Looks like the decision is made then:
Lose 2 Food
EDIT: I see people starting to guess what the Cylon Leader Agenda is, remember the list by JL:
Show Their True Nature: The Cylons have won and either you are in the Brig/Detention or you have been executed at least once.
Siege Warfare: The Cylons have won and every resource is at half or lower.
Reduce Them To Ruins: The Cylons have won and 4 or more locations are damaged and Morale is at 3 or lower.
Mutual Annihilation: The humans have won and you have played a Super Crisis Card.
Prove Their Worth: The humans have won and at least 5 raptors/vipers are destroyed or damaged.
The Illusion of Hope: The Cylons have won and 6 or more units of distance have been traveled.
So, let's see what we can cross out, shall we? If he had one of the 2 Human win conditions, he would definitely played very human and not hurt us in any way (sure, he could be un-infiltrating the next turn to draw a super crisis, but I highly doubt that is happening given he say he can't help us too much)
Even if we are not 100% sure now, but Mutual Annihilation is one that is so clear after the first 2 turns. (Basically you go infiltrate, unilfiltrate, draw super crisis, play super crisis and then stick in Caprica for the rest of the game to give Humans good crisis) And if he got Prove Their Worth, he would have used his turn as bargaining chip because destroying raptors/vipers is something the Humans control rather than him.
Therefore this means whatever Agenda the Cylon Leader is holding, it must be a Cylon win agenda. Sounds like a good idea to send him to the Brig if my calculations is correct. Of course it is not the most important thing right now, just something to keep in mind.
