Indeed many people run Paradox games on Win 7 with no problems at all and usually any OS-related problems can be solved by a handful of basic procedures:
install outside of Program Files or disable Windows UAC
run as administrator
disable desktop composition
disable DEP (when this came up it was eventually fixed by Paradox patch)
 
Well this is quite interesting and frustrating. I found out now I have two paradox games I buy and both does not seem to work with my Windows 7. Is it windows or my PC, if you want I can send you the files of HOI3 for comparison with EU Rome and see if there is something. I need to register it and well lets see what in the world is going on with this since it proves my theory that either my PC specifically or the Paradox Games are not compatible with Win7
 
It is your PC. I run all the games I have registered under my name here on Win7, no problem at all. Honestly, how could Paradox survive if none of their games ever worked on Win7, which has been out for over 3 years? HoI3 and CK2 were developed under win7, for heaven's sake. Of course they can run under it.

Not a Windows 7 problem, was fixed by applying the latest DirectX 9.0c - this situation also applies to Vista.

Problem was caused by a Nero codec, nothing to do with win7.

Two people there, one fixed it with DirectX 9.0c, the other with a new monitor. Nothing to do with Win7.

OP does not respond to suggestions, but others confirm that HoI III was developed on Win7, therefore him being on Win7 is not the problem.

Fixed by installing a patch, others in the thread have no problems under win7 as long as game is installed outside the system path.

Not a Paradox-developed game. But the last post in that thread confirms it works under win7 just fine.

Sadly no-one responded to that post, but those old games would certainly work if they were installed outside the system path, run as admin, and desktop composition disabled.

So, you've been unable to find a single instance of a Paradox game that has been shown to not run because it is on Win7. I promise you, there is no such problem. We would know, and we have no reason to lie or mislead.

This game worked on your old PC which had Vista. Requirements for older Paradox games such as this to run on Vista and on Win7 are identical. So of the two variables (OS and PC) the OS has been eliminated as a cause. Consequently the issue is on the PC.

As I pointed out above, HoI III was developed on Win7 so of course it runs on it - can you imagine for a moment that Paradox could release a game in the last 3 years that simply failed to run on Win7 at all? Again, I promise you, being on Win7 is nothing to do with your problems.

I myself don't do HoI III support as I don't own or play it, but feel free to post whatever info you have here or in the HoI3 Tech Support forum (after you register it).

BTW you did install the latest DirectX 9.0c as I mentioned in post #13 above did you? You definitely have d3dx9_41.dll in your system?
 
I am sorry Andrew you are right, I got desperate that did not analyze that is my PC the problem not the W7 since HOI 3 is a very recent game. Sorry to create this crazy plot anyway is there is a way still or should I get to resolve this with more calm and alone. I am still trying to find what is inside my PC that stops these two games now from loading and playing completely. C:\Windows\System32\d3dx9_41.dll is where the file of the dx appears. Is it right to be there or maybe that's where the problem lies?
 
well I did your suggestion and again the same result..... maybe this in my case cannot be resolved. Is an interesting case because of the many options that have been tried with no success. Some options can help other people but in my case if this was the last desperate resort it failed. I keep trying to test again and see if something happens
