The same as EMP weapons (disruptor torpedo etc.), only on drones which attach to the ship.
They disrupt weapon reloading. Full size EMP weapons can do more, such as shutting down engines.

More likely these: http://sots2.rorschach.net/Ew_Drone, which are actually called EW drones but have no useful explanatory text. I'd expect they jam missiles and/or sensors somehow, but I don't know.
This is the ones I mean. And thats the same problem I've come across. I can't find any useful tool tip or text explaining exactly what they do in game terms. I can guess, but that doesn't really do it.
I would guess these drones replace the jammer and wild weasel destroyer sections that were in SotS1.
