I have made no attempt to play SOTS2 since the day it was released when I bought it. Now that the game is finally done what is the best way to learn how to play? Is the manual relevant anymore or has the game evolved past it? What about the tutorials, do they reflect the games current state?

Is there any utube video tutorials, or other sources, that would make diving into the game easier?

Game is not done. But playable now. There will be new tooltips until christmas. This may help. If you want to jump into the action, just do so. Make sure you klick every button. Some features are hidden until you research the required technologies. Keep this in mind.
 
Read manual.
Play game.
Attend the Kerberos forum regularly.
Read.
Ask questions.
Don't piss off Mecron.
Repeat as needed.

I loved SotS-1. If SotS2 is ready I guess I'll look it over. And Mecron was never cranky back in SotS1 days. Guess the mess has been hard on his patience and humor. Is there any way to get the game without Steam? I will NEVER put Steam on my PC so long as I use it for any serious, non-gaming purposes. I just cannot risk the security weakness it represents, not to mention the creepiness of software digging in my PC and downloading automatically. Otherwise I would probably have risked getting SotS2 (and other games, too) before now.
Where can I see a synopsis of the current state of the game?

While I have my own issues with Steam, you can disable automatic updates, and run the Steam client in offline mode. If you're really that paranoid, you should already have the tools you need to prevent it from connecting to the internet at all except when you install and manually update a game.
