I suppose we could accept that offer. But only if Peace is made with the Other Central Powers.
The KMT are pleased at the possibilities on peace in the West. We see peace leading to greater opportunities for trade with all governments.
The Austro-Hungarian Empire is happy at the possibility of peace with Russia, however we will wait for the German decision on the matter.

All of Romania (well except for Dobrogea and some smaller territories gotten from Bulgaria) is/was north of the Danube.
I think you mean that by 1917 Romania was reduced to Moldavia only, and the defensive line was on the river Siret.

My fellow Americans. I come to you today to reveal a horrifying stain upon our honor as a peace-loving people. Our friends within the British Empire have recently released to us an intercepted and decoded German telegram, hence forth known as the "Zimmermann Note", showing an intense fear towards our great nation. The German Empire greatly fears an entry into the current war in Europe by the US, and this I cannot stand. We here in the US want nothing more but to remain neutral and stay out of the affairs of Europe, that is why most recently Secretary of State Robert Lansing has traveled to Berlin to put to rest the Kaiser's fears of US entry on the side of the Entente Powers. The US shall remain neutral, and German U-Boat action against our shipping will cease. The Kaiser has personally promised to Secretary Lansing that our ships and citizens will no longer have to fear his navy, and free trade will once again be able to run its natural course. I had promised to you, my fellow citizens, that I would keep the US out of this war, and I will make good on that promise. What we must do next is pressure the British Empire to lift its blockade of German ports, so that our shipping to the German Empire may resume as well. This blockade does nothing but starve the people of Germany, and we cannot allow such crimes against the civilian population to continue. Free trade belongs to all on this Earth, not only the few. And last, I ask for all the current neutral nations of the world to stand with the US and continue your stance of neutrality. This is not our war, but a war between the nations of Europe. Once this war is over, we must unite as one to help rebuild the shattered cities and nations of Europe, to restore the once grand civilization of the "Old World". Thank you, and good night.

The Ottoman Empire seeks foreign industrial investment. We are willing to open up our society, to bring renewed life to the Ottoman Empire, after decades of stagnation and conflict have taken it's toll on our mighty nation. We commit ourselves to upgrade the infrastructure where needed in order to provide the industry with conditions to prosper.

"It is my pleasure to announce today that I, Kaiser Wilhelm II of our German Empire will sign the Treaty of Peace between ourselves and the Russian Provisional Government. We hope that by singing this, we can put the horrible deaths and past years of bloodshed behind us. Many of our people will wonder what victory has been won? Why are we retreating back to our borders and not demanding concessions? It is quite simple. The German Empire is not readily ambitious to annex vast swaths of territory, instead we shall work towards restoring Peace to the Eastern front, and we greater pressure our allies, Austria-Hungary, Bulgaria, and the Ottoman Empire to sign a peace with the Russian Provisional Government as well."
The Kaiser dropped his head slightly, and then took a deep breath, ready to address his people again,
"We are also announcing that from this point forward, we are doing nothing but making more enemies out of potential friends with our policy of unrestricted Submarine warfare. Instead, our Navy shall only focus its firepower on ships flagged by our enemy carrying war supplies to support the war effort against the German Empire. My fellow citizens! We shall prevail in this Great War! Gott Mitt Uns!"
With that, the Kaiser stepped down to much cheering by the local people of Berlin. From there he walked into the Reichstag where the Treaty of Brest-Litovsk was waiting for him. The Kaiser sat down, and added his signature to the bottom of the document.

With the Germans Signing the Treaty of Brest-Livosk the Bulgarian Government will be happy to agree Peace with the Russian Provisional Government.
You do not understand what this means, the Entente will now most likely fall victim to the imperialistic Germany, and it is all your fault, Russia!

The Russian government is pleased to hear these agreements from Germany and Bulgaria, and hopes that Austria-Hungary and the Ottoman Empire will follow suit. Regarding the requests of the Ottoman state, we are willing to pursue a similar policy of demilitarization in the San Stefano cession as Germany requested in Congress Poland, with only a limited military force permitted in the region for police work. Any further militarization of the region would only be permissible with the consent of both nations.
The Ottoman Empire would also like to add that Russian peace proposals must include ceding ownership of Kars, Batum, and Ardahan to the Ottoman Empire.
I am sure that American investors would be more than willing to provide investment into an area with such great potential, but are, unfortunately, unable to provide said funding until a time that war no longer ravages the Ottoman Empire. British ships currently block passage of US ships to the Empire, a travesty that must be removed alongside the blockade of German ports, and the route through ancient Mesopotamia has been occupied by British forces. Until a time that US investors and ships can reach the Empire safely, the US will be unable to offer investment for modernization.
OOC: Bugger. My bets on Germany now, US doesnt look to be getting involved and Russia is out a year early.
OOC: The only problem is that the Russian Republic has like zero public support, perfect for a revolutionnary group like me.
OOC: Y'see, thing is, all most Russians wanted was peace. They clung to the Bolsheviks because that's what the Bolsheviks promised. Now that Kerensky hasn't gotten in the way and completely mucked everything up, the Provisional Govt. has much more support than they would otherwise.
