My fellow Americans,

the fight for unity, prosperity and freedom has begun. While we tried to solve the crisis on a proper and civilized way the rebels attacked us viciously and proved their violent nature. They - instead of their claims - do not want to be left alone to opress the majority on behalf of a small elite. No, they wish to opress us too. In this emergency the Congress majority has authorized me with constitutional special authority to solve this crisis as fast as possible. We should though not underestimate our foe since he knows our lands, our strategies and our minds. Thus we must admit, we might not be able to achieve victory fast. But in the end we will achieve it. I feel sorry for the men and women who might die for the greed of little men because no great man whould slaughter his own brothers and sister for glory. But i can assure you, we will win in the end because the rebels can't match our freedom, our liberties, our determination. They do not have the ressources to withstand us forever. We represent the future, the place our founding fathers sought to build, a nation for everyone where dreams come true. They represent the past, the last vestiges of the colonial area. They are unable and unwilling to behold the glorious future which will make us rich, powerful and free beyond understanding. They do not see the worth of our manifest destiny. They hate our liberties, our achievements, our rightful pride. They live in the past. We all should be aware of the past, but we must build a home in the future. To look back everytime is simply waiting for death. We have to embrace live. We defend our values and liberties now.

As we are the true descendants of the founding fathers and the bearers of their vision we will win.

Abraham Lincoln, 16th President of the United States

The British Parliament attempts to revise and revisit the old Act for Regulating Railways which was first passed in 1840, and looked to bring several key changes to it. The first of which was new safety measures, requiring many new changes in the name of public safety. The second, more important measure, however, does not get passed. It would have allowed railroad companies to purchase the wayleave needed to expand the rail lines, even over the objections of the landowners. It fails to muster enough support, and the changes to the safety regulations are widely hailed as being the correct path for legislation.

While this was a costly, costly project, it would yield a massive increase in the power of the British Navy, and the United Kingdom as a whole.

In the Cádiz Cortes, the legislature of Spain, a fierce debate was raging between the liberal and conservative factions, who both held a near majority, if it were not for a few members who could support both sides. The fight was over school systems, with the liberals wanting a complete set of schools built around the country, free of charge for all people, while the conservatives wanted to pull back of school reforms, and ensure that it be done only by the people, and it be taxed, only allowing the elite to have control of it. As it would be, the liberal faction was able to sway those on the cross bench, and Queen Isabella agreed, heralding in a new era for Spain, one in which the people would have access to good schools, free of charge.

Across Spain, the Spanish Government unleashed funds for the construction of railroads. It was for the misfortune of Spain, however, that not many people knew exactly how to construct railroads on a massive scale, especially with the amount that the Spanish Crown wanted to have. With all of this spending in the year, the Spanish Crown also decides that it needs to reduce the regulations on how the wealthy use and invest their money. When summer came to North America, the sides were already settled. The Confederates, under the command of former Colonel, now General, Robert E. Lee, quickly move into Northern Virginia, as a safeguard against the coming Union forces. Orders came from General Lee to begin to withdraw from Northern Virginia, and for the soldiers to cross the Rappahannock River, to have a favourable fighting ground to them. The Union Army, however, quickly moved into Northern Virginia. At Manassas Junction, the Confederate forces were being loaded onto a train that was heading south to Rappahannock Junction. It was here that the Union Army began the first land engagement of the War.

The battle started mid-day as the forces of General P.G.T. Beauregard were attacked just outside the town of Manassas, along Bull Run creek. The Union forces, under commander Irvin McDowell were able to take the Confederate army by surprise, quickly overtaking them on the battlefield. Frémont allowed the Union Army to attack across the river at the Confederates. General Johnson, however, was able to resist the attack. By the time November hit, and it soon became too cold to fight extensively, the Confederate Army was still in control of far western Kentucky, and the Union Army was just marching into Bardstown, Kentucky, ready to drive into Tennessee and hopefully, dislodge the Confederates in the west.

In Cuba and Puerto Rico, the Spanish Colonial Government begins to invest and expand many of the plantations, giving money to their owners, who quickly used it to expand their operation by buying more tools and helping to expand production. One area that was completely lacking was working quarters, and the many slaves that worked the fields watch as their housing gets worse and worse, and mortality rates are high. The new changes, however, did cause higher income to Spain.

In Mexico, the government decides to grant all of those who took part in the Reform War a general amnesty, asking everyone to resume normal democratic activities, and ensuring that the Conservatives shall gain the seats they are owed. The remaining soldiers and Generals also agreed to stand down, and gracefully re-entered the army. This helped to bring stability back to Mexico once again.

A Treaty between the States of the Church and Mexico is signed, bringing in a new era of relations between the two. The United Mexican States agreed to once again, recognise Catholicism as the religion of the country, and a whole other range of important and sweeping changes. It helped to solidify the peace in the nation, and the Church, along with the Government, embarked on a mission to promote national unity. This treaty seemed to show that, without a doubt, the Reform War had come to an end, and a single Mexico, united as one, stood to face the future.

The Mexican Government, wanting to promote their ability to achieve common goals and common ground for the people, begin a massive, a complete and extensive expansion and rebuilding project. Through the ties with many of the European banks, it takes out massive loans to fund the project, knowing that a deal could be reached at a later time with them. Roads were rebuilt, bridges put up, and damage repaired. It allowed for the growth of the economy, and a straightening of the infrastructure of the nation.

The Colombian government decided to expand mining operations throughout the nation. This goes exceedingly well, as the government decides to take an ‘all of the above’ approach, using subsidies to the private sector, public contracts, and direct government operations to encourage the growth.

After its success in the mining industry, it tries to follow up in the logging industry, as the government decided to direct operations on its own. While the job gets done, and some towns expand into the newly cleared areas with the wood that was chopped down, some feel the direct government spending approach may be a bit too expensive.

Following this, leftists in the Colombian government try to pass a food distribution initiative, but it is defeated by more fiscally conservative legislators who fear that the government is spending too much money.

The government’s luck seemed to return, however, in Operation Sweeping Blade, a nation-wide anti-rebel offensive. The campaign is swift and deadly, and by year’s end the anti-government insurgency was completely decimated.

In Egypt, the United Kingdom and Egypt sign a mutual agreement, mostly for the free passage of cotton from Egypt to the United Kingdom. This deal was driven, in part, due to the ongoing conflict in North America, which could have threatened British goods. British Engineers, however, quickly got to work on several new roads and ports to help ship out the cotton.

The British Navy captured the port of Lagos, quickly turning it into a base of operations for the British Navy in their work against the Atlantic Slave Trade. While many cases of slave trading still existed, thanks to the work of the British Navy, it had been severely reduced. An incident occurred, however, when a ship flying the American Flag was seen to have been at a West African Port, assumingly loading slaves onto their ship, destined for the American South. When questioned, and captured, it turns out it that captain was from Rhode Island, and worked for a firm there. The ship’s slave cargo was commandeered, and sent away, under escort of the Royal Navy.

With the British occupying Shanghai, the forces of the Chinese Empire were forced to divert their attention to fighting the Taiping forces on the outskirts of the city. The British guns made it clear, the city would stay intact. The Manchu forces, not having to deal with fighting in the streets, were able to destroy the fighting capability of the Taiping Army. The Confederate States of America
Deo Vindice

Proud soldiers of the Confederacy, mothers and daughters, young sons and brothers!:

It is with no higher joy that I announce that the Army of the Confederate States of America has secured victory at Manassas Junction. The Army of Northern Virginia, under the command of Generals Robert E. Lee, P. G. T. Beauregard, and Thomas J. Jackson, have torn from the chest of the Federal Army their own heart, and have beaten them on the field! It was at Manassas that Lee and his noble Southern men put the Union Army to flight! The Union has been defeated once, and they shall see many more of these similar defeats in the near future. Though the vicious occupation of the Northern regions of the Virginian Commonwealth saddens me to no end - the ruining of many lives in the region by the occupation by the Federals - we shall liberate those brave men and women, and bring them under our protection.

The victories in the west in the furthest territories brings new regions into the control of the Confederacy, liberating further lands from the incapable arms of the United States Government and its military. It is my hope that the American West shall very soon be in our hands. The fighting skill of General Albert S. Johnston and his subordinates against a numerically superior enemy in Kentucky and Tennessee shows the superiority of Confederate arms and generals. Surely, with the skill of men such as him, Lee, Beauregard, Jackson, and so many others, we shall be witness to nothing but absolute victory.

I call for all true Americans - all that value liberty and freedom, as do I and all other good Confederate citizens - to join us in our righteous cause, defended by God Himself, in our quest for freedom and liberation from the would-be oppressors.

In regards to foreign affairs, I believe that the invasive Federal Government owes a complete explanation to the Government of Her Majesty the Queen of the United Kingdom, Empress of India, as to why British property and naval vessels have been sunk at the hands of ships of the United States Navy.

I and my advisers are willing to initiate peace talks with President Lincoln in regards to the establishment of peace between our two nations. We have proven our worth as a fighting people, and we deserve our independence. More blood need not shed; but if it is war that you desire, Mr. Lincoln, then it is war that you shall receive.

God save the Confederacy and give us the strength to drive the enemy from our lands! For Dixie!

~ Jefferson Finis Davis, President of the Confederate States of America

My fellow Americans,

as we have seen the rebel scum cares for nothing but profits. They spit on justice, liberty and the law. They try to coerce their will with violence and injustice. Even those minor defeats will not achieve them anything but our scorn. They will not escape their divine judgement delivered by us as we follow the constitution, the law and God's divine destiny. We will continue to defend our citizens especially those in Kentucky threatened by famine, violence and raiders from the rebel south.

Even then I take responsibility for those acts which are not in line with our policies. According to that I apologize for the material and lives lost by the United Kingdom and in accordance with law and justice we will of course pay compensations to the British. We therefor act accoding to our own principled and not on the basics of arbitrariness the rebels are found of.

The Great Caliph of the Sokoto Caliphate and Sultan of the Sokoto Sultanate Ahmad bin Atiku has once more heard rumors about the distant country of Britain which is supposedly the home of mighty dragons which spew forth fire and smoke. They claim they crushed a huge rebellion in the mystical land of India located to the east of the holy city of Mecca where over a million warriors serving a pagan pantheon of gods whose followers are described as being called Hindus rose up against the British they used to serve calling using elephants and the weapons given to them by these British who had only 500 men to defend a continent of over a billion people including a number of fellow Muslims who stayed loyal to the British. In a series of great battles all the pagan rebels were killed by the British who lost a mere 15 men to a treacherous ambush by over a 100,000 rebels. They even defaced the ways of their false gods by using bullets contaminated in cow fat a animal forbidden for them to harm in their desperation to try and defeat the British. While we again believe these reports to be exaggerated we feel we must be friends of these British who can maintain the loyalty of our religious brothers in distant lands.

BY THE QUEEN OF THE UNITED KINGDOM OF GREAT BRITAIN AND IRELAND:

A PROCLAMATION.

WHEREAS a treaty between the United States of America and her Majesty the Queen of the United Kingdom of Great Britain and Ireland was concluded and signed by their respective Plenipotentiaries, at the city of Washington, on the seventh day of April last, which treaty is, word for word, as follows:

Treaty between the United States of America and her Majesty the Queen of the United Kingdom of Great Britain and Ireland, for the suppression of the African slave trade.

The United States of America and her Majesty the Queen of the United Kingdom of Great Britain and Ireland, being desirous to render more effectual the means hitherto adopted for the suppression of the slave trade carried on upon the coast of Africa, have deemed it expedient to conclude a treaty for that purpose, and have named as their Plenipotentiaries, that is to say:

The President of the United States of America, William H. Seward, Secretary of State;

And her Majesty the Queen of the United Kingdom of Great Britain and Ireland, the right honorable Richard Bickerton Pemell, Lord Lyons, a peer of her United Kingdom, a knight grand cross of her most honorable Order of the Bath, and her Envoy Extraordinary and Minister Plenipotentiary to the United States of America;

Who, after having communicated to each other their respective full powers, found in good and due form, have agreed upon and concluded the following articles:

ARTICLE I. The two high contracting parties mutually consent that those ships of their respective navies which shall be provided with special instructions for that purpose, as hereinafter mentioned, may visit such merchant vessels of the too nations as may, upon reasonable grounds, be suspected of being engaged in the African slave trade, or of having been fitted out for that purpose; or of having, during the voyage on which they are met by the said cruisers, been engaged in the African slave trade, contrary to the provisions of this treaty; and that such cruisers may detain, and send or carry away, such vessels, in order that they may be brought to trial in the manner hereinafter agreed upon.

In order to fix the reciprocal right of search in such a manner as shall be adapted to the attainment of the object of this treaty, and at the same time avoid doubts, disputes, and complaints, the said right of search shall be understood in the manner and according to the rules following:

First. It shall never be exercised except by vessels of war, authorized expressly for that object, according to the stipulations of this treaty.

Secondly. The right of search shall in no case be exercised with respect to a vessel of the navy of either of the two Powers, but shall be exercised only as regards merchant-vessels; and it shall not be exercised by a vessel of war of either contracting party within the limits, of a settlement or port, nor within the territorial waters of the other party.

Thirdly. Whenever a merchant-vessel is searched by a ship of war, the commander of the said ship shall, in the act of so doing, exhibit to the commander of the merchant-vessel the special instructions by which he is duly authorized to search; and shall deliver to such commander a certificate, signed by himself, stating his rank in the naval set of his country, and the name of the vessel he commands, and also declaring that the only object of the search is to ascertain whether the vessel is employed in the African slave trade, or is fitted up for the said trade. When the search is made by an officer of the cruiser who is not the commander, such officer shall exhibit to the captain of the merchant-vessel a copy of the before-mentioned special instructions, signed by the commander of the cruiser; and he shall in like manner deliver a certificate signed by himself, stating his rank in the navy, the name of the commander by whose orders he proceeds to make the search, that of the cruiser in which he sails, and the object of the search, as above described. If it appears from the search that the papers of the vessel are in regular order, and that it is employed on lawful objects, the officer shall enter in the log-book of the vessel that the search has been made in pursuance of the aforesaid special instructions, and the vessel shall be left at liberty to pursue its voyage. The rank of the officer who makes the search must not be less than that of lieutenant in the navy, unless the command, either by reason of death or other cause, is at the time held by an officer of inferior rank.

Fourthly. The reciprocal right of search and detention shall be exercised only within the distance of two hundred miles from the coast of Africa, and to the southward of the thirty-second parallel of north latitude, and within thirty leagues from the coast of the Island of Cuba.

ARTICLE II In order to regulate the mode of carrying the provisions of the preceding article into execution, it is agreed-

First. That all the ships of the navies of the two nations which shall be hereafter employed to prevent the African slave trade shall be furnished by their respective Governments with a copy of the present treaty, of the instructions for cruisers annexed thereto, (marked A,) and of the regulations for the mixed courts of justice annexed thereto, (marked B.) which annexes respectively shall be considered as integral parts of the present treaty.

Secondly. That each of the high contracting parties shall, from time to time, communicate to the other the names of the several ships furnished with such instructions, the force of each, and the names of their several commanders. The said commanders shall hold the rank of captain in the navy, or at least that of lieutenant; it being nevertheless understood that the instructions originally issued to an officer holding the rank of lieutenant of the navy, or other superior rank, shall, in case of his death or temporary absence, be sufficient to authorize the officer on whom the command of the vessel has devolved to make the search, although such officer may not hold the aforesaid rank in the service.

Thirdly. That if at any time the commander of a cruiser of either of the two nations shall suspect that any merchant-vessel Elder the escort or convoy of any ship or ships-of-war of the other nation carries negroes on board, or has been engaged in the African slave trade, or is fitted out for the purpose thereof, the commander of the cruiser shall communicate his suspicions to the commander of the convoy, who, accompanied by the commander of the cruiser, shall proceed to the search of the suspected vessel; and in case the suspicions appear well founded, according to the tenor of this treaty, then the said vessel shall be conducted or sent to one of the places where the mixed courts of justice are stationed, in order that it may there be adjudicated upon.

Fourthly. It is further mutually agreed that the commanders of the ships of the two navies, respectively, who shall be employed on this service, shall adhere strictly to the exact tenor of the aforesaid instructions.

ARTICLE III As the two preceding articles are entirely reciprocal, the two high contracting parties engage mutually to make good any losses which their respective subjects or citizens may incur by an arbitrary and illegal detention of their vessels; it being understood that this indemnity shall be borne by the Government whose cruiser shall have been guilty of such arbitrary and illegal detention; and that the search and detention of vessels specified in the first article of this treaty shall be effected only by ships which may form part of the two navies, respectively, and by such of those ships only as are provided with the special instructions annexed to the present treaty, in pursuance of the provisions thereof. The indemnification for the damages of which this article treats shall be paid within the term of one year, reckoning from the day in which the mixed court of justice pronounces its sentence.

ARTICLE IV. In order to bring to adjudication with as little delay and inconvenience as possible, the vessels which may be detained according to the tenor of the first article of this treaty, there shall be established, as soon as may be practicable, three mixed courts of justice, formed by an equal number of individuals of the two nations, named for this purpose by their respective Governments. These courts shall reside, one at Sierra Leone, one at the Cape of Good Hope, and one at New York.

But each of the two high contracting parties reserves to itself the right of changing, at its pleasure, the place of residence of the court or courts held within its own territories.

These courts shall judge the causes submitted to them according to the provisions of the present treaty, and according to the regulations and instructions which are annexed to the present treaty, and which are considered an integral part thereof; and there shall be no appeal from their decision.

ARTICLE V. In case the commanding officer of any of the ships of the navies of either country, duly commissioned according to the provisions of the first article of this treaty, shall deviate in any respect from f the stipulations of the said treaty, or from the instructions annexed to it, the Government which shall conceive itself to be wronged thereby shall be entitled to demand reparation; and in such case the Government to which such commanding officer may belong binds itself to cause inquiry to be made into the subject of the complaint, and to inflict upon the said officer a punishment proportioned to any wilful transgression which may be proved to have committed.

ARTICLE VI It is hereby further mutually agreed, that every American or British merchant-vessel which shall be searched by virtue of the present treaty may lawfully be detained, and sent or brought before the mixed courts of justice established in pursuance of the provisions thereof, if, in her equipment, there shall be found any of the things hereinafter mentioned, namely:

First. Hatches with open gratings, instead of the close hatches, which are usual in merchant vessels.

Second. Divisions or bulk-heads in the hold or on deck, in greater number than are necessary for vessels engaged in lawful trade.

Third. Spare plank fitted for laying down as a second or slave deck.

Fourth. Shackles, bolts, or handcuffs.

Fifth. A larger quantity of water in casks or in tanks than is requisite for the consumption of the crew of the vessel as a merchant-vessel.

Sixth. An extraordinary number of water casks, or of other vessels for holding liquid; unless the master shall produce n certificate from the custom-house at the place from which he cleared outwards, stating that a sufficient security had been given by the owners of such vessel that such extra quantity of casks, or of other vessels should be used only to hold palm oil, or for other purposes of lawful commerce.

Seventh. A greater number of mess-tubs or kids than requisite for the use of the crew of the vessel as a merchant-vessel.

We have finally been able to broker a deal with our creditors, and this is a great day for Mexico, as a huge part of the debt -acquired under unlawful circumstances - is finally behind us. We engage ourselves to help trade grow between our nation and Europe, and that is a good thing too; as the country will beneficial from it.

Although the treaty is not ideal and writing off a portion of the debt is as well not a perfect solution, it needs to be done. It is better to take no risks or expend no further capital to get part, what it would take great energy to get whole. This will not be looked upon as a typical option for nations and the French Empire is considering the debt that is written off as a form of diplomatic investment. This will though allow the French Empire to keep its focus as well as not divert resources that might be badly needed to build up defenses in Europe.
