Using the wikipedia as source, I have found that sheng sakai (or whatever he was named) was a puppet of Stalin in Sinkinag from 33-34 onwards, and that Mao's brother was there. Thus Sinkinag was indeed a puppet state of URRS until 1942, when Sheng tought that the KMT would emerge victorious and purged the communists and allied with it.

My reading was that Sheng was completely anti ideological, and used the commies to keep the KMT at arms length, until he tought they were not usefull anymore. That said, how do you think I should mod this/ simply put a more leftist cabinet and put sinkiang allied to the comintern? A puppet state of the soviets?

Interesting. How about puppet, autocrat or leftist (probably the same cabinet for little sinkiang), and out of Komintern?
 
And getting pratical... where do I define who is allied with who, and if it's a faction or not? I used to think that this was on the scenario folder, but didn't see anything in the country archives about alliances, just relationships, military access and spies.
