Could one of the Devs, please, explain the details of how the Surge of Power Ability affects the Dragon's Breath. It's clear that the effect is not additive, else I would wipe out 3/4 of enemy units with each strike, which doesn't seem to be happening.

My current theory stands as follows:
Dragon Breath (lvl 4) annihilates has a 40% chance killing each soldier in an enemy unit.
Surge of Power (lvl 4) increases this chance by 32%...32% of 40 % is 12.8% (12 % truncated).
40%+12% = 52% actual chance of killing each soldier of a targeted unit.
Is my understanding of this correct?
