Tarquitius drops to -3. An angry crowd besmirches his house with obscene parols and pelts him with rotten tomatoes. The mood of the people is heating up about this.

The popularity of Tribune Sextus Atilius Aelianus remains at -1.

Spy report:
none

Tribune report:
The Legion of Gaius Draconius in Liguria is back at full strength.

After an eventless siege, the city of Salona finally surrenders to the forces of Tribune Sextus Atilius Aelianus and Dalmatia becomes part of the Republic.

Foreign affairs:
- Carthage invades Hispania with a large force. The united forces of the Edetani and Contestani face them in a fierce field battle, but they are finally repulsed, with most of their forces killed or captured.
- Egypt conquers the Province of Arabia
- Antiochos I. Soter, King if Seleucia, dies and is succeeded by his son Antiochos II. Theos.
- King Antigonos II. Gonatas of Macedonia, although receiving no official response by Rome, knows how to interpret the silence, especially since word of Rome`s involvement in Massilia`s affairs reach him. Rumor has it, that his opinion about the Republic dramatically declines.
- Macedonia conquers the Province of Illyria

(The new update. Deadline for official and personal orders is Monday 4 PM GMT)

Senate of Rome,

At last, these part-time pirates and full-time smelly fishermen are subdued. Once again, the superiority of Rome's arms has been proven, and has prevailed.

I can now confess that I was worried and wasn't sure of what we should do, but the latest events clear most of what was still foggy to me.

I've noticed that Carthage has been quiet, too quiet, for a long time, slowly reinforcing her provinces, and obviously building his military. Yet I wasn't sure of what kind of buildup it was - navy or land army -, and consquentially of her intended target. Iberia was the obvious choice, but I wouldn't rule out an attack on us. Now, I think Carthage's Senate has a mostly defensive stance towards us, and since our territories are on mainland, not spread over various islands, they must feel they'll have to build a far bigger army to assault us, if they ever want to.
On the other hand, we now have a prospective enemy in Macedonia.

We should obviously not declare war on Antigonos; we don't have any reason. But we should be prepared in case he decides to risk fate and march against us.
Apart from the obvious reinforcement of the 3rd legion under my orders, who suffered serious losses in our initial assault on the local tribes, I'm of the opinion we should reinforce Dalmatia as soon as possible - which means fortifications.
If any of you has paid any notice, many other powers have fortified their provinces, notably Carthage and Macedonia, while we still have basic fortifications everywhere outside Rome. Since Dalmatia seems, in my opinion, the likeliest province to be assaulted in the near future, I think we should build more forts as soon as possible.
Since we don't plan to attack him right now, we shouldn't build any road in Dalmatia - this will weaken and delay any attack. If we ever build roads here, it should be shortly before a planned assault on nearby provinces - which means open war against Gonatas. Until then, this wouldn't be of much use.
And if it ever comes to war, since the Macedonian is a fierce fighter and overall good general, my estimate is that we would need at least 4 legions to withstand his assault. On the other hand, I don't see him pulling up a Pyrrhus and sending troops in Apulia; that would be risky for him, and his main target if he ever goes to war would be the Dalmatian coast.
Last but not least, I think the Senate should consider an offer to the Greek cities - a non-aggression pact obviously, and I would even risk a defensive pact specifically in case the Greeks or Rome would be attacked by Antigonos.

Apart from these matters, I'm glad to see that our Pontifex has done a great job. It was sorely needed. I hope he will continue to work as hard in the next months, since there are many provinces where people are quite unhappy.
In fact, I wonder if we shouldn't build a new temple in some provinces; with luck, it'll be effective to appease the locals.
(of course, building of mines and ports should go on, as long as our finances allow it)

The legions and I are well.

Valete!

I want to congratulate Senator Aelianus for conquering Dalmatia. That was a difficult task but he done it like a true Roman. I think the Roman people haven´t treat him fairly.

I don´t think Carthage will attack us soon. They are going to subdue Hispania and I don´t think they can afford the second front against us in the Roman mainland. I suspect that Carthage may try to make a deal with Macedonia in order to contain us. We need to make a plan to counter this possibility.

1. We should sign a defensive pact with the Greek City States. Macedonia is our enemy as Senator Aelianus said. Macedonia should move pretty carefully if there is a risk of war in two fronts. That would keep them contained.

2. We should consider some financial aid to the Iberian tribes and encourage them to unify against the Carthaginean invasion. That would keep Carthagineans busy in Hispania.

I think we should build roads in our Italian provinces in order to make our legions move faster. I think that is more important than building ports or mines. We need roads at least Etruria, Liguria and Venetia. We should also reinforce the depleted legion and consider attacking Cisalpina Gaul. We should also consider to recruit at least one more legion to bolster our military force garrisoning our mainland.

Senator Gaius Draconius

Senators of the Republic,

We have won a great victory over the disgusting pirates of the Dalmatian coast, Tribune Aelianvs has done well in securing the area. I will heed his call for reinforcements and reinforce his depleted legion, I will also heed his call for fortifications and we will probably fortify the whole front from Macedonian aggression, so Dalmatia and Venetia have to be fortififed further to level 2. Another envoy to Massila should seal the deal. I argee with both of Senator Draconius suggestions that we should send a envoy to the Greek Cities asking for a defence pact, financial aid should be sent to the Tribes of Iberia and I think we should send 200 Denarii. Another Legion will have to be built in Campaigna and this will be the last until we can get the happiness of the provinces back up to at least 50. I will order the transfer of the newly built legion from Eturia to Venetia to hold this province against the Macedonians. I will also order the construction of roads in Liguria and Dalmatia. Our Pontifex has done a great job with in increasing the happiness of the provinces, I hope he keeps up the good work.

Consul Tiberius Belisarius.

Is Coinneach back yet? Can I build 2 things in one province at the same time?
