Europe
The British Parliament attempts to revise and revisit the old
Act for Regulating Railways which was first passed in 1840, and looked to bring several key changes to it. The first of which was new safety measures, requiring many new changes in the name of public safety. The second, more important measure, however, does not get passed. It would have allowed railroad companies to purchase the wayleave needed to expand the rail lines, even over the objections of the landowners. It fails to muster enough support, and the changes to the safety regulations are widely hailed as being the correct path for legislation.

The Royal Navy, which currently held a massive Naval Advantage compared to the rest of the world, deemed that it, being the defender of the massive British Empire, sent a request to the Parliament, hoping that it would approve their needed funding and expansion. While this was a costly, costly project, it would yield a massive increase in the power of the British Navy, and the United Kingdom as a whole.

In the shipyards of France, a massive undertaking, involving revamping the idea of the Ironclad,
Gloire, and instead of only having iron on the top deck, the ship was to be made completely of iron, The new ship was not given a name, but it was decried as
”La Excessive” due to the high price of its cost.

The French Government begins to invest into ports on the Mediterranean Sea. While the initial cost estimates from the people on the ground were surpassed, the money already spent was gone to waste, and no progress on the ports were made at all. A bunch of unused materials were left laying around, and citizens quickly pilfered it.

In Southern France, the government decides that industrial progress is needed to move the country forward. In doing so, along some of the rivers and streams that emptied into the Mediterranean, industrial factories sprung up, spewing their smoke and pollution into the air, while helping produce goods for usage in France, and around the world.

The French Army also sends a petition to Emperor Napoleon, requesting for more equipment for the Army. The Emperor, looking to ensure that France was, truly, the largest land power on the continent, agree to this motion, and soon the money is released, and some of the French factories spring to life, producing weapons and other war goods for the Army.

In the Cádiz Cortes, the legislature of Spain, a fierce debate was raging between the liberal and conservative factions, who both held a near majority, if it were not for a few members who could support both sides. The fight was over school systems, with the liberals wanting a complete set of schools built around the country, free of charge for all people, while the conservatives wanted to pull back of school reforms, and ensure that it be done only by the people, and it be taxed, only allowing the elite to have control of it. As it would be, the liberal faction was able to sway those on the cross bench, and Queen Isabella agreed, heralding in a new era for Spain, one in which the people would have access to good schools, free of charge.

Across Spain, the Spanish Government unleashed funds for the construction of railroads. It was for the misfortune of Spain, however, that not many people knew exactly how to construct railroads on a massive scale, especially with the amount that the Spanish Crown wanted to have. Some experts were imported from the United Kingdom, which rose the costs by a significant amount. It would be a few years before it was even close to being done.

With all of this spending in the year, the Spanish Crown also decides that it needs to reduce the regulations on how the wealthy use and invest their money. This did mean a little bit less money was collected each year, but it did mean that more people were investing money, and the industrial sector began to grow at a slightly better rate.

A series of tax breaks and subsidies are given out across mainland Portugal. The stated goal was to try and ensure that factories that can make a profit are given loans and money to help expand their operations. While very few factories existed in Portugal to begin with, this move, several more began to be built, helping along economic growth.

Along with the tax breaks and subsidies, the Portuguese Government overhauls the current tax system, designed and focused on improving its efficiency, and removing some corrupt bureaucrats and inefficient systems that plagued it before. Even while the average tax rate did go down, the government was able to collect more money as a whole in the year.

The Kingdom of Portugal also looks towards railroads to help bring the nation forward. A standard gauge size was put in place around the nation, and some new tracks from Lisbon, snaking north, were planned and started in 1861, with completion slated for next year.

In Belgium, King Leopold I ordered the construction and building of several railroads around the country to facilitate the growth of the nation. While it was a hefty expense, nearly one half of the entire budget for 1861, it was thought to help going forward.

The King also asks the Belgian Parliament to look and investigate into reports of the government operating in an inefficient manner. By looking into these, Belgium is able to identify, and remove, some corrupt officials, and fire some government workers who had no real job. This helped to lowered government expenses.

The Netherlands, looking to have a better educated populace, ones that thrived and were more productive to society and the economy in general. With such lofty ideals, a price tag, a very large one, was needed as well. The States-General approved of this measure, and soon schools began to be built around the country.

The States-General also passed a bill that approved the funding and subsidisation of industry in the Netherlands. While this was helping to foster growth, the Government deemed it necessary that, to fuel growth, industries that did not make a profit had to be given money. In Hanover, the Hanoverian Army stages a military parade, to show off the might of the Hanoverian Army, and the strength of the nation. The Grand Duchy of Oldenburg quickly moves to try and ally with Hanover, abandoning the protection under Prussia. Many of the other states in the area, however, quickly asked Prussia for defense against Hanover.

The Needle Gun, long the staple of the Hanoverian Army, was deemed to be outdated and needed replacing. Multiple designs were checked out, and it was finally discovered that it was flintlocks, above all, were the path forward. With these new weapons, it was undoubtedly the best army in all of Europe. Anyone outside the country, however, could see they took many steps back.

The Prussian Government looks towards their current conscription laws, and deemed it necessary that they needed to be changed to deal with the current threats. Another year was tacked on to the mandatory conscription, raising it to three years from the previous two. This increased training caused more upkeep costs for the Kingdom of Prussia, as well as the cost of implementing this reform.

Universal Male Conscription was established in the Kingdom of Prussia. A small burst of outrage and dislike for this move came to the surface, boiling over quickly, until it died down even quicker. A new tabulation was taken, and it was a very large increase in the amount of men that could be brought into service.

King Wilhelm I, the new King of Prussia, begins a tour of the country, looking to rally the people to his cause. His cause, as it would be, was his own reign. He had just stepped up the throne on the second of January, and had a wide, grand vision for the country, one that he wished to enact at the most possible haste.

The Prussian Army looked towards Krupp Industries to help replace the old, and outdated, smooth-bore muzzle-loaded artillery weapons, and instead looks for breech-loading rifled cannons. A massive purchase was approved by the Prussian Government, which spent the money, knowing that this was needed in order to keep the Prussian Army one of the best equipped in Europe.

Attempts by the Italian government to invest in some of the farms and fields of Southern Italy go awry as much of the funds are taken instead by wealthy merchants in the North, fueling industry there. The only problem being was that only a few new factories sprung up, and the rest of the money simply vanished.

The Kingdom of Italy does, however, invest into several factories in Naples, helping to spark off the industrial revolution in Southern Italy, that helps along the Italian Economy, albeit at a slow pace.

The Italian Government goes door to door, attempting to increase the amount of tax revenue it receives in a year. This intrusive and invasion of Italian’s privacy does not sit well with the population, and even the tax revenue collected goes down.

In Rome, the Pope turns his eyes towards the poor, hoping to make their lives a bit more worth living. He decides to build a theater house that will be free to enter, and will provide all sorts of plays to both instill morals and entertain. After the Pope himself blessed the theater at its grand opening, the blessing seemed to do the trick, as joy spread from new access to what was formerly only for the wealthy clergy to see.

The Pope also begins preparation for an Ecumenical Council on a variety of topics, especially Papal Infallibility. As the streets are beautified and preparations for housing the clergy who will attend are made, all of Rome is bustling with excitement. Many hope that those who come will also spend money and help the locals as well.

In Bern, representatives of the Swiss people began to meet and draft a path forward for the future. A new constitution was established, creating a unicameral Federal Assembly, which elected members from the different Cantons. This Assembly would then elect the Federal Directorate, which would, in turn, be responsible for governing the nation. A court system was also established, and at the same time, similar ideals to the United States Constitution were put into the document. Many people see this as a good change.

Along with the new Constitution, Bern was established as the Federal Capital. To help sooth the tensions between the three different language groups in the country, the Constitution was amended to make French, Italian, and German as the official national languages.

The Federal Standardisation Act of 1861 helped to unify the country in many different ways. The Swiss Ducat was made the official national currency, the Swiss Postal Service, unified for the entire nation, an abolishment of all intercantonal customs, and the adopting of the metric system as the national standard. In doing this as well, all roads and canals were declared owned by the Swiss Government. This move forward helped to create a baseline which the Swiss Economy was able to build itself off of.

Emperor Franz Joseph, understanding the recent instability within his Empire, begins a national tour, intended to bring the people together as one. He begins to tour Hungary and the Polish Provinces, and while he gave his speeches in German, this caused the ire of many nationalists, further destabilising the country.

The Military Academy of Prague was founded in 1861, using an old building that was renovated. The greatest military minds around Austria, and abroad, were called in to help staff this. The costs quickly ballooned out of control, but the desire for a newer, and better, army drove the government to continue to spend. The results were seen, but the costs left many wondering if it was worth it.

The Imperial Government felt that in order to try and bring the country forward, a new education plan was needed. Across the empire, school houses, built with Imperial Tax Money, were to be opened. Teachers were hired, and educational classes soon began across the country. Once again, a massive price tag was associated with this. Between the day to day activities of the government, as well the many new projects laid down by the Austrian government, the total expenses for 1861 ballooned to 100% that of the previous year.

Plans were laid out for a nationwide railroad system that would connect the major cities of Wien, Pressburg, Prague, Budapest, Zagreb, and Krakow. Much of the surveying was done, and amps drawn up. The initiative was not seized in 1861, but if construction was started, the new Austrian railways could soon snake around the country.

In Munich, the conservatorium in that city was put under expansion and was to be re-named the
Hochschule für Musik und Theater, which had the purpose of drawing musicians and dramatists from all across Europe. No place was the pull stronger than in Germany itself, where hundreds began to migrate to Munich, slowing showing that it was a serious contender in the world of the Arts.

Across Bavaria, the idea of the Volksschule, the school systems, were told to be brought to their full potential. Men were sent across the nation to take a census of all the towns that did not have schools, and which ones did. New schools were built across the country, which would eventually lead to a better educated population.

The Royal School for Business and Trade is founded in Nürnberg, Bavaria, with the intention of trying to educate the ambitious and forward-looking Bavarians looking to get ahead, financially. From across Southern Germany, people began to enter to try and attend this new school, and these newly educated people began to work for the betterment of the country as a whole.

King Karl XV of Sweden and Norway, a strong defender of Scandinavian rights, pledged that Denmark shall never fall to the harm of outside forces. The idea of strength and unity in Scandinavia was an idea that he held close to him. He gave many speeches in Denmark itself, and was invited for many Royal events. Many in Sweden wondered what exactly he was doing, but his support was never higher in Denmark.

The Swedish-Norwegian Army requested in mid-1861 for an upgrade of their equipment and their artillery. In order to do so, the government passed several acts, hoping to bring up money and funds for the expansion. Some unforeseen expenses came up, requiring much more than previously thought to be purchased, causing a massive amount of money to be spent.

In the Russian Empire, Tsar Alexander II of Russia announced that during the year of 1861, all of the Serfs in the Russian Empire were to be liberated. 23 Million people were to receive their liberty, and to have the full rights of all citizens. This sudden shock of a move stunned many in the Empire. Thousands of landed Nobles, who saw that this reform actually took land away from them to give to the Serfs, instantly struck a tone against this. They refused to give up the land, and thousands of Serfs began to wander. This caused a huge portion of the agrarian Russian to begin collapsing. Massive starvation as well plagued the Empire, causing a massive importation of food to try and keep the country alive. It was unknown for how long this massive upheaval would last.

In an attempt to try and slow and stop this massive decline, the Russian Government quickly spent money to buy as much private land as they could to give to the liberated Serfs, in order to make them begin to farm and to produce food for the country. The sheer amount of land purchased helped greatly, as many Serfs had their own land. Still, at least 2 million Serfs still remained landless.

It was those 2 million Serfs that the Russian Government, now desperately looking for anywhere to send them, released land in Siberia and Alaska for them to use. Across Siberia, new towns and settlements appeared, filled with these liberated Serfs. The population of Vladivostok boomed, as Serfs who were promised land in Alaska began to congregate there. A shipbuilding industry was formed, solely for transporting liberated serfs from Russia to Alaska itself. Many settled in New Archangel, while some began to move to the Southeastern portion of the territory. An estimated 40,000 people moved from Vladivostok to Alaska in the year of 1861.

The northern Kuril Islands, along with the northern portion of the Sakhalin Island become occupied by the Russian Empire. Small outposts of soldiers quickly popped up, creating small garrisons, where small towns were established for the soldiers, with administrators coming in from the western Empire to help run them and set up the governments.

Balkans/Near East
In Romania, the Army begins a series of training regimes and exercises, mostly focused around the defense of their nation, and of the Ottoman Empire if they would be attacked. Unfortunately, the advice of which they were given to their armies came directly from the Ottomans, and the new training confused the already superior training of the Romanian forces, causing conflicting ideals in the chain of command, and a large divide between two schools of military thought.

Old and antiquated laws and regulations, in place since direct rule by the Ottoman Empire, were removed from the law books, allowing people to invest and create new and expansive projects with their own money. As it would be, very few people held any money at all, and had no incentive to improve the nation as it was. A few bridges were built, but the massive tolls associated with them, just made people ignore them anyway.
The administration of the Kingdom of Romania was streamlined, laying off a lot of unneeded personal, and making it easier to businesses and immigrants in Romania. As it would be, no one immigrated to Romania, and very few businesses existed as it was. The only real change was the fact that a few people from Bulgaria began to move into Romania.

King Otto of Greece spent the year touring his nation, making rousing speeches to gain support among the populace. This seems to go over well, with faith people restored in the Greek monarchy and government, as well as a new optimism about Otto’s rule.

Ἀκαδημία, a new academy focused on philosophy and civilization, is built in Athens. Pragmatically, the King directs the headmaster of Ἀκαδημία to start by teaching the Athenians to read and write Greek. This ends up working very well.

King Otto then tried to extend this education to the rural communities of Greece, but soon realized that the committee he put in charge of building them had embezzled the money, and then moved to Russia.

Across the Ottoman Empire, educational requirements of the few universities that existed were improved. One of the things that was stressed was that Islam was needed to understand the world around them. This lead to more people understanding and knowing the teachings of Islam, and it spreading. One of the most profound effects was in Bulgaria and Macedonia, where Islam began to spread, converting the Bulgars and the Greeks into faithful Moslems.

The Port of Constantinople, the capital of the Ottoman Empire, beings the improvement and expansion of the military port, and the civilian port itself. This allowed a better flow of traffic through the Bosphorus Strait, and brought more income due to the taxes levied on the ships passing through. This once again brought Constantinople to her place as the most prominent port on the Black Sea, and many in the Ottoman leadership hoped, in the Mediterranean.

Across the country, plans for a series of Steel Plants were enacted and discussed upon. The Sublime Porte decided that instead of a series of plants, only one should be constructed in Constantinople itself, due to the easily accessible resources, and ability to ship goods in and out easily. It helped along the Ottoman Economy, and seemed to be something the Ottomans could base an economy off of going forward.

North America
The leaders of the Metis Confederacy present their final demands to the United Kingdom after talks to help stop the revolt come together. Many of the leaders want to have their domain remain united, and not split up into several different types of provinces and divisions. They would be willing to submit to British rule once again if the Metis Province was created out of their current territory and recognised as a full British Colony.
A geographical survey in Russian Alaska was undertaken, helped along by the massive population boom there, and in Southeast Alaska, generous resources were found, including gold. While the experts were coming much of the colony, a few liberated Serfs found this Gold, and soon a small mine was opened. The Russian Colonial Government quickly stepped in, compensated the former serfs, and proclaimed all gold found in Alaska belonged to the Russian Empire.

The Republican Majority in the United States Senate begins the year, now with the Southern States mostly gone, with a flurry of legislation. First, the Morrill Tariff was passed, limiting all competition from Europe, and bringing in more money at the same time. The National Banking Act, and the Pacific Railroad Act also made their way through, helping to strengthen the U.S. Banking System, as well as paving the way for a Transcontinental Railroad that would take the “Northern Route”. The final, and most important bill, legislated was the Homestead Act. It allowed for the giving out of Federal Land in the west to immigrants willing to come to the United States. This helped fuel the Economy, and get it ready to endure a war.

In the shipyards across the United States, the the United States Department of the Navy authorises the massive expansion of the United States Navy. This was a move to try and reinforce the United States Navy, and fully enforce the Federal Blockade that was being set up around the Confederacy. The Anaconda Plan, as it was called, was designed to starve the life out of the Confederacy.

President Lincoln signs an order, authorising that Blacks and former Slaves are free to join the US Army. One stipulation was made, and made clear. This was not a war to end Slavery. This was a simple war to preserve the Union, and they needed every man they could get. It was drilled into the new recruits heads that they would not, at all, be fighting to end Slavery.

The United States Army begins a series of reforms of the Army, in an attempt to try and bring it back from the chaos of having most of the officer corps removed. General Winfield Scott, the current Commanding General of the Army, was kept on, simply as being the only alternative to lead the army. While he attempts to bring reforms, none happen, and the United States loses its former military edge.

The Confederate Army begins a massive plan of raising more soldiers for the Army. They begin training around Virginia and North Carolina, to be ready to fight by 1862.

In the Gosport Naval Yard, the hull of the USS Merrimack was taken by the Confederates, and it was put under a series of changes. The old ship was to be refitted, and made into something far more powerful than an old ship.

In order to try and fight the war that was coming, the Confederate Government authorised the completion of some industry in Virginia that would be able to supply rifles, cannons, and ammunition for the Confederate Army. While it did cost a large amount, and it did hurt the overall economy, it was able to produce goods for the Army.

The Confederate States also begins a roll of Conscription, getting farmers and young men into the Army to try and defend their sacred birthright of liberty and independence.

The blockade of the Southern States meant nothing to the United Kingdom, as they continued to send their merchant ships, guarded by convoys, into the ports of Savannah and New Orleans. It would seem that this action kept Confederate trade alive and well, rendering the blockade useless. The United States Navy commanders and boards many British Ships, causing skirmishes between the two countries. Both sides are forced to pay a much higher upkeep rate in order to repair the ships.

In the port of Charleston, South Carolina, Confederate Forces, under the command of General P. G. T. Beauregard begin an assault upon Fort Sumter, which was still commanded by Union Soldiers. While the Confederates were able to easily destroy the fort and force their surrender, President Lincoln quickly used it to show that the Confederates had fired the first shot upon them, and that the war must be fought to preserve the Union. Major Robert Anderson surrendered the fort, and was taken a Confederate prisoner.

When summer came to North America, the sides were already settled. The Confederates, under the command of former Colonel, now General, Robert E. Lee, quickly move into Northern Virginia, as a safeguard against the coming Union forces. Orders came from General Lee to begin to withdraw from Northern Virginia, and for the soldiers to cross the Rappahannock River, to have a favourable fighting ground to them. The Union Army, however, quickly moved into Northern Virginia. At Manassas Junction, the Confederate forces were being loaded onto a train that was heading south to Rappahannock Junction. It was here that the Union Army began the first land engagement of the War.
The battle started mid-day as the forces of General P.G.T. Beauregard were attacked just outside the town of Manassas, along Bull Run creek. The Union forces, under commander Irvin McDowell were able to take the Confederate army by surprise, quickly overtaking them on the battlefield. By 3PM, General Beauregard send word to the South that he was in need of help, and was in danger of getting overrun. General Thomas Jackson soon came up in the rear with a force of 10,000 men, reinforcing the Confederate lines, and putting a halt to their slow retreat.
As the day wore down, and by the time it was around 6 PM, the Confederate forces were slowly turning the tide of the battle. General McDowell called the forces to retreat, turning back towards Washington, to disengage for the day. The Confederate forces were able to call it a victory, at the Battle of Manassas.

A few minor skirmishes happen in Northern Virginia for the remainder of the year. As it would be, the Confederates withdrew across the Rappahannock River, allowing the Union to take control of Northern Virginia.

Along the Mississippi River, the Confederate Army of Tennessee, even though warnings from the Commonwealth of Kentucky stated neutrality, invaded the state, striking first at Columbus, Kentucky, and then moving north to Paducah. The Commonwealth officially asked the Union Army to help remove the Confederates from the state. General Albert Sidney Johnston quickly made his move on Cairo, Illinois, attempting to pose a threat to it. The quick thinking of General John C. Frémont allowed the Union Army to attack across the river at the Confederates. General Johnson, however, was able to resist the attack. By the time November hit, and it soon became too cold to fight extensively, the Confederate Army was still in control of far western Kentucky, and the Union Army was just marching into Bardstown, Kentucky, ready to drive into Tennessee and hopefully, dislodge the Confederates in the west.

Out west in Confederate Arizona, the Confederate Army of New Mexico under General Jubal Early, a Virginian, move out of the colonial capital of Mesilla, and begin to march west, reaching Tucson, where the Confederate Flag was raised, proclaiming it part of the Confederate States.

In Cuba and Puerto Rico, the Spanish Colonial Government begins to invest and expand many of the plantations, giving money to their owners, who quickly used it to expand their operation by buying more tools and helping to expand production. One area that was completely lacking was working quarters, and the many slaves that worked the fields watch as their housing gets worse and worse, and mortality rates are high. The new changes, however, did cause higher income to Spain.

In Mexico, the government decides to grant all of those who took part in the Reform War a general amnesty, asking everyone to resume normal democratic activities, and ensuring that the Conservatives shall gain the seats they are owed. The remaining soldiers and Generals also agreed to stand down, and gracefully re-entered the army. This helped to bring stability back to Mexico once again.

A Treaty between the States of the Church and Mexico is signed, bringing in a new era of relations between the two. The United Mexican States agreed to once again, recognise Catholicism as the religion of the country, and a whole other range of important and sweeping changes. It helped to solidify the peace in the nation, and the Church, along with the Government, embarked on a mission to promote national unity. This treaty seemed to show that, without a doubt, the Reform War had come to an end, and a single Mexico, united as one, stood to face the future.

The Mexican Government, wanting to promote their ability to achieve common goals and common ground for the people, begin a massive, a complete and extensive expansion and rebuilding project. Through the ties with many of the European banks, it takes out massive loans to fund the project, knowing that a deal could be reached at a later time with them. Roads were rebuilt, bridges put up, and damage repaired. It allowed for the growth of the economy, and a straightening of the infrastructure of the nation.

South America
The Colombian government decided to expand mining operations throughout the nation. This goes exceedingly well, as the government decides to take an ‘all of the above’ approach, using subsidies to the private sector, public contracts, and direct government operations to encourage the growth.

After its success in the mining industry, it tries to follow up in the logging industry, as the government decided to direct operations on its own. While the job gets done, and some towns expand into the newly cleared areas with the wood that was chopped down, some feel the direct government spending approach may be a bit too expensive.

Following this, leftists in the Colombian government try to pass a food distribution initiative, but it is defeated by more fiscally conservative legislators who fear that the government is spending too much money.
The government’s luck seemed to return, however, in Operation Sweeping Blade, a nation-wide anti-rebel offensive. The campaign is swift and deadly, and by year’s end the anti-government insurgency was completely decimated.

Attempts to encourage immigration from Europe into Brazil are moderately successful, as information in Portugal and Spain appears, showcasing how much land Brazil had, and that it was a wise place to go and invest and live in. This allowed for a flow of people from Iberia into Brazil.

The Brazilian Government spends much of the year locating and handing out subsidies to various companies who are focused on bring industrial development to Brazil. One shipbuilding company in Rio de Janeiro was given funds, and quickly began to use it to help develop the economy.

Attempts to send cartographers to explore and map the upper Amazon does not go well, as reports of lost people, sinking boats, and cannibal natives, either scare off the remainder of the explorers, or kill them.

Attempts to promote armament production in Argentina do not materialise, as it is still far more cheaper to just import weapons and guns from abroad. The companies the government invest to simply went undertaking the investment with them, and some confidence in the economy.

A speech by President Derqui in the capital rallied the Argentine population behind the idea of, once again, annexing the rebel breakaway nation of Buenos Aires. Not one person in Argentina felt that they should be given their independence. Many people in Buenos Aires thought the same.

The short-lived State of Buenos Aires takes its last breath as the Argentine Army rolls through the defenses of the beleaguered state. Their public support collapses as Argentina moves into the city of Buenos Aires, and proclaiming it, once again, a part of the Argentine Confederation. Many leaders felt that, the Confederation needed to go, and it needed to be replaced, to try and ensure nothing like that happens once again.

In French North Africa, along the coasts with the Mediterranean, the French Army Engineers begin to construct roads and bridges, allowing for quick, and efficient transportation in the small colony.

In Egypt, the United Kingdom and Egypt sign a mutual agreement, mostly for the free passage of cotton from Egypt to the United Kingdom. This deal was driven, in part, due to the ongoing conflict in North America, which could have threatened British goods. Stocks were still high, however, and this new influx of Egyptian Cotton did nothing this year for the United Kingdom. British Engineers, however, quickly got to work on several new roads and ports to help ship out the cotton.

The British Navy captured the port of Lagos, quickly turning it into a base of operations for the British Navy in their work against the Atlantic Slave Trade. While many cases of slave trading still existed, thanks to the work of the British Navy, it had been severely reduced. An incident occurred, however, when a ship flying the American Flag was seen to have been at a West African Port, assumingly loading slaves onto their ship, destined for the American South. When questioned, and captured, it turns out it that captain was from Rhode Island, and worked for a firm there. The ship’s slave cargo was commandeered, and sent away, under escort of the Royal Navy.
Across the Caliphate of Sokoto, several bad bureaucrats, who were responsible for corruption on the highest levels, were taken out and replaced by those who were there simply to do their job. The Caliph handpicked these men, knowing they were ordained by god to do their jobs correctly.

At the mouth of the Congo River, the Dutch Navy establish a small settlement, on the very tip of the peninsula that extended out into the river. It was a small settlement, barely able to sustain itself. Disease was rampant in the settlement, and many of them simply tried to stay alive. Nothing productive happened in this colony, as it needed more people sent each time to help keep up the basic functions, let alone create a working dockyard or trade relationships. The endeavour was expected to cost a large amount of money.

Attempts by the Portuguese Government to colonise some parts of Africa ends up in disaster, as many of the missionaries sent never return, and some of the ships smash on rocks, sinking, and taking the sailors to their watery graves.

Along the West African coast, Swedish ships are seen sailing, attempting to contact local tribes, and offering them protection and other various offers. Such agreements went from something as simple as protection from another tribe or from some other colonial powers. While no bases were established, the Kingdom of Sweden-Norway did gain some trade and minimal influence in some of these tribes.

Asia
In Persia, the Treaty of Bandar-e-Abbas is signed between the Persians and the British. The port of Bandar-e-Abbas was leased to the United Kingdom, for a small yearly rate. In exchange for this port, Britain pledged to protect Persia, and they also send advisors to help with the governing of the country. The British instructions helped to root out some corruption, and many people began to respect the structure of power in Persia.

The people of Kokand are motivated by the Afghani propaganda, talking of their shared heritage, and agreed to support the idea of a Greater Central Asian state, that was under the command of the great Afghanistan. Spreading such propaganda was not free, however.

In Kokand, the nearly bankrupt, corrupt, and constantly unstable government falls under the pressure of the invading Afghani forces. They quickly surrender, and agree to have the entire country placed under occupation by Afghanistan. With such a quick and sudden victory, the Afghanis did not have much to do in the way of fighting, and simply spent the year trying to take control the country.

Attempts to expand their influence in the East Indies does not go well for the Netherlands, as much of the money set aside for colonial endeavours were poured into establishing a settlement along the mouth of the Congo River. The one ship that was sent out to try and help claim territory never came back.

In China, the Chinese Maritime Customs Service is established, in order collect the tariffs enforced by the Manchu court, and to establish and control the imports that are due on foreign goods. it was expected to be able to bring in a large amount of money to the Chinese Empire, in order to try and pay off the indemnities it owed to the Western Powers. The Customs Service quickly got to work, setting up customs offices, some lighthouses along the coast, and generally creating the structure for a more efficient taxing service.

The British Navy, acting out of Hong Kong, quickly move a contingent of sailors and marines to occupy the port of Shanghai, in an attempt to ensure that it is kept guarded, and British Trade continues as normal, under fears that it could be captured or destroyed by Taiping Rebels, or the Chinese themselves.
With the British occupying Shanghai, the forces of the Chinese Empire were forced to divert their attention to fighting the Taiping forces on the outskirts of the city. The British guns made it clear, the city would stay intact. The Manchu forces, not having to deal with fighting in the streets, were able to destroy the fighting capability of the Taiping Army. This was considered a major victory for the Qing, and only a few sporadic pockets of resistance remained.

The French Army in Vietnam conducts a massive campaign against the Vietnamese Army. They are powerless to resist the French onslaught, fueled by their significant naval advantage, as well as their superior Army. The Vietnamese Army is completely routed on several occasions, and the French Army takes almost no casualties. A treaty is signed between the two powers, where France gains control of several territories in the South, and are given access to Vietnamese ports. France was also paid a large reparations payment by the Vietnamese for the cost of the war.

Across Japan, a general order to increase mobility between the various cities was sent out. Many of these new roads would help facilitate growth and the expansion of the nation. While it would be slow at first, the nation would soon slowly move forward. The major Daimyos agreed to help fund this expansion, and the cost was cut nearly in half.
