Playing 1936 Scenario

Twice during the pre-war years, I discovered a new technology and then went to the tech screen to assign a new tech team to research another tech, but no research slots were open. Since the number of tech teams is based on IC, the only way this could have happened is if my IC dropped. IC never drops in the pre-war years. I did not move any sliders or lose any provinces or get a big dissent hit or have anything else happen that would have reduced IC.

The industry techs Bas M Tools, Imp M Tools, and Adv M Tools do not seem to be properly giving their +5% industrial efficiency boost. I checked my IC in mid-1940 and although I have discovered all those techs (and all the other industrial techs through and including Assembly Line 1940), my industrial technology modifier is only +5%. Shouldn't it be at least +15%?

Which country were you playing? Did you draft manpower? This gives you -15% IC and counteracts the 3 Machine Tool Techs. But then you should not even have the +5%. This seems pretty strange.
Tech slots depend on Base IC, so dissent seems to be the only plausible explanation. Are you sure there was no dissent? Even littly dissent can have some effect.
 
I cannot replicate the tech effect issue so please disregard. I must have misread something or maybe I mistakenly changed a command line in an event somewhere.

I also feel like I have a little less IC than I normally would with AoD 1.07 although I have nothing to back up this opinion, so it is more like a hunch.
 
Which country were you playing? It seems to me that there is no bug at all and there exists a plausible explanation which can only be found knowing the concrete circumstances.
