Today the government of Finland has announced it's intentions to expand it's industry and infrastructure, to ensure that Finland's future economy will be drive by the new, improved ways of modern economics.
The government plans to create new industrial bases in the cities of Helsinki and Turku in Southern Finland, with smaller bases in Oulu, Central Finland. When completed, the new Finnish industry will hammer the last nail on the coffin of Semi-Agrarianism in Finland, transforming the Finnish economy into a prosperous, effectively Western one.

However, all is not peaceful in Europe. The Finns fell the need to announce their displeasure towards the recent acts in Soviet diplomacy, as we are finding it increasingly difficult as a peaceful nation to be friendly to one that is conflicting with many of their neighboring nations. As Finland has currently renounced it's ability to support Finnish separatist movements in Russia to keep peace between our nations, we expect Russia to incorporate peace into your diplomacy with other nations as well.
We want to make it understandable that if peace is not achieved by both sides in Europe sooner or later, Finland will have no choice but to make sure she will not collapse under the horrors of war, that plagued those who fought and died in the former years and those who are doing so now, by planning future expansions on the Finnish military.

We make it clear that our great Finnish Motherland will protect herself and her people in peacetime and wartime, even if we must collaborate with other potential allies to achieve our goals.

Deemed by myself of the highest importance to the Imperial Administration, I have, along with the Imperial Army General Staff and the Imperial Navy General Staff, drawn up plans to be carried out by the end of the year 1921:

  • a further twenty -divisions shall be recruited (a total of 240,000 men);
  • further improvement upon the offensive and defensive combat doctrines of the Imperial Army shall be introduced and tested through the use of war games;
  • the scrapping of all pre-dreadnought battleships due to their obsolete nature and questionable effectiveness upon the modern field of battle on the high seas;
  • the beginning of the construction of the two finalized battlecruiser concepts, to be laid down next year (1922).

It is hoped that, with these directives carried out, the Great Empire of Japan shall be even better defended then against any external threats We as a nation may encounter in the coming years.

Make no mistake my men, the young turk movement is a menace, a threat that must be crushed, their leaders are the scum of Ankara, they seek nothing but to bring destruction to all good Christians of Anatolia and any other land and people they may come to control. Chief of the Imperial Japanese Naval General Staff

In November of the previous year the Imperial Navy was bolstered by the commissioning of the dreadnought battleship Nagato and her sister-ship, Mutsu. These battleships, armed with eight 16-inch guns in four turrets (two fore, two aft), are now the most powerful battleships in the world. Their high speed of 25 knots allows them to intercept and give chase to other battleships of similar armament that would otherwise deliver unto them serious irreparable damage.

The superior performance of the Nagato and her sister, Mutsu during trials - by far having the most accurate gunfire of the entire capital ship complement of the Imperial Navy - coupled with their superior construction and design, makes them extremely valuable assets to the defense of the Japanese Empire. Thus, I make the battleship Nagato the flagship of the Imperial Japanese Navy. Nagato shall also serve as both the flagship of the 1st Battleship Division, the 1st Squadron, and of the 1st Fleet, containing the dreadnought battleships Nagato, Ise, Hyūga, Yamashiro, and Kawachi. The Mutsu shall head the 2nd Battleship Division, containing the battleships Mutsu, Fusō, Settsu, Satsuma, and Aki.

Also of noteworthy announcement is the restructuring of the 2nd Squadron. The Kongō-class battlecruisers, alongside the older Ibuki-class battlecruisers, shall form the core of the high-speed capital ships of the Imperial Navy, particularly those with guns with a caliber of at least 12 inches with a highly capable speed. To these ends, the Kongō-class battlecruiser Haruna, last of its class laid down and last to be launched and commissioned, shall become flagship of the 2nd Squadron of the 1st Fleet.

With the planned addition of two new powerful battlecruisers in the coming years, it is hoped that the 2nd Squadron, and the Imperial Japanese Navy, can only benefit with the addition of new fighting vessels to assist in the defense of Japanese territories and in the contribution of broader war efforts with its allies.

The United Kingdom of the Netherlands

The United Kingdom of the Netherlands welcomes all immigrants from abroad. The Netherlands was spared the ravages of war and is a prospering country with a high quality of life with successful and expanding industries. We are happy to see German immigrants are succeeding, inventing, thinking, and already finding a way of life in Holland. They will be a valuable addition to The United Kingdom of the Netherlands.

The Netherlands is troubled to see war continue in Poland right after the great war ended. We hope that a valid and fair peace can be achieved to avoid unnecessary lost of life. We urge the League of Nations step in and to prevent further war.

With the help of former German Naval officers the Admiralty has developed a new cruiser specifically designed to optimally operate in the Dutch East Indies, the Vrijheid Class Cruiser. The Cruiser will carry two 6 Inch guns eight 4 Inch guns, torpedo launchers, and a newly designed experimental Anti-Aircraft battery to defend our ships from increasing aerial threats. The Cruiser will weigh in at about 5000 tons. The Cruisers Propulsion units will be 4 shaft Parsons turbines that can reach up to 22,000-31,000 horse power. The ship can reach up to 30 knots (35 MPH) at max speed. These ships will be able to properly defend the Dutch East Indies from external threats and protect foreign trade and shipping in the Area.

Yugoslavs, our nation has come out of the war, a nation united, and strong. Yugoslavia, is in a time of new found prosperity, prosperity in the economy and in the peoples of this nation! The government of Yugoslavia will continue on its plan to bring more industry, and create more businesses, to not only modernize Yugoslavia but also to continue in this economic 'boom', as they say. Infrastructure will also be a main investment of this nation, to connect all Yugoslav people and to increase the profitability of businesses being created and entering our country. Yugoslavs now is our time to prosper and embrace the times to come!

Peace has failed with in Turkey. They signed the Treaty of Severs but now are turning their backs against it. We believe our Greek brothers will need us, as we have been close allies for centuries. Our government will look into options to aide our allies in Greece, against the greedy, and untrustworthy Turks.

((I have just finished reading the old WiR game where Frymonmon and apparently someone else who GMed that game had an argument in IRC, leading to Frymonmon declaring war on the world as the USA and the game crashing and burning shortly thereafter. In addition, every single WiR thread that reaches at least 50 pages seems to have to endure a civil war between disgruntled players and the GMs. Obviously your approach is lacking.))

The British Empire

We do not want war.

To the East of Poland lies the huge mass of Russia—not a wounded Russia only, but a poisoned Russia, an infected Russia, a plague-bearing Russia, a Russia of armed hordes not only smiting with bayonet and with cannon, but accompanied and preceded by swarms of typhus-bearing vermin which slay the bodies of men, and political doctrines which destroy the health and even the souls of nations. Bolshevism is not a policy; it is a disease, it is not a creed; it is a pestilence. The reason for our actions against the Bolsheviks was out of the fear of the Red Flood of Bolshevism swamping over the world. Today that deepest darkest fear was realised. Lenin has begun his "world wide revolution."

Lenin was sent into Russia by the Germans in the same way that you might send a phial containing a culture of typhoid or cholera to be poured into the water supply of a great city, and it worked with amazing accuracy. Today the Bolsheviks send Hosni al-Arabi to Egypt, with the same aim, of spreading their disease, to infect the Egyptian people with their plague.

They will not succeed. They will fail. We must be ready: we must be on our guard to recognise every symptom of danger and to act with strong conviction against it. Having beaten the most powerful military empire in the world, having emerged triumphantly from the fearful ordeal of Armageddon, we will not allow ourselves to be pulled down and have our Empire destroyed by a malevolent and subversive force, the hordes and scourge of mankind who are now on the move against us. They will feel the weight of the British arm. It was strong enough to break the Hindenburg Line, it will be strong enough to defend the main interests of the British people, to carry us through these stormy times into calmer and brighter days.

For Russia we can do little. The fearful series of events must run their course. One can only hope that some day in our own time deliverance will come to the Russian people and that they will stand again on their own feet and be masters in their own house.

But if we can do little for Russia, we can do much for Britain, the Empire and World. We shall fight to save Egypt. We persevere to stave off the Bolshevik threat in Poland. We shall stand resolute to make sure that in our life and time the deadly disease which has struck down Russia should not be allowed to spring up here and poison us as it is poisoning them.

Shall we stand idly by? Let the poison peril from the East engulf us? Let the red tide of Bolshevism conquer us? Let the disease of Lenin kill us?

We do not want war. Yet what choice do we have?

Republic of Lithuania supports peace proposal suggested by The Russian Soviet Federative Socialist Republic, such peace treaty will bring back rightful territory to Lithuania which had been unlawfully taken by the polish. We also call other countries to support this peace deal. The great war was bloody enough, we do not need to spill more blood. Let there be peace.

Republic of Lithuania moves foward and now is time to rebuild our country and economy. So I call you fellow citizes of Lithuania to build better future together. Onwards Lithuania!

The Russian Soviet Federative Socialist Republic

The Great War brought with it death, destruction, and desolation: A calamity of unmatched proportions, visited upon all of our houses. But now, in the wake of that terrible conflict, there remain insidious after-effects, and one of them is that the world is now confronted with two truths where before there was only one. The "truth" that the Entente would have you believe, citizens of the world, is that our socialist republic is the new great evil facing Western civilization, that we exceed even Imperial Germany in our rapacity and cruelty, that we seek nothing more than to overturn your lives and end your freedom. As the so-called "victors" of the Great War, they believe themselves entitled to their own truth, and it is a seductive one indeed. Having conquered and humbled Germany, they now point to Russia, the bearer of the greatest wounds inflicted by the Great War, as their new enemy, for the imperial alliance of Britain and France demands a villain that they can use to conceal the magnitude of the monstrous crimes they have perpetrated against their colonials, their workers, their farmers.

They point to Egypt as an example of our perfidy, laying the chaos in that nation at our feet and steadfastly ignoring the actual truth, that they have sponsored the White Terror against the people of Russia for years, that they have shipped planes and tanks and poison gas to the Polish invaders to assist them in their quest for Baltic hegemony, that they themselves invaded Russia in the deluded hope that they might restore the autocratic Tsar to his broken throne, that, even now, British and French ships block trade and commerce in Russian ports, cutting the people of Russia off from the rest of the world.

The truth about Egypt is simple: While the British claim to have liberated Egypt from the chains of colonial imperialism that they themselves imposed upon a once-free people, they continued to practice oppression and exploitation in their so-called "dominion". They denied the Egyptian people free elections, they denied them their voice in governance, and in all ways the new Egyptian state resembled the old imperial protectorate. We received earnest, impassioned pleas from the Egyptian people, received numerous reports that the British continued to hold them in unyielding bondage, and as former victims of absolutist terror and imperial oppression, we were naturally sympathetic to their plight.

The aid we sent them was a fraction of what the British and French now pour into Danzig in clear violation of that city's supposed neutrality, an unending tide of guns and money to prop up their Polish puppets. Yet, because our cause is righteous, that small spark produced a revolutionary conflagration that far outstrips what the Poles have achieved with their misguided dreams of conquest, a firestorm that now threatens British hegemony in Egypt. Watch, fellow citizens of the world, as British soldiers continue their campaign of violent oppression against the Egyptian people even as they claim to act for freedom, for righteousness' sake. Watch as their false claims of "democracy" and "self-determination" are washed away by the tide of patriotic Egyptian blood that they intend to spill in their unending quest for imperial domination.

The world revolution will not begin because a great Bolshevik wave pours forth from Eastern Europe to engulf the world, as the Entente's "truth" would have you believe. It will begin when the citizens of these so-called "democracies" awaken to the actual truth: That they have been denied the role in determining their future promised to them by their revolutionary forefathers, that the twin forces of aristocracy and capitalism hold between them all power in their nations, and that those forces cannot be shaken, cannot be displaced, by peaceful means alone. Only then will the worker break the chains that bind him to wage-slavery. Only then will the farmer rise up against the landowner who allows him to eat on sufferance alone. Only then will the oppressed colonial strike a blow for freedom against his imperial masters, a blow that will resonate across the world!

Until that glorious day, the people of Russia, of the Ukraine, of Belarus, fight for their liberation from Western imperialism and Polish hegemony, and we ask that all freedom-loving people of the world stand with us in our most righteous endeavor. We shall not yield, shall not falter, in our quest for true independence. Our revolutionary spirit shall be a torch that lights the way for the oppressed!

If the Entente seeks to prove my claims incorrect, if it truly wishes for peace and brotherhood as its representatives claim, then they will accept my offer of a just settlement, of an end to this destructive conflict.

If they do not, then the Red Army shall march onward, strong of heart and fully opposed to the forces of oppression and imperialism.

The Second British Intervention in Russia


After only a year of pulling her forces out of the ongoing conflict in Russia, the House of Commons, in a narrow vote, declared their intent to once again intervene into Russia, on the ground of aiding and assisting both the Republic of Poland, and as a revenge strike for the Bolshevik's assumed roll in helping the Egyptian Communist Party gain strength and stage a revolt against the British Dominion. The War Office and the Admiralty quickly formed plans, and using an untested method, loaded 10 Vickers Vimy heavy-bombers onto the HMS Argus, to be sent to the city of Petrograd. While the British population, weary of war, decried such a move, Winston Churchill, Secretary of State for War and Air, the man behind this operation, took his case directly to the British People, calling upon their support, for he, above everyone else, had no desire for war, but was forced to concede that there was no other option for them, for they had to fight.

The reception was met with lukewarm support among the population, but overall, the plan had been approved, with few public protests against them. The first series of operations were to be dealt in the Black Sea, during the Spring, where Churchill, zealous in his desire to destroy Communism wherever it lurked, adopted one of the most controversial war plans to date. The British, under the auspices of "punishing" Russia for their involvement in Egypt, quickly deployed a large sortie to the Black Sea. The first target was the port of Sevastopol, where Bolshevik forces were quickly scrambling to complete the fortifications and defenses of the city, most specifically the Maxim Gorky Battery that was defending the entire city. Started in 1912, the Bolsheviks quickly took over command of the project, and ordered the few ships in Sevastopol to be broken up, their guns used for the city, and for the sailors to be released from service.

Only a few ships had been broken up and their guns hailed up on to the hill before the British fleet arrived. Quickly firing from long range, they were able to destroy much of the new fortifications, leaving only a few guns able to be fired. While the British moved in, only a few shots were taken off with the batteries, resulting in a glancing blow on a British ship, which did not cause much more damage than some scratched pain. The British, instead, quickly moved their guns to the city itself. While depopulated due to the exodus to the countryside, Sevastopol was still a large, and partially working, city. The British, however, sought to bring about their punishment.

For two days, British guns pounded at the city, which seemed to be nothing more than a senseless slaughter of civilians. The Black Sea Fleet, or what was left of it, was also torn to shreds by this bombing. There seemed to be no other target, other than the utter destruction of the city, and the population. Newspapers across the work blazed about the British in Sevastopol, but Churchill, unconvinced, ordered the destruction of Bilhorod-Dnistrovskyi, Novorossiysk, and Odessa. A similar task was carried out by the British Navy, destroying the ports, and most importantly, the civilian population.

Newspapers across the world blazed with the British's destruction of these ports. While British Press, insisting they were all military targets, the American press quickly took off, showing the massive casualties that were enacted by the British. A vocal group of humanitarians in the United States, blasted the British Government for this. In a massive show of support, John D. Rockefeller pledged money for the destroyed civilian population. A bill quickly shot through Congress, called the Russian Relief Act, President Harding announced that he would be signing the bill, giving aid to the Russian people. The program was placed under the American Relief Administration, overseen by Herbert Hoover. Lenin's Bolshevik government, seeing the pure devastating situation in Russia's port cities, allowed the American aid to come into the country.

The British, however, were not complete with their task. With the planes on the HMS Argus, along with the new battlecruiser HMS Hood, and a small assortment of other ships, they set their sights directly upon the Russian city of Petrograd. After some Lithuanians boaters were able to see the British approaching, the Russians were quick to react in Petrograd. The remaining parts of the Russian Baltic Fleet, three much-neglected battleships, two cruisers, about ten destroyers, and a few submarines, were quickly put into action. Their rations were doubled, to ensure their own loyalty. Just as Lenin had begun to feel confident, news had reached him that on Kronstadt, the soldiers rebelled, demanding new rights from the government. Part of the Red Army stationed in Petrograd was quickly mobalised to put down this revolt of sailors, for it poised the threat of removing all the defenses of Petrograd, a critical defense from the oncoming British.

The initial assault was met with no success, as the Red Army was repulsed from the island. News of this failure was said to have crippled Lenin's resolve, for he said, "We have lost the city. It shall fall to the British." In despair, he ordered the city to be put in notice for evacuation should the British attempt to land, while another invasion of Kronstadt was to be set once again.

The British, however, had docked in Finland, and began operations in the Gulf of Finland. Taking to sea, fully stocked and loaded, the HMS Argus quickly put her planes to work. There were some problems, however, as the Vickers Vimy could only take off around 600 feet, while the flight deck of the Argus was around 550 feet. With ten planes ready for a daring maneuver, they quickly set off, ready to help fight for King and Country, and against the vile Communist beasts. The first three planes were able to take off, although hitting the water in the process, and a wave had come by to destroy the forth. The fifth launch was stalled, until it was allowed once more with the winds receding. After three more failed launches, the operation was canceled, and the three bombers were sent off to Kronstadt, hopefully to destroy the guns, and allow the British Navy to move in. Flying overhead, the bombs were dropped, and, seeing explosions, which had been as the result of the second, successful, assault, on the island, combined with a few bombs hitting the actual island itself, the pilots reported back that the guns were softened up, ready for the Royal Navy.

What the pilots took no notice too, however, was the Soviet Baltic Fleet, ready to begin operations. With the Royal Navy coming over the horizon, their guns, as well as the ones from Kronstadt, remained silent. The HMS Hood, what many considered the pride of the Royal Navy, was sent in first, with her new 15-inch guns ready to begin fighting the Red forces. The guns of Kronstadt came to live, however, prompting the entire Navy to quickly move in to silence them. While a few blows were struck, the rebellion, causing many of the experienced gunners to be killed, caused the entire defenses to fall apart. The Hood quickly dived into the bay, at the urging of the Fleet Admiral. In the confusion, however the Bolshevik Battleship Marat, quickly slipped out, along with the rest of the Red Fleet, and began to engage the Royal Navy. Shocked at the presence of a fleet, a panic ensued, as the HMS Hood was quickly attempted to be taken out of the bay, as it seemed to be a perfect trap for the British. The retreat was called, but it wasn't before the HMS Hood ran aground on a shallow portion of the harbour, on a sandbar, known to the Reds, but unknown to the crew of the Hood unwilling to give up their Pride, the Royal Navy remained engaged, but the captain ordered the ship to be abandoned. While some asked if they should scuttle her, he demanded everyone off, he would rather their lives be saved than the ship scuttled.

The process, taking about half and hour, was covered by the rest of the Royal Navy, battling with the Red Fleet. The Marat was able to sink two destroyers that went to rescue the sailors, until they raised the White Flag. The entire crew of the HMS Hood was evacuated, and the Royal Navy left the Gulf of Finland, soundly humiliated. The HMS Hood, the pride of the British Navy, was boarded by Bolshevik officials, and was quickly commissioned as the V.I. Lenin in the Soviet Baltic Fleet. While still grounded, the Red flag flew above her masts, with the picture reaching across the world.

In the United Kingdom, David Lloyd George announced his immediate resignation from the Prime Ministership and Parliament, and asked for Parliament to be dissolved for a General Election to take place later in the year. The writ of election was soon issued, as the public, enraged by this move, quickly castigated the man behind this, Winston Churchill, as lawsuits quickly began to be filed against him. The Labour Party, hoping to capitalise on this, announced that they had demanded a peaceful solution be found, and that "Conservative warmongering" has brought them to this point. Few could have considered this outcome, however, and support for the former Wartime Coalition, and those who supported it, plummeted.

The Republic of Chile

Brothers and sisters of our great Chilean nation, we have witnessed an atrocity of the most terrible levels! The British, without valid reason, sacked and burned the Russian Black Sea coast, leaving the cities of Novorossiysk, Bilhorod-Dnistrovskyi, Odessa,and Sevastopol and their citizens utterly destroyed in an act of senseless violence. Not only have the British renegades burned and sacked these cities like common bandits, they have also dared to attack St. Petersburg and sought to raze the city to the ground as well. For these reasons, I shall send aid to those starving and homeless Russians that were affected by this catastrophe through Russian ports on the Pacific. While we may not be able to help out the Black Sea victims directly, we shall keep the Eastern Russians and Siberians happy and fed so that Russian grain and wheat may go to those who need it.

To accomplish this goal I ask that the Soviet government permit us to help expand the Pacific ports so as to ensure that enough Chilean foodstuffs will get offloaded. May God help the Russian people through this trying time.
