Remember that it is recorded in history that the Falmer were oppressed by the Dwemer during the expansion of the Nords through Skyrim. When this was in not clear (probably very early First Era), but we do know that the Dwemer all abruptly disappeared around about the time of Indoril Nerevar and the apotheosis of the Tribunal in approximately 1E 670-700, which is still 2700 years before the Interregnum period in which EK begins.

Thank you for your congratulations. If this is in relation to the Snow Elf suggestion, I would like to point out that their actual rate of survival is unknown; what is known is that there was an undisclosed number of them in hidden shrines and other places when they were betrayed by the Dwemer. There could have been a small but acknowledgeable number of them tucked away.
 
I've actually been putting quite a bit of thought into the proposed Legitimacy system, here's what I've come up with.

Legitimacy would work well as a character modifier that technically lasts until the end of game but is reset with every death (Or perhaps as a replacement "Decadence" counter). Every major ruler would start with 50/100 legitimacy which has no positive or negative opinion effects, it would scale by 10s with 100 Legitimacy giving a 25 opinion boost with all vassals and monthly prestige, while 0 legitimacy would inflict a -25 opinion penalty with monthly prestige loss.

Legitimacy decisions could cover a variety of things as listed below.

"Build/Restore the Royal/Imperial Road Network +10 Legitimacy +5% Land Organization (Or maybe increased movement speed if that would be possible) Requirements: Ruler is 18, 350 gold, and stewardship 14

"Streamline the Legal system" +10 Legitimacy +10 opinion with city vassals +5 opinion with church vassals +5 opinion with feudal vassals +0.5 prestige monthly
Requirements: Ruler is 25, 400 gold, stewardship 14, and learning 10

"Cutting the Pirates/Bandits down to size" +10 Legitimacy +15 opinion with city vassals +1 prestige monthly
Requirements: Ruler is 20, 450 gold, martial 15, and intrigue 10

"Royal/Imperial code of Etiquette" +10 Legitimacy +10 opinion with feudal vassals +5 opinion with church vassals -5 opinion with city vassals
Requirements: Ruler is 30, 350 gold, diplomacy 12, learning 12, and one of either proud, fashionable, or gregarious

"Royal/Imperial academy" +10 Legitimacy +5 opinion with city vassals +10 opinion with church vassals +0.5 prestige monthly
Requirements: Ruler is 30, learning 15, 550 gold, one of either quick, ambitious, gregarious, or diligent

Defeating rebellions and winning civil wars would also increase Legitimacy.

Losing wars, breaking truces, and unjust imprisonments all decrease legitimacy (to be honest I've put a lot more thought into the increasing bit)

Add a recompensation CB to Republics. It is really weird that you have a standing army of 5000 men and are facepalmed by some low-brow count of nowhere and just have to accept him rallying a mob razing your TP even though you've built garrisons and stuff. There should be a third option to choose: "Okay. I'll be seeing you on the battlefield! " which the count then could accept or relent. This should of course be an Embargo war.

Maybe it would make it far too easy to conquer Tamriel, but wouldn't it make more sense to have the Unite High Kingdom CB target kingdoms instead of duchies? For example, if you unite Cyrodiil with two kingdoms, the CB would allow you to war for the other remaining kingdoms that are still independent. It takes forever to conquer high kingdoms you've united under your name if you're going duchy by duchy.

Random Sheogorath events that only happen to the player causing really weird things to happen, anything from lowering or raising stats to completely changing the education of the character. And not sure if its possible but maybe changing a nord into an elf or and elf into an argonian?

Graphical Culture can't be changed
Maybe changing trait, so the character is a nord but believes he is an argonian. But it wouldnt have much effect, the insane trait would work better.
 
My suggestions:
*Tamriel --> Akavir or Akavir --> Tamriel invasions? I would like to play bookmark of Mr.Uriel V. Septim and fight against races of Akavir.
*Creation of Skyrim --> You need Amulet of Kings for the Tamrielic Empire so to create Skyrim or Nordic Empire you should have Jagged Crown no?
*Creation of better portraits for Redguards --> Because African portraits don't looks like pure Redguard. Redguards are little bit more white no? (Before you start to write dumb comments: Im not racist!)
*Artifacts --> I would suggest new system for artifacts (maybe something like valyrian swords in GoT mod) so when you battling someone there's higher chance to stay alive when losing when you have good weapon or armor or maybe you would like something like this: Characters can buy some normal artifacts and equip them.
*Lunatics --> I have crazy suggestion. When you have lunatic trait you will have option to convert on Sheagorath religion.
*Elder Council? --> Game would be more intresting when Elder Council will be in game. They should changing and voting for new laws and sometime maybe some ambitious Imperial Battlemage would try to usurp Tamrielic empire (Heh! You know what i mean :D)
*East Empire Company --> I know it exist ingame but it should have some flavour! It should be supported by Empire and Emperor can donate them and East Empire Company can pay you taxes or give you from time to time some artifacts when you'll have good relationship with them.
*Imperial Legion --> Should be under control of the Empire and have HQ in all capital cities of Tamriel provinces. When the Elder Council try to install the new Emperor they should bribe the Legion to join their revolt. Too when some province fight against the Empire the Legion can choose: To join rebellion or to support Empire

*Tamriel vs Dominion --> When Tamriel is created and holding Summerset Isles there should be huge revolt for restoring the Dominion and after restoring there should be special CB to attack Tamriel, install Tamriel as vassal puppet and convert religion
*Interregnum factions --> There should be added to some special bookmark and each one of them fighting each other to control Cyrodiil and to control other 2 factions (It would be grat if we can have such epic wars of factions)
*Guilds --> I know they are in game but tons of flavour can be added. Your character as young can join this guild (Mages, Fighters, Thieves...) and learn (I saw something like that on earlier versions of EK because my son get Mages Guild member trait or something like that) (Mages-->Learning) (Fighters-->Martial) (Thieves-->Intrigue) after some yoears of study they can complete it and be fully member of this guilds also when they are members there should be CB for taking Guildmaster title and after winning war you can establish some HQ for this guild.
*Special Guild --> Something as Dawnguard when they become members they will hate vampires (-100) and can have special CB to attack any vampire rulers.
*Mages --> They can learn some special languages (Daedric, Dragon...) and speak with them (There should be event chain to this)

*Daedra invasion of Tamriel --> When there's no emperor or at least someone who wields Amulet of Kings there should be possibility of daedra invasion to Tamriel. Because it happened on Interregnum it's lore friendly and a good feature.
*Challenging to duel --> From Skyrim we know that one Nord can challenge the other to show who is stronger or to usurp power. My suggestion is that you can make event chain for this duel. The keyrole will have weapons, armors and too traits (dragonborn, brave, thu'um...) and martial. When you'll win you can choose: To give mercy to defeated (usurp or vassalize his main title) or to slain him (giving -100 opinion to members of the family) when you choose to give him mercy he can accept his defeat and be your vassal or he will want to be slained after duel (this will give 200 prestige to defeated before he dies) then the victorious can choose: slain him (-100 opinion of his family) or let him alive (-200 prestige). When you lose you can ask for mercy (-200 prestige) or to die with a sword in your hand (200 prestige before death).

That's all i can suggest for now. Also i apologize if i stole someone's idea because im too lazy to read those comments :D and i apologize too for my grammar because i don't have time for grammar correction when there is holiday. Also when i'll get some other ideas i'll edit this comment and add them here.

Good ideas, some of which are already being considered.
 
Some of the Framework for the Elder Council has already been laid, acouple of the others too from looking through the trait files.

Maybe for Hagraven player characters to be able to offer to make vassals into Hagravens or Brairhearts through a 'give artifact' like minor title, with a higher risk of death than then when it is offered via the offering.
And with a chance of the vassal turning down the offer to a minor relationship hit.

Also
Maybe a CB for Meridia Cultists or anyone with Dawnbreaker to declare war on any realm ruled by a Vampire.
Maybe the CB would execute all Vampires in the target realm? Or allow you to usurp the title.
Maybe combined with a clause that makes it easier to claim Dawnbreaker while waging a war against the undead on behalf of Meridia.

Why is that a problem?

It's not really all that fun, I guess? If you've already proclaimed yourself a high king of a province, the Unite CB isn't really worth much if it does exactly what the warlord CB does and still takes a really long time if you take truces into account. While it's quicker to attain a high kingdom, it's not really much easier considering the vassals you'd be obtaining by usurping their kingdoms. Maybe it could be balanced by giving each King you usurp a claim on the high kingdom you're trying to unite?
 
Just thinking out loud but what about a secret faction component to the game?

We all know that every lord below you can join a faction say "X For Y's throne"

But what about a secret faction? Maybe everyone secretly worships Daedra, and it wouldn't be a faction known by you. Of course you'd find about it through province modifiers or actual events that say "Daedra shrine found"

Then of course, it could collapse into OBLIVION. Get it? Oblivio- forget it.

Of course it wouldn't be only daedra worshippers but it might actually be people seeking to murder your heirs. The thing is that it's secret because it's normally not a threat to you while they are gathering steam, but once they do, you better be ready for a lot of intrigue drama.

For example I read that you guys are working for an elder council. What if a few members of the elder council are actually planning a coup d'etat on you? That wouldn't be the normal "X for Y's throne" it'd be extremely secret. They'd go gathering support based on revolt risk for Z provinces where they might actually gain more support and based on character traits (A person who is a necromancer might be more likely inclined to create anarchy, hence he'll join)

Other secret factions (Not so secret) might be something like the Blades, the fighter's guild, the mages guild, the thieves guild, the dark brotherhood. Each one with their own objectives. the DB could be somehow contacted by characters to help on their murdering schemes, The fighter's guild could be used in a similar way (albeit for defence) While the mages guild has it's own agenda in tutoring mages (Maybe we can have an "expert mage" with an even HIGHER tier by an extra character trait "tutored in the mage's guild") The thieves guild will normally be looking to rob all kinds of land holders. Cities would be the most hit, but from time to time you could get a baron attacked by the thieves guild, which could trigger an event chain leading to you losing about a hundred soldiers from your local county to hunt the thieves guild. Maybe a crackdown is in order with that event?

Or the DB. Taking a page of skyrim, we could have the DB being contacted by another secret faction, a high member of the political faction of the empire who wants the emperor dead. It all goes kablam.

I would also like to have something else added (Something in CK2 I want in general) is to choose where you want your character to be. It could make sense that he sits always on the capital, but you should have the posibility to move him/her if you want. That would make the murder chances not random or at least it'd define what type of murder would take place. If your emperor is moving to skyrim to improve diplomatic relations with the local lord he could be murdered a la skyrim. If he's at white gold tower he could fall off a cliff. etc.

There's already a superior Slavery system planned anyway with a DD about it lost somewhere in the old megathread.

With the Religions, a few more can_hold_temples = no's might be a good thing. For the Daedric cults and reachmen especially, and maybe investiture=yes as well (especially for those without a religion head as it means control over succession.) As Priest barons tend not to have children, so leaving them with gravelkind succession generally means that 90% of the temple baronies get handed back to you at the end of every generation.

I've had an idea for a string of events around and possibly a placement of the artefact Umbra_Sword. As it's the (presumably) only inheritable daedric weapon and while that may be an oversight currently as it's probably just not supposed to be in use in it's current state (I'm assuming, I've only glanced through the events), that has potential for fun.
As it is stated to slowly possess/drive the holder insane, and is inheritable, it could be used as a lore-supported family curse. As a way to make one family play different and as it, with most other artefacts is transferable outside the dynasty through the death of that family or through confiscation, achievable by the player from any other family too.
I was thinking you'd give to one of the starting characters, maybe even Umbranox if that's not too on the nose, say he bought his first ship and started the whole thing with the profits of his days as an adventurer or whatever that doesn't matter any small-start house would do.
Then have an event that drops on the holder of trait umbra_sword sometime after they reach adulthood that has a chance of dropping lunatic or possessed. Maybe a chance wroth or berserker along with it or a chance to resist and not be afflicted by the family curse if learning or mage education is high enough?. With flavour text that makes it clear to the player that it's the sword but implies that the character hasn't made the connection to the family sword.
Anyway, probably too much of an idea for a single trait, especially a unique one. But it's an idea anyway.
