You might want to get those civilian ships moved into Echo were they and get some viper cover, they are a little lonely there in delta. I plan on emptying our viper reserves into Foxtrot as quickly as I can.

Depends on what you mean by move. If you mean use the CAG action to remove them, then 1 per actions. If you mean move with communications, then 2.
Yes, if you go to communications you can move them.
You can also use a CAG action when you're in the same area to remove them from the board.
