OOC : You can attack before you have all the legions, even if Gaul unites on the first attack, which shouldn't be likely, it still gives us two turns to assemble the forces. My plan still assures 3 spare legions to reinforce Lugdinensis if needed.

And yes, Randakar, the reasoning remains the same, although I did forget about the roads, so we have one more turn to achieve the force totals required.

Also, the plan would be move 3 legions into Lugdinensis now (doable, as we have roads everywhere). And the legions that will form the next wave only need to arrive after the siege, so deployment times won't really be a problem.
 
Let´s assume that we will take Lugdunensis without Gaul unification.

The problem is that in one turn our legion at Campania will be able to march at Gaul Cisalpina and our legion at Latium will be able to march Lugdunensis. Our legions at Etruria and Umbria will be able to attack Gauls. However, I want to minimize what Gauls will be able to get if they are able to unify. I am willing to wait one turn if it costs us 150 denaari if the other option is higher risk for Gaul unification. After that turn I want to hit the Gauls like a hammer. We would have the element of surprise. In the end, this is all about minimizing unnecessary risks while achieving our goal to conquer Gaul as fast as possible.

If we attack prematurely and the Gaul unification event happens then Gauls will be able to gain one or two provinces when compared to the option that we attack three of their provinces at the same time. If we attack prematurely then we will not be able to take all the provinces we need.

After the fall of Lugdunensis we will need three armies to take down Gauls in two phases. First phase would be taking down Narbonensis, Aquitania and Central Gaul. The next phase would be taking down Armorica, Germania Superior (Gaul Province) and Belgica. If we want to compete with Carthage then this will be the best and the fastest way to do so.

I have the impression that attacking more than one province at a time will massively increase the odds of the Gauls getting together to kick us out of their remote backwater area. Attacking 3 provinces, in my opinion, will mean certainty of a unified Gallic front.

I think that will be likely. That is a good reason to have 9 legions to finish off Gauls. However, at that point, we would control or siege more than half of Gaul provinces. My guess is that the chance of unification also increases when the number of "free" provinces decreases. So I would expect that Carthage may soon encounter unified tribes at Iberia.

Well, it is possible but also very unlikely. I don´t want ignore that possibility. Yes, we will take Lugdinensis and build there a road. Then we will send 9 legions in three Gaul provinces.

Ok, i've seen my original plan to invade only 1 Tribal area at once.
Therefore i will support the invasion of Gaul.

I'm glad that most senators agree that there is only one way to handle slave rebellions.
We must make it clear to all the other slaves that aren't rebelling that we won't tollerate it.

Senate report:
The Senate discusses the plan proposed by Consul Gaius Draconius to invade the Gaul territory. Although some Senators seem to be troubled about the Consul`s massive recruitment program, they unanimously support the plan to invade the Province of Lugdinensis.

The Senate reminds all Senators, that the elections for the Officials for the years 258/257 are coming up and begs them to announce their candidacies.

Consul report:
Consul Gaius Draconius announces the recruitment of four Legions in order to conquer the whole Gaul territory. The new Units will be ready for duty in early 258.

He informs the Senate about an envoy, that was send to Massilia to negotiate a trade agreement. The Senate of Massilia, being split over the question whether to agree to Rome`s or Seleucia`s proposal, orders a plebiscite to be held. The population, being wary about Rome`s intentions, decide in favor of Seleucia.

Another envoy was sent to Carthage in order to extent the Non-Aggression-Pact for another four years. An answer is still pending.

Pontifex report:
Quintus Livius Varro once again travels through the Republic to uplift the spirit of the people. The population of Campania, Etruria and Venetia are delighted by his appearance and their happiness increases by 5. Back in Rome he performs a ritual in honor of Ceres, that overwhelms the population. Its happiness increases by 10.

Provinces with below-average happiness are Bruttium, Campania, Etruria, Liguria (45 each), Umbria, Venetia (40 each), Apulia, Cisalpine Gaul and Dalmatia (35 each).

Sextus Atilius Aelianus succeeds in reorganizing the tax administration and increasing the tax revenues. Thus Rome collects a sum of 788 Denarii in the last six months. The Treasury holds 1.075 Denarii.

Spy report:
The Spy returns from Macedonia.

Tribune report:
Tribune Marcus Manlius arrives in Liguria to suppress the slave revolt. After giving them the opportunity to surrender, he starts an assault on the slave`s positions. Although they were wise enough to take up strong defensive positions, the two roman Legions overrun them with small casualties. The few male survivors got crucified in the aftermath, while the rest was brought to their former owners or the local slave markets.

Tribune Aulus Manlius Merula crosses the Alps with three Legions and enters the Province of Lugdunensis. The local residents, mostly Allobrogii and Sequanii, form a combat force to confront the invaders. In the unfamiliar and confusing terrain the inhabitants are repulsed, but the roman Legions suffer average casualties. Small parts of the tribal force can escape and pose a threat for the roman supply lines.

Foreign affairs:
- Carthage conquers the Province of Lusitania without further casualties.

I will not be candidate to any office. For Consuls I will endorse Quintus Livius Varro and Tiberius Belisarius. Lucius Aquila should be the next Pontifex. Aelianus is one of the best administrators in our Republic, he should be the next Aedile.

I suggest giving 250 denaari to Pontifex to increase happiness in every Roman province (-250).

I, Quintus Livius Varro, hereby announce I will step out of the office of Pontifex Maximus. I do so in plain conscience that I've done my best, and thank the Gods for bestowing their endless favor upon the roman people.
I wish my sucessor will prove a better Pontifex than me, and keep the Gods on our side.

I also announce to my fellow senators that I will be running for the consulate, and thank the support of some distinguished senators. However, I shall, by Jupiter, put Roma's interest ahead of everything, for I shall be representing every senator, regardless of his vote.

I shall give continuity to Gaius Draconius plan, and have complete faith in the abilities of our Tribunes to fulfill it. And thank him for all his work in making the Republic great and prosper.

May I also recommend, as one of my last acts as Pontifex, the funding of a new temple devoted to Mars and Neptune, for the might of our armies and fleets.

Venetia and Liguria are better provinces to build mines and ports. There closer to the core regions of our empire.
This way they are easier to defend.

Also now that we are not at war with all of gaul yet we should just rotate our legions so that it doens't costs us more money then it needs. (25 instead of 35)
This will also allow us to rebuild that legion in case of war. And it increases our strenght total alot faster then sending replacements to the frontline.
This should only be done when there is no other choise.

I agree. We will move legion at Venetia to Lugdunensis and the seriously damaged legion(1/3) in Lugdunensis will be moved to Venetia. I assume that reinforcing that legion will still cost 35 denaari now but in next move in Venetia it will cost 25 denaari.

There is no need to be so modest. Your performance in the office of the Pontifex has been no less than spectacular. Perhaps your pledge to preserve the virginity of the Vestals was very well received by the gods, indeed. I have talked to some of the slaves that rose up in Liguria and it seems that some of them refused to join the uprising because Quintus Livius Varro was coming to Liguria.

Whatever the cause, it is no less than my sacred duty to reward such an outstanding term in office. Once the term ends there should be a proper celebration in your honor.

Personally, I will not run for any office next year - instead I volunteer to lead our armies in the conquest of the gaulish tribes. I support the current candidacies - all of them have proven themselves very capable magistrates.

I shall now go and start prepare myself for this endeavour by seeking the favor of the gods in the temple of Mars.

On the subject of foreign relations, there still are a few things that need discussion.
First of all, trade. Apparently the Transalpine Gaul do not quite trust us enough to allow us to trade with them. I wonder if it isn't time to give up on this particular endeavour, for the time being.

However, that begs the question - who else can we trade with? Pontus and Masillia are out of the question so Cilicia, Phrygia and Sicilia Graecus remain. But if we wish to trade with any of them we should first remove the presence of one of the other nations.

The real question then becomes - which nation are we willing to offend most?

Regardless of that particular issue, we may still want to get a few more non-agression pacts going. Egypt, Seleucia and Numidia are all neutral nations we should consider building good relationships with. In the long term such pacts may not hold but having good relationships where we can manage it will help stave off war and may prevent the Greek from making any overtly agressive moves towards us.

Reading up on the tribal cultures, note this:
the first page said:

Tribal units have a CV of 2, the garrison a CV of 1. When we attacked with a total CV of 9 against their CV 5 we destroyed most of the tribal units, but not everything. How much CV is left? Do we know?
It may be an option to split the force, leave 1 legion guarding the rear while the other two legions siege the garrison.

Tribal units have a CV of 2, the garrison a CV of 1. When we attacked with a total CV of 9 against their CV 5 we destroyed most of the tribal units, but not everything.

Garrison has 2 CV (1 Basic + 1 Fortification Level)

How much CV is left? Do we know?
