Hello people,

as I said this will start tomorrow. But to make sure, that everyone gets the concept of how Turns / Actions / Budget works right, here an example:

It is 1951 and the Soviet Union has 3 Action Points and 10 Budget Points for that year.

Early 1951
The first turn of the year is for responding to historical events (if one wants to) and influencing ongoing conflicts. Let`s say, there is a historical event, the Soviets participate in it and invest 1 budget point. Additionally they invest 3 budget points in the ongoing Korean War. Thus the Soviets did spend 1 action point (1 for the event, 0 for the conflict) and 4 budget points. That leaves them with 2 action points and 6 budget points for the second turn of the year.

Late 1951
The second turn is for performing actions and influencing ongoing conflicts / elections. The Soviets want some Nuclear Research for 3 budget points and Build Nukes for 2 budget points. The last budget point is spend to influence an election. So in this turn they spend 2 action points (1 for research, 1 for new Nukes, 0 for the election) and a total of 6 budget points.

And I`d like to point out, that neither Action nor Budget points can be saved for the next year. Please keep in mind, that the US and Soviet Union have 3 action points per year, all others 2. The annual budget for each nation can be found in post 2.

I intend to have 48 hour deadlines for all players to submit their orders for the turn. Please tell me in the "Early" turns, whether you want to participate in a historical event or not.

1. What is the exact start date? Korean War?

2. Is it possible in this game to turn colonies into Dominions?

3. Are other nations allowed to participate in the Space Race? (The chart only shows US and USSR.)
 
Hi Stucken! I should add that I will be out for holidays this weekend and the next one (this one I will be able to acces the net sometimes, but not the next one), so if you think it is best to start with another USA player, just replace me and add me to the waiting list.

I think it is best, that Fosmo is the US player then. But I bet you get a free spot someday later.

Sure, I realized how important are game starts and you need a 100% active player base at least in the first weeks. Just remember my sacrifice once an spot is open :)

Korea - At the end of World War 2, the Korean peninsula was divided into two occupation zones separated along the 38th parallel of latitude. Although it was decided at the Conference of Yalta to unite Korea, this decision got postponed when the relations between the United States and the Soviet Union deteriorated. In 1947, the UN got the mandate to organize the reunification. In 1948 there were elections in the southern part of Korea, that were won by Rhee Syng-Man, who returned from exile to establish an autocratic government and proclaimed the Republic of Korea on 15th August 1948. On the 9th of September the Democratic People`s Republic of Korea was proclaimed in the north by Kim Il-Sung, a dictator backed by the Soviet Union. Since then the relations between the two Korean countries have been wary and according to rumors, tensions are growing with the possibility of war constantly increasing

Tensions on the Korean peninsula are growing. Do you want to:

- Escalate the situation
- Deescalate the situation

Participating in this event does cost one action point. Participating players may allocate any number of budget points.

3. Budget
Each of the five major countries have a basic budget (USA/Soviets = 10; China = 8, UK/France =5), which increases by 1 for each NPC-country in its sphere of influence. Budget points are used to perform actions / influence events.

4. Actions
The five players may perform a specific amount of actions per year (US/Soviets = 3, China/UK/France = 2), but not all activities count versus this limit.

I am a bit confused - so action points and budget points can be interchangeable? Like if I wanted to start a rebellion for example I could use budget points AND action points to do it?

Could you please clarify what the difference between action points and budget points actually are?

No. You need action points to perform specific actions (see chapters 12 and 13 of the rules). But as soon as you order ANY action, you have to allocate budget points to it. See also post no. 25 for an example.

Late 1950​

Korea - UN General Secretary Trygve Halvdan Lie vowed to deescalate the tense situation on the Korean peninsula and called for negotiations in a neutral country. Andrei Wyschinski, Foreign Minister of the Soviet Union seemed to support this cause, although no decisive actions were taken.

Anyway, the situation got out of control soon, when the dictator of North Korea, Kim Il-Sung, stated that Korea should be free and united once and for all and the United Nations, "this mindless marionette of the Imperialist American swine and their pathetic lapdogs", are to be ignored. On May 29th 1950, the first combat units of the DPRK crossed the demarcation line into southern territory.

The North Korean units could advance freely at first, before they suddenly faced extensive defensive installations and well organized artillery and air support. Anticipating the situation, an Alliance of the United States of America and the United Kingdom had send massive amounts of material and troops to South Korea in order to defend this outpost versus the imminent threat.

The result of this was severe fighting along several hotspots. Despite the gains of the first wave, the North Korean invasion force was pinned down along the line Goyang - Uijeongbu - Chuncheon - Gangneung. So far, the southern Alliance could hold the line and it remains to be seen, how this war develops.

Patch 1.01

After some thinking I made a small adjustment to chapter 9 of the rules (changed part highlighted)

9. War / Rebellion
As soon as a War / Rebellion begins, a die is rolled in each turn to determine the progress of the conflict. This roll may be modified by the players` investments. All conflicts in this game last 6 turns.

The update for Early 1951 will come later today.
 
Early 1951​

Korea - Despite the efforts of the North Korean forces to advance toward Seoul and an allied offensive in the east to push the invaders back to the 38th parallel, the frontline did not move much. A long and hard winter 1950/1 additionally froze the situation. At the end of the winter, both armies prepare for new operations.

In the meantime severe Soviet attempts to influence the government in Pyongyang were obviously successful, for a treaty concerning economic and military cooperation between the two countries was signed by Andrei J. Wyschinski, Foreign Minister of the USSR, and Kim Il-Sung himself.

Indochina - During the second half of the 19th century, France had tightened its grip on the territories in southeast Asia and with the resignation of the Vietnamese Emperor in 1883, the protectorates of Annam, Cochin-China and Tonkin became French colonies.

During World War 2 the situation for the population, now being harassed by both French and Japanese, severely worsened and led to a large famine with about two million victims. Already in 1941 Ho Chi Minh returned from exile and united roughly 40 resistance movements into the "League for the Independence of Vietnam" ("Việt Nam Ðộc Lập Ðồng Minh Hội" or just "Viet Minh").

The declaration of Independence on 2nd September 1945 (in which Ho Chi Minh quoted the American Declaration of Independence), remained without effect. Since then, the Viet Minh began to fight versus the French forces, who tried to regain control of the colony. Now this conflict turned into full war.

Colombia - In the late months of 1950, an allegedly leftist organization called MLPC did rise in the south of Colombia with the intent to topple the Government in Bogota. According to a written statement of the MLPC "it is time for the people of Colombia to come out of their shells and resist the capitalist oppression and regain freedom". Since then, the MLPC has gained nameable support among the population. The Government has not lost the initiative yet, but without any doubt it experiences a lot of pressure.

Syria - Robert Schuman, French Foreign Minister, ended his round trip in the Near East with a multi-day stop in Damascus. Syria, that had been mandated territory administrated by France for 20 years, obviously accepted to strengthen its ties to the Fourth Republic, by signing an economic agreement.

Ghana - More than 60.000 men from the Gold Coast served in the British forces during World War 2. Since the end of war, the call for independence in the colony got louder but remained unheard by the British government. Political Parties like the United Gold Coast Convention (UGCC) and the Convention People`s Party (CPP) under Kwame Nkrumah build up pressure toward the colonial government. Less fortunate events as the Accra-Riots or the general strike of 1950 further increased the support of the Independence Movement. It remains to be seen, whether the United Kingdom is willing to give in.

The Government of the United Kingdom has to publically announce, whether it will agree to a transition phase to grant Independence to the Gold Coast or not.

This action does NOT cost an action point.

The Colonies are part of the Old world which has since fallen apart. The Concept of a transition towards an independent Ghana seem to be a positive step to ensure Self Determination for the People of Africa. - British Statement
 
Late 1951​

Libya - During the Italian-Turkish War, that passed into World War I, Italy could occupy Libya, that had belonged to the Ottoman Empire until then. In the Treaty of Sevres, Turkey had to give up its claims on Libya and it became an Italian colony. In the first years, several tribes fought the Italians under leaders as Omar Mukhtar, until the resistance was suppressed in the early 1930s. During World War II, Libya became battlefield and was abandoned by the Italians and Germans early 1943. As of 1946, it became mandated territory of the UN under a British Governor.

After the Bevin-Sforza-Plan failed in the UN, it was decided in 1949 to release Libya into Independence prior to 1952. A Libyan national assembly consisting of representatives from Cyrenaica, Tripolitania and Fessan gathered in Tripolis. Although there was a lot of support for establishing a Kingdom, a majority voted for the option of a United Republic of Libya. And on the 12th September 1951, Libya gained Independence.

Ghana - When the Attlee-Administration declared in early 1951, that the Gold Coast shall be Independent after a transition phase of two years, the population celebrated this event. Shortly after, more political parties came to life and the British authorities began to recruit local administrative assistants.

Korea - After receiving numerous reinforcements from the United States, the Allied forces began Operation "Cartwheel", a general offensive along the whole frontline. In the west, its success was rather limited, although the forces of the DPRK could be pushed back close to the 38th parallel.

More successful were the operations in the east, where the DPRK had advanced furthest. After experiencing severe artillery fire and a successful airborne landing north of Gangneung, the North Korean forces began to rout and where immediately pursued by the Allied forces. They could advance roughly 100 kilometer, when the units of the DPRK could consolidate positions in the hills north of Goseong.

Although the northern forces are far from beaten, it seems as if the Allied army has now the initiative and may even gain an advantage over their opponents if they can keep up the momentum.

Indochina - The French Forces could gain some ground and push the Viet Minh out of the area around Thai Nguyen, so far a stronghold of the forces of Ho Chi Minh. Although the French had to pay dearly for this success, it seems that their control over the northern parts of the country gets more stable than ever.

Colombia - Government troops and rebel forces did skirmish a lot in the vicinity of San José del Guaviare, but as it seems, neither side could gain an advantage. The Rebels still control the south of the country and obviously prepare to push further north.
