IIRC ( I could be wrong ) , it was a way of waging war on another nation without being at war.........unsure if it was implemented

This is what Yoda told when the game was released:

They are leaders. They appear with 6 warships and possibly anywhere in open sea if the seazone is discovered.

We will see in the future for other features (blockade, possible neutral ships attack , etc)

I think it's safe to say now this will never happen.

Yup, which is a shame...this game had so much potential; that could never be developed due to it's lack of popularity.

BTW, where does 'For the Glory' fit in the whole EU scheme of things?

Implementation of privateers did allow for one thing though: historical, formidable pirate leaders. I think we put together about a list of 40.
