HiWay Engineering was the company contracted to construct a new road from northern China some distance into Mongolia. This is unusual, since regional government and its workers are responsible for the construction of infrastructure, but since this is a 'multinational' undertaking it may have been overlooked. The damning fact however is that HiWay Engineering manufactures specialised shoe soles, including orthopedics - and is thus exempt from being taxed on income from government grants. The chief auditor of the department has been given the option to resign in light of his incompetence (accidental or not), but an investigation into the minister's brother-in-law's finances will have to be undertaken to determine whether the minister benefits from this setup.

[FAILURE]: The implementation of a universal European judiciary system has reached a stumbling block with regards to secular courts. In some member states, especially Morocco, concessions are made to persons of different religions as to what judiciary system they will partake in.
